उपर्युक्त सार्वजनिक सूचनाओं में उल्लिखित वित्त मंत्रालय , राजस्व एवं बीमा विभाग, मई विल्ली की अधिसूचना दिनांक 16 मई, 1978 को वित्त मंत्रालय , राजस्व एवं बीमा विभाग , नई दिल्ली की अधिसूचना सं० 213-कम्ट विनांक 13 नवम्बर , 1979 भौर अधिसूचना मं० 214- कस्ट दिनांक 13 नवम्बर, 1979 द्वारा संशोधित कर दिया गया है । इनके अनुसरण में उपर्युक्त सार्वजनिक सूचना में प्रर्दाशत " पाकिस्तान या" शब्द हटा दिए जाएंगे ।

Subject : Import of goods as personal baggage
F. No. IPC/ 63 /76/79.-Attention is invited to the Department ofCommerce Public Notice No. 34 - ITC (PN)/ 78 , dated the 16th May, 1978 and Public Notice No. 46- ITC (PN)/ 78 , dated the 30th June, 1978 , pertaining to import of goods as personal baggage .
2. The Notifications dated the 16th May, 1978 of the Minis- try ofFinance , Department ofRevenue and Insurance, New Delhi , referred to in the said Public Notices have been amended by theMinistry of Finance , Department of Revenue and Insurance , NewDelhi , Notification Nos . 213 - Cus , dated the 13th November , 1979, and Notification No. 214- Cus , dated the 13th November, 1979. In pursuance thereof, the words ' Pakistan or ' appearing in the aforesaid Public Notices shall be deleted .

परिवर्तन के फलस्वरूप सोवियत क्रेडिट मे से भारतीय रुपए के बराबर रुयल में की गई अवायगी की वसूली के प्रयोजन के लिए भारतीय रुपए और गबल के बीच मुद्रा विनिमय की मिश्रित वर ।
फा० सं० श्राई पी सी/जम० 15/ 75/ ० वा-2:-विदेश व्यापार मंत्रा लय की प्रायात व्यापार नियंत्रण सार्वजनिक सूचना सं ० 15-आई टी सी (4pi*pi) / 72 विर्माक 28 जनवरी 1972 और सार्वजनिक सूचना सं ० 8-भाई टी सी (पी एन ) / 76 विनांक 17 जनवरी 1976 की पीर ध्यान विलाया जाता है इनमें विभिन्न मुख्य अन्र्तराष्ट्रीय जैसे मुद्रानों में परिवर्तन के फलस्वरूप विभिन्न मुद्राओं जैमे डी० एन० येन श्रावि के लिए विनिमय की मिश्रित दर की गणना करने की पद्धति भी शामिल है ।
2. जहां तक सोवियत क्रेडिट का संबंध है, 20 नवम्बर , 1978 तक बसूली की मिश्रित वर 1 रुबल के लिए 8.333 रुपए की रुपए -रुबल की नियत विनिमय दर पर आधारित थी । लेकिन भारत सरकार और सोवियत समाजवादी गणतंत्र संघ के बीच विनाक 25 नवम्बर , 1978 को अन्तर -सरकारी नयाचार हस्ताक्षर होने के बाद 25 नवम्बर , 1978 से प्रति रुबल के लिए 10 रुपए की नई विनिमय दर नियत की गई थी । विनिमय की यह दर सार्वजनिक सूचना सं ० 3-आईटीसी (पी (TT) / 79 दिनांक 5 जनवरी , 1979 मे यथा उल्लिखित 25 नवम्बर , 1978 के नयाचार की व्यवस्थानों के अनुसार ममय समय पर परिवर्तनों के अधीन है । विनिमय दर में ऐसे परिवर्तन मार्वजनिक सूचनाओं के माध्यम से भी अधिसूचित किए जाते है भौर सार्वजनिक सूचनाओं के क्रम में अन्तिम सार्वजनिक सूचना सं ० 46- घाईटीसी (d*pi / pi) / 79 दिनांक 25 अगस्त , 1979है ।
3. जहां तक भारत सरकार द्वारा भारतीय लाभकर्ताओ से सोवियत क्रेडिट (माल/सेवाभों के सोवियत संभरकों के लिए) में से की गई रुबल की अदायगी के बराबर रुपए की वसूली के प्रयोजन के लिए विनिमय की मिश्रित वर का सम्बन्ध है इसकी गणना सार्वजनिक सूचना संख्या8- आईटीसी (पी एन) /76 दिनांक 17 जनवरी , 1976 के मनुमार की जाएगी । तवनुसार, विनिमय की मिश्रित दर की गणना रुपए और रुबल के बीच सरकारी विनिमय दर में 1% जोङ कर और शेष भ्रांकड़े को पूर्णांक बनाने के लिए अगली उच्च पूर्ण संख्या पर दूसरा वशमलव लगाते हुए की आती है । इस भार्धार पर 25-11-1978 से विनिमय की मिश्रित दर निम्नलिखित अनुसार होगी:-

