सा० फा० मि० 142 ( प्र) केन्द्रीय सरकार, विद्युत ( प्रदाय) अधिनियम, 1948 ( 1948 का 54) की धाग 68 की उपधाग ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , प्राधिकरण से परामर्श करने के पश्चात्, यह अधिसूचित करती है कि बोर्ड अवक्षयण के लिए ऐसी राशि की व्यवस्था करेगा, जो निम्नलिखित सिद्धान्तों के अनुमार मगणित की जाएगी, अर्थात्:-
1. बोर्ड द्वारा अवक्षयण की व्यवस्था करना बोर्ड अवअयण के लिए प्रति वर्ष ऐसी राणि की व्यवस्था करेगा , जो अवक्षयण की सीधी रेखा पद्धति के अनुसार सगणित की जाती है, अर्थात्, ऐमी राशि, जो श्रम्नियों की बाबत विहित अवधि से, बोर्ड की बहियों में पहले ही बट्टे खाते डाली और अपास्त कर दी गई राशि को हिमाब में लेने के पश्चात्, आस्तियों की मूल लागत के नब्बे प्रतिशत को विभाजित करके आती है:
परन्तु अवक्षयण के लिए किसी आस्ति की बाबत अभिवाय, विहित अवधि की ममाप्ति पर या जब श्रास्ति बोर्ड द्वारा प्रयुक्त नहीं होती है, इनमें से जो भी पूर्वतर हो , समाप्त हो जाएगा ।
2. अवक्षयण के सिद्धान्तों के लागू होने की अवधि ये सिद्धान्त अप्रैल , 1979 के पहले दिन से आरंभ होने वाले और मार्च, 1980 के 31 वें दिन को गमाप्त होने वाले वर्ष के अवक्षयण के प्रभारण को लागू होंगे ।
स्पष्टीकरण :-इस अधिसूचना में, " विहित भवधि" से,-
(क) किसी ऐसी नास्ति के संबंध में, जो बोर्ड को अपने कारवार में अपने उपयोग के लिए विद्युत ( प्रदाय ) संशोधन अधिनियम, 1966 ( 1966 का 30 ) के प्रारम्भ से पूर्व उपलब्ध हुई है, वे वर्ष जिसमें से उतने वर्ष घटा दिए गए हैं , जिनके दौरान ऐसी आम्ति प्रयुक्त की गई है या प्रयुक्त की जा सकती थी, हम अधिसूचना की अनुसूची में यथा परिनिश्चित वर्षों की वह संख्या अभिप्रेत है; ऐसे वर्षों की संगणना, उस वर्ष के जिसमें वह भास्ति बोर्ड को इस प्रकार उपलब्ध हुई थी ठीक अगले वर्ष के प्रारम्भ से और ऐसे प्रारम्भ को या उसके पश्चात् समाप्त होने वाले वर्ष की समाप्ति तक , की जाएगी ,
(ख) अन्य किसी श्रस्ति के संबंध में, उक्त अनुसूची में विनिर्दिष्ट वर्षों की संख्या या अवधि, श्रभिप्रेत है ।

NOTIFICATIONS
New Delhi , the 27th March , 1980
G.S.R. 142( E ) . In exercise of the powers conferred by sub- section ( 1 ) of section 68 of the Electricity ( Supply ) Act , 1948 (54 of 1948) , the Central Government , after consultation with the Authority, hereby notifies that the Board shall provide for de- preciation such sum as is calculated in accordance with the following principles , namely:-
1. Providing of depreciation by Board. The Board shall provide for depreciation such sum as is calculated in accordance with the straight line method of depreciation , that is to say , such an amount as is arrived at by dividing ninety per cent of the ori- ginal cost of the assets , after taking into account the sum already written off and set- aside in the books of the Board , by the pres- cribed period in respect of such assets :
Provided that the contribution in respect of any asset to d"preciation shall crase at the end of the prescribed period er when the asset cras's to be used by the Board, whichever is carlier .
2. Period of application of the principles of depreciatier.- These principles shall apply to the charging of depreciation for the year commencing on the 1st day of April , 1979 and ending on the 31st day of March , 1980 .
Explanation . In this notification , " prescribed period"
means-
(a) in relation to an asset which became available to the Board for its use in its business before the commercement of the Electricity ( Supply ) Amendment Act , 1966 (30 of 1966) , means the number of years as defined in the Schedule to this notification reduced by the number of years during which such asset was used or capable of being used, such years being computed from the begin- ning of the year next following that in which that asset became so available to the Board and upto the end of the year ending on or after such commencement .
(b) in relation to any other asset , the number of years or period specified in the said Schedule .

