NOTIFICATION
New Delhi, the 31st Deccmbef, 1979 SO. S80(E).—Whereas the Election Commission by its notification No. 464/79, dated the 3rd December, 1979 issued under section 30 of the Representation of the People Act, 1951 (43 of 1951), has appointed—
(i) the 3rd January, 1980 (Thursday), as the date of poll in 2-Mandi Parliamentary Constituency in the the State of Himachal Pradesh; and
(ii) the 6th January, 1980 (Sunday) as the date of poll in 4-Ljidakh Parliamentary Constituency in the State of Jammu and Kashmir;
And whereas, the Election Commission is satisfied that on account of unavoidable circumstances the poll in 1-Kinnaur fST), 54-Bharmour (ST) and 55-J^ahaul and Spiti (ST) assembly constituencies comprised within the said 2-Mandi Parliamentary Constituency in the State of Himachal Pradesh and in the said 4-Ladakh Parliamentary Constituency in the State of Jammu and Kashmir cannot be taken on the dates fixed as aforesaid ;
Now, therefore, in exercise of the powers conferred by Section 30 and Section 153 of the Representation of the People Act, 1951 read with section 21 of the General Clauses Act, 1897 (10 of 1897), the Election Commission hereby makes the following amendments in its notification dated 3rd December, 1979, referred to above, namely :—
I. For the existing clause (e) of the said notification, the following clauses shall be substituted, namely :—
"(e) (i) the 10th January, 1980 (Thursday) as the date before which the election shall be completed in all Parliamentary Constituencies excepting 2-Mandi Parliamentary Constituency in the State of Himachal Pradesh and 4-LadakA Parliamentary Constituency in the State of Jammu and Kashmir; and
(11) the 21st July, 1980 (Monday) as the date before which the election shall be completed in 2-Mandl Parliamentary Constituency in the State of Hima- chal Pradesh and 4-Ladakh Parliamentary Constitu- ency to the State of Jammu and Kashmir."
II. In the schedule to the said notification—
(i) under the item "6-Himachal Pradesh", against the entry '2-Mandi' in column 1, for the first four existing entries in each of the columns 2 and 3, the following entries shall be substituted, name- ly:—
"15th June, 1980 (Sunday) 1-Kinnaur (ST)
3rd January, 1980 (Thursday) 2-Rumpur (SC)
15th June, 1980 (Sunday) 54-Bharmour (ST)
15th June, 1980 (Sunday) 55-Lahaul and Spiti (ST)";
(ii) under*the item '7-Jammu and Kashmir'; against the entry '4-Ladakh' in column 1, for the existing entry in column 2, the entry '6th July, 1980 (Sunday)* shall be substituted.
