It has been decided to b,in with immediate effect, Ihc export of all varieties of ExpeMer Cakes (except Cotton Seed exp")ler Cakes) and Compound Cattle Feed ;md Poulnj Teed.3. The piovisions of para 295 of the Hand Book oi Impoit- Expoit Procedures 1979-80, will not be applicable to any prc- ban commitments consequent to this Public Notice. All c:ises of pie-ban commitments will be considered by tht Regionyl 1 icensing Authorities only where the following condition- have been satisfied :—>•
1. Where conhacls have been partly executed, as evidenced by the Customs authenticated copies of shipping bills ant! only the remaining part of the contiact is effect til by the imposition of tnc ban; or
2. Where export licences huye been issued again t con- tracts already lodged with the licensing autho'ilius, prior to the date of the ban, but evpoit could not take place because of connected formalities like shipment, documentation, etc., unly iem
3. Wheie shipping bills have been passed by the Customs or licensing authorities prior to the date of the ban but export could not take place for reasons beyond the party's control, provided that the party can pin- duce particulars of the contract to which the shipping bill(s) related; or

had been opened in favour of the exporter and ac- cepted by H scheduled Indian Bank, or (ii) advance payment had been received through an authorised dealer in foreign exchange, covering the full f.o.b. value of the consignment, prior to the date of the ban.

Sub.:—Ban on export of kxpeller Cakes and Compound Cattle Feed and Poultry Feed during 1979-80.
K. No. 38|18|79-E-n,—Attention is invited to the Depart- ment of Commerce Exports (Control) Amendment Order No. E(C)O, 1977/AM(138) dated the 23rd November, 1979, on the above subject,
4. The exporters concerned should send their claims in pursuance of this Public Notice to the regional Licensing Au- thorities concerned alongwith documcntaiy evidence relied upon in support of such commilments|contracts having been made These documents should be sent by Registered Post A.D. within a period of 15 days from the date of issue of thli Public Notice. Cognizance will be taken only of cases wheie these documents have been filed in time. Submission of such evidence shall not, however, confer any right on the person concerned to the grant of any export licence or pel mission lo export.