सा० का० नि० 143 ( प्र) : केन्द्रीय सरकार , विद्युत (प्रदाय ) अधिनियम, 1948 (1948 का 54 ) की छठी अनुसूची के पैरा VI के उप-पैरा ( क) द्वारा प्रवन्त शक्तियो का प्रयोग करते हुए, प्राधिकरण से परामर्श करने के पश्चात् यह अधिसूचित करती है कि अनुज्ञप्तिधारी अवक्षयण के लिए प्रति वर्ष ऐसी राशि की व्यवस्था करेगा, जो निम्नलिखित सिद्धान्तों के अनुसार संगणित की जाएगी , अर्थात्:-
1. अनुज्ञप्तिधारी द्वारा अवक्षयण की व्यवस्था करना ( क) अनु- ज्ञप्तिधारी अवक्षयण के लिए-
(i) ऐसी राशि की व्यवस्था करेगा जो यदि समस्स विष्ठित अवधि के दौरान प्रति वर्ष अपास्त कर दी जाती है घोर जिसका 4 प्रतिशत प्रति वर्ष की दर से चक्रवृद्धि ब्याज संचय किया जाता है, तो विहित अवधि की समाप्ति पर, उपक्रम की बहियों में पहले ही बट्टे खाते डाली गई और अपास्त कर दी गई राणि को हिसाब में लेने के पश्चात्, श्रास्ति की मूल लागत के नब्बे प्रतिशत के बराबर 'राशि हो जाएगी । संचित अनिशेष पर वाधिक ब्याज, राजस्व में से और वार्षिक वृद्धि निक्षेप में से खब के रूप में अनुज्ञात किया जाएगा, या
(ii) ऐसी राशि की व्यवस्था की जाएगी, जो विहित अवधि से, आस्ति की मूल लागत के नब्बे प्रतिशत को स्वभाजित करके निकलती है:
परन्तु, यदि किसी अनुज्ञप्तिधारी ने, विद्युत ( प्रदाय ) संशोधन अधि- नियम, 1978 (1978 का 23) के प्रारम्भ के पूर्व किसी विशिष्ट पति का विकल्प ले लिया है, तो वह उसी पद्धति का अनुसरण करता रहेगा ।

(खा) यदि कोई नियत आस्ति अप्रचलन , अपर्याप्तता , अतिरेक या अन्य किसी कारणवश उपयोग के लिए उपलभ्य नही रह जाती है तो अनुज्ञप्तिधारी की बहियों में यह वर्णित किया जाएगा कि अब वह प्रयुक्त नहीं होती है और उसकी बाबत और प्रवक्षयण राजस्व मद्दे प्रभार के रूप में अनुज्ञात नहीं किया जाएगा ।
(ग) यदि उपक्रम की बहियों में कोई आस्ति , उसकी मूल लागत के 10 प्रतिशत या उससे कम तक हासित कर दी गई है , तो उस भास्ति की बाबत और श्रवक्षयण अनुज्ञात नहीं किया जाएगा ।
(घ) अवक्षयण की बकाया , विहित अवधि की शष अवधि पर समीकृन संदायों द्वारा बट्टे खाते डाली जा सकेगी ।
2. भवक्षयण के सिद्धान्तों के लागू होने की प्रवधि:-ये मित अप्रैल , 1979 के पहले दिन से आम्रभ होने वाले भौर मार्च , 1980 के 31 वें दिन को समाप्त होने वाले वर्ष के अवक्षयण के प्रभारण को लागू होंगे ।
स्पष्टीकरण :-इस अधिसूचना में, "विहित अवधि" से, इम अधि सूचना की अनुसूची में विनिदिष्ट भास्तियों के संबंध में, ऐसी श्रास्ति के संबंध में उसमें विनिविष्ट वर्षों की संख्या या अवधि, जो प्रत्येक दशा में, उस लेखा वर्ष के ठीक अगले लेखा वर्ष से प्रारम्भ होगी, जिसमें कारबार में उपयोग के लिए विशिष्ट श्राम्ति उपलब्ध हुई थी, अभिप्रेत है ।

In exercise of the powers conferredby sub- paragraph ( a ) of paragraph VI of the Sixth Schedule to the Elec- tricity ( Supply ) Act , 1948 (54 of 1948 ) , the Central Government , after consultation with the Authority , hereby notifies that the licensec shall provide for depreciation such sum as is calculated in accordance with the following principles , namely:-
1. Providing of depreciation by licensees , ( a) The licensee shall provide for depreciation-
(i) such an amount as would , if set aside annually through- out the prescribed period and accumulated at compound interest at 4 per centum per annum , produce by the end of the prescribed period an amount equal to ninety per cent of the original cost of the asset after taking into account the sums already written off or set aside in the books of the undertaking . Annual interest on the accumulated balance will be allowed as an expense from revenue as well as the annual incremental deposit , or
(ii ) such an amount as is arrived at by dividing ninety per cent of the original cost of the asset by the prescribed period.
Provided , however , that if a licensee has already opted for a particular method before the commencement of the Electricity upply) Amendment Act , 1978 (23 of 1978 ) , he shall continue to Sfollow the same method .

( b) Where any fixed asset ceases to he available for use through obsolescence , inadequqacy , superfluity or for any other reason , it shall be described in the books of the licensee as no longer in use and no further depreciation in respect there shall be allowed as a charge against revenue .
(c) When any asset has been written down in the books of the undertaking to 10 per cent or less of its original cost , no further depreciation shall be allowed in respect of that asset .
(d) Arrears of depreciation may be written off by equated payments over the remainder of the prescribed period.
2. Period of application of the principles of depreciation.- These principles-shall applyto the charging of depreciation for the year commencing on the 1st day of April , 1979 and ending on the 31st day of March , 1980 .
Explanation : In this notification " prescribed period " means in respect of assets specified in the Schedule to this noti- fication , the number of years or period specified therein , in rela- tion to such asset running in each case from the beginning of the year of account next following that in which the partiular asset became available for use in the business .