4. विनांक 25 नवम्बर, 1978 के अन्तर सरकारी नयाचार के भनुमार जब कभी भारतीय रुपए और रुबल के बीच सरकारी विनिमय की दर में और आगे परिवर्तन होते है तो पूर्व की कंडिका में उल्लिखित अनुमार लागू सरकारी विनिमय की दर में 1% जोङ कर विनिमय को मिश्रत दर की गणना की जाएगी और शेष आंकड़ों को पूर्णाक बनाने के लिए अगली उच्च पूर्ण संख्या पर दूसरा वशमलव लगाया जाएगा । सोवियत क्रेडिट के अधीन भारतीय श्रायातक और विदेशी मुद्रा के प्राधि- कृत अधिकारी भविष्य में जब तक इसके विपरीत अधिसूचित न किया जाए में इसी आधार पर व्यवसाय चला सकते है ।

PUBLIC NOTICE NO . 59 + - I * TC(PN) / 79
Subject : Composite rate of exchange between the Indian Rupee and the Rouble for purposes of recovery of rupee equivalent of the Rouble disbursements made out of the Sovlet Credits consequent on changes in the rate of exchange between the Indian Rupee and the Rouble arising from the Protocol dated 25th Novem- ber , 1978 between the Government of India and the Government of the USSR .
F.No. IPC/Genl . 150/ 75/ Vol . II .-Attention is invited to the Ministry of Foreign Trade Import Trade Control Public Notice No. 15 - ITC (PN) / 72 dated the 28th January 1972 and Public Notice No. 8 - ITC (PN) / 76dated the 17th January 1976 indi- cating the method of calculating the composite rate of exchange for various currencies like D.M. , Yen, etc. , consequent on floatation of various major international currencies .
2. In so far as Soviet Credits are concerned , the composite rate of recovery upto 24th November , 1978 was based on the fixed Rupee-Rouble exchange rate of Rs . 8.333 to one Rouble . How- ever, after the signing of the Inter -governmental Protocal dated 25th November 1978 between the Government of India and the Government of the USSR, a new exchange rate of Rs . 10 per Rouble was fixed with effect from 25th November , 1978. This rate ofexchange is subject to changes from time to timein accor- dance with the provisions of the Protocol dated 25th November 1081

1978, as explained in Public Notice No. 3 - ITC ( PN)/79 dated the 5th January 1979. These changes in the exchange rate are also notified through Public Notices , the last Public Notice in the series being Public Notice No. 46 - ITC (PN)/ 79 dated the 31st August 1979.
3. As regards the composite rate of exchange for purposes of recovery by the Government of India of the rupee equivalent of the Rouble disbursements made out of the Soviet Credits ( to the Soviet suppliers of goods/ services ) from the Indian benefi- ciarics , this will be calculated in accordance with Public Notice No. 8 - ITC (PN) / 76 dated the 17th January 1976. Accordingly , the composite rate of cxchange is to be worked out by adding 1% to the official exchange rate between the Rupee and Roublo and rounding off the resultant figure at the second decimal place to the next higher integer . On this basis , the composite rate of exchange with effect from 25-11-1978 will be as follows : ---

4. As and when further changes in the official exchange rate between the Indian Rupee and the Rouble take place in accor- dance with the Inter -governmental Protocol dated the 25th November 1978 , the composite rate of exchange will be deter- mined by adding 1 % to the ruling official exchange rate and round- ing off the resultant figure at the second decimal place to the next higher integer in the same manner as detailed in the preced- ing paragraph . The Indian importers under the Soviet Credits and Authorised Dealers in foreign exchange may operate on this basis in future , unless notified to the contrary .
