का. आ. 793 ( अ) -राष्ट्रपति , संविधान के अनुच्छेद 77 के खण्ड (3 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत सरकार ( कार्य- आबंटन) नियम , 1961 में और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात:-
1. ( 1) इन नियमों का नाम भारत सरकार ( कार्य- आबंटन) (एक सौ उन्तालीसवां संशोधन) नियम , 1979 है ।
होंगे । (2) ये इनके शासकीय राजपत्र में प्रकाशित होने की तारीख से प्रवृत्त

2. भारत सरकार ( कार्य- आबंटन) नियम , 1961 में , द्वितीय अन्सूचौ में , -
(1) ' ग्रामीण पुनर्निर्माण मंत्रालय ' शौर्षक के अंतर्गत , प्रविष्टि 3 में , खंड (क) और (स) के स्थान पर , निम्नलिखित खंड रखे जाएंगे , अर्थात् :-
" (क) ग्रामीण सड़कों की प्रत्यक्ष जिम्मेदारी ;
(ख) प्रारम्भिक शिक्षा , प्रौढ़ शिक्षा , ग्रामीण स्वास्थ्य , ग्रामीण विद्युतीकरण , ग्रामीण जल आपूर्ति (त्वरित ग्रामीण जल आपूर्ति की केन्द्र द्वारा प्रायोजित स्कीम को छोड़कर) , भूमिहीन ग्रामीण श्रमिकों के लिए आवास और पोषाहार कार्यक्रम की नोडीय जिम्मेदारी ' ;
(2) ' निर्माण और आवास मंत्रालय ' शीर्षक के अंतर्गत , प्रविष्टि 235 के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्ः-
" 23. पेय जल आपूर्ति , त्वरित ग्रामीण जल आपूर्ति की केन्द्र द्वारा प्रायोजित स्कीम सहित , और सफाई का प्रबंध। "

NOTIFICATION
New Delhi , the 10th December , 1979
S.O. 793 (E ) . In exercise of the powers conferred by clause ( 3 ) of article 77 of Constitution , the President hereby makes the following rules further to amond the Government of India ( Allocation of Business ) Rules , 1961 , namely :-
1. ( 1 ) These rules may be called the Government of India ( Allocation of Business) ( One hundred and thirty - ninth Amendment ) Rules , 1979 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Government of India ( Allocation of Business ) Rules , 1961 , in the Second Schedule ,-
( i ) under the heading " Ministry of Rural Reconstruction ( Gramin Punar- nirman Mantralaya) " , in entry 3 , for clauses (a) and ( b ) , the following clauses shall be substituted , namely : -
" (a) direct responsibility for rural roads ;

(b) nodal responsibility for elementary education , adult education , rural health, rural electrification , rural water supply ( excluding contrally sponsored scheme of accelerated rural water supply) , housing for landless rural labour and the nutrition programme" ;
(ii ) under the heading " Ministry of Works and Housing ( Nirman Aur Awas Mantralaya) " , for entry 23E. , the following entry shall be substituted , namely :-
"23E. Drinking water supply , including centrally sponsored scheme of accelerated rural water supply , and sanitation. " .
