सा.का.नि. 131 (अ) -औषधि और प्रसाधन सामग्री नियम , 1954 में और संशोधन करने के लिए कतिपय नियमों का निम्नलिखित प्रारूप , जिसका केन्द्रीय सरकार , औषधि और प्रसाधन सामग्री अधिनियम , 1940 ( 1940 का 23 ) की धारा 12 और 33 ब्वारा प्रवत्त शक्तियों का प्रयोग करते हुए , प्रस्ताव करती है , उक्त भाराओं की अपेक्षांनुसार उन सभी व्यक्तियों की जानकारी के लिए प्रकाशित किया

जा रहा है जिनके उससे प्रभावित होने की संभावना है और सूचना दी जाती है कि उक्त प्रारूप नियमों पर उस तारीख से जिसको उस राजपत्र की प्रतियां , जिसमें यह अधिसूचना प्रकाशित हुई है , जनता को उपलब्ध करा दी जाती है , से 30 दिन की अंगधि के अवसान के पश्चात् विचार किया जाएगा ।
उक्त प्रारूप नियमों की बाबत इस प्रकार विनिर्दिष्ट अवधि के अवसान के पूर्व जो भी आपत्तियां या सुझाव किसी व्यक्ति से प्राप्त होगे , केन्द्रीय सरकार उन पर विचार करेगी ।
प्रारूप नियम
1. इन नियमों का नाम औषधि और प्रसाधन सामग्री (संशोधन) नियम , 1980 है ।
2. औषधि और प्रसाधन सामग्री नियम , 1945 में , नियम 147 के स्थान पर , निम्नलिखित रखा जाएगा , अर्थात्: -
"147. ऐसी प्रसाधन सामग्रियों को जिनका विनिर्माण भारत में उपभोग या विक्रय के लिए नहीं किया जाता , इस भाग के उपबन्धों से
छूट :-
ऐसी प्रसाधन सामग्रियों के , जिनका विनिर्माण भारत में उपभोग या विक्रय के लिए नहीं किया जाता है , पैकेजों या आधानों पर लेबल , परेषिती की विनिर्दिष्ट अपेक्षाओं , यदि कोई हों , को पूरा करने के लिए उन्के अनुकूल बनाए जाएंगे । "

NOTIFICATION
New Delhi , the 26th March , 1980
G.S.R. 131 (E) . The following draft of certain rules further to amend the Drugs and Cosmetics Rules , 1945 , which the Central Government proposes to make after consultation with the Drugs Technical Advisory Board, in exercise of the powers conferred by sections 12 and 33 ofof the Drugs and Cosmetics Act , 1940 (23 of 1940) , is hereby published as required by the said sections , for the information of all persons likely to be affected thereby , and notice is hereby given that the said draft rules will be taken into consideration on or after the expiry of a period of 30 days from the date on which the copies of the Official Gazette in which this notification is published are available to the public.
Any objection or suggestion which may be received from any person with respect to the said draft rules before the expiry of the period so specified will be taken into consideration by the Central Government .

DRAFT RULES
1. These rules may be called the Drugs and Cosmetics ( Amendment) Rules , 1980 .
2. In the Drugs and Cosmetics Rules , 1945 , for rule 147 , the following shall be substituted , namely :-
"147. Exemption of Cosmetics not manufactured for consumption or sale in India from the provisions of this part.
Labels on packages or containers of cosmetics not manufactured for consumption or sale in Indía shall be adapted to meet the specific requirements , if any , of the consignee . '
