फा ० भा० 195 (थ) .न्यूनतम मजदूरी अधिनियम, 1948 (1948 का 11 ) की धारा 4 की उपधारा ( 1 ) के खण्ड ( iii ) के माथ पटिन धारा 3 की उपधारा ( 1 ) के स्वण्ड ( ख) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार ने इससे उपाबद्ध अनुसूची के स्तम्भ 2 में विनिर्दिष्ट मजदूरी की न्यूनतम दरों को जो उक्त अनुगूची के स्तम्भ 1 की तत्स्थानी प्रविष्टियों में विनिदिष्ट तांबा बानों में उसके नियोजन में नियोजित प्रवर्ग के कर्मचारियों को संदेय है, पुनरीक्षित करने के लिए निम्नलिखित प्रस्ताव बनाए हैं जो उक्त श्रधिनियम की धारा 5 की उपधारा (1 ) के खण्ड ( ख) की भपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिए प्रकाशित किए जा रहे हैं , जिनके उसने प्रभावित होने की संभावना है और यह सूचना दी जाती है कि उक्त प्रस्तावों पर राजपत्र की जिगगें यह अधिसूचना के प्रकाशन की नारीश्व से दो मास के अवमान पर था उसके पश्चात् विचार किया जाएगा ।
ऊपर विनिर्दिष्ट अवधि के प्रभमान से पूर्व उक्त प्रस्ताथों की बाबत जो भी भ्रापत्ति मा सुझाव किसी व्यक्ति से प्राप्त होंगे , फेन्द्रीय सरकार उन पर विचार करेगी ।

10.00 रु ० लेखाकार , सहायक , लिपिक, पत्रिका लिपिक, रोकड़िया , मुंशी, अभिलेखपाल/फाइल लिपिक, भंडारी, टाइम कीपर, आणु- लिपिक, टंकक, किसी भी नाम से पुकारे जाने वाले ऐसे कोई अन्य प्रवर्ग जो लिपिकीय हैं ।
स्पष्ट, फरण: -इस अधिसूचना के प्रयोजन के लिए-
1. ( क) ' अकुशल कार्य' वह कार्य है जिसमें बहुत थोड़ी या कुछ भी कुशलता का कार्य के अनुभव की अपेक्षा न करने वाली साधारण क्रियाएं सम्मिलित हैं ।
(ख ) ' अर्धकुशल कार्य' वह कार्य है, जिसमें कार्य के अनुभव से अजित कुछ माता में कुशलता या सक्षमता सम्मिलित है और जो कुशल कर्मचारी के पर्यवेक्षण या मार्ग दर्शन के अधीन किए जाने योग्य हैं और इसके अन्तर्गत अकुशल पर्यवेक्षी कार्य भी भाता है ।
(ग) ' कुशल कार्य ' वह कार्य है जिसमें कार्य के अनुभव से अथव। शिक्षु के रूप में या किसी तकनीकी या व्यावसायिक संस्था में प्रशिक्षण के माध्यम से अर्जित कुशलता या सक्षमता अपेक्षित है । जिसके पालन में स्वप्रेरणा और विवेकबुद्धि आवश्यक है । 2. मजदूरी की प्रस्थापित न्यूनतम वरें सर्वसम्मिलित दरें हैं जिसमें भाधारी वर, जीवन निर्वाह भत्ता, आवश्यक अस्तुधों के रियायती दर पर किए गए प्रदायों, यदि कोई हों, का नकवी मूल्य सम्मिलित है तथा साप्ताहिक विश्राम के लिए देय मजदूरी भी सम्मिलित है ।
3. मजदूरी की न्यूनतम दरें ठेकेदारों द्वारा नियोजित कर्मचारियों को
भीलागू हैं ।
4. जहां संषिवा या करार पर भवधारित मजदूरी की विद्यमान दरें इस अधिसूचना द्वारा नियत दरों से उच्चतर हैं, वहां ऐसी उच्बतर दरें इस अधिसूचना के प्रयोजनार्थ न्यूनतम मजदूरी की दरें समझी जाएंगी ।
5. अठारह वर्ष से कम आयु के और असमर्थ व्यक्तियों को देय मजदूरी की न्यूनतम धरें समुचित प्रवर्ग के व्यस्थ कर्मकारों के लिए दरों का क्रमशः 80 प्रतिशत भौर 70 प्रतिशत होंगी ।

New Delhi , the 19th March , 1980
S.O. 195 (E) . The following proposals made by the Central Government in exercise of the powers conferred by clause ( b) of sub- section ( 1 ) of section 3 read with clause ( iii ) of sub-section
[PART II-SEC . 3 ( ii) ]
(1) of section 4 of the Minimum Wages Act , 1948 ( 11 of 1948) for revising the minimum rates of wages as specified in the column(2) of the Schedule, annexed hereto, payableto the cate- gories of employces employed in employments in Copper mines as specified in the corresponding entries in column 1 of the said Schedule , are hereby published , as required by clause (b ) ot sub- section ( 1 ) of section 5 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said proposals will be taken into consideration on or after the expiry of two months from the date of publica- tion of this notilication in the Official Gazette .
Any objection or suggestion which may be received from any person with respect to the said proposals before the expiry of the period specified above will be considered by the Central Government.

10.00 Accountant , Assistant , Clerks , Magazine Clerk, Cashier , Munshi , Record Keeper / File Clerks , Store Keeper , Time Keeper , Stenographer , Typist , Other categories by whatever name called which are clerical .
Explanation : For the purpose of this notification :-
1. (a) " Unskilled work" is one which involves simple opera- tions requiring little or no skill or experience on the job .
(b) " Semi - skilled " work is one which involves some degree of skill or competence acquired through ex- perience on the job and which is capable of being performed under the supervision or guidance of a skilled employee and includes unskilled supervisory work,
(c) "Skilled" work is one which involves skill or compe- tence acquired through experience on the job or through training as an apprentice or in a technical or vocational institute and the performance of which call for initiative and judgement .
2. The minimum rates of wages proposed are all inclusive rates including the basic rate , the cost of living allowance and the cash value of concessional supply , if any , of essential com- modities and include also the wages payable for the weckly day of rest .
3. The minimum rates of wages are applicable to employces employed by contractors also .
4. Where the existing rates of wages based on contract or agreement are higher than the rates notified under this notifica- tion, the higher rates shall be treated as minimum rates of wages for the purpose of this notification .
5. The minimum rates of wages for young persons below 18 years of age and disabled persons shall be 80 % and 70% respectively of the rates payable to adult workers of the appro- priate category.
