सा० का० ति० 247 ( अ) श्राव ० वस्तु चीनी केन्द्रीय सरकार, कोमो (निन्द्रण ) धादेग, 1966 में खण्ड 5 द्वारा प्रदत शक्ति का प्रयोग करते हुए और भारत सरकार के भूतपूर्व कृषि और सिंचाई मंत्सालय ( बाश्च विभाग ) के आदेश तं ० मा० का ० ति० 415 (प्र) भाव ० वस्तु चीनी, तारीख 28 जून, 1979 को अधिकान्त करते हुए यह निवेश करती है कि कोई भी उत्पावक,-
( 1 ) किसी मान्यताप्राप्त व्यवहारी को चीनी का विक्रय करने, ऐसे विक्रय को अनुज्ञात करने वाले किसी आदेश के अंतर्गत आने वाली चीनी के उप लभ्य रहने पर. से इंकार नहीं करेगा , या
( 2 ) मासिक आवेश द्वारा विक्रय के लिए उसे वी गई श्रीसी के मासिक कोटा से कम का, उसमे विनिविष्ट अवधि के भीतर , विक्रय और प्रेषयार नही करेगा ;
( 3 ) विक्रय के लिए उसे दी गई चीनी के मामिक कोटा के, बीस प्रतिशत से बःम का उम मास की निम्नलिखित साप्ताहिक अवधियों में से प्रत्येक में, विक्रय भौर प्रेषण ही करेगा, अर्थात्:-
(क) 1 से 7 तारीख तकः
(ब) 8 से 15 तारीख तक
(ग) 16 से 22 तारीख तक
(घ) 23 तारोख से मास के अंत तक:
परन्तु मास की 1 से 7 तारीख तक की अवधि के लिए मासिक कोटे के भ्यूनतम 20 प्रतिशत का प्रेषण , 10 तारीख तक पूरा किय. ज. सकेगा, मिःस्तु यह तंत्र जबकि 15 तारीख का समाप्त होने वाली अवधि के लिए कुल यूनतम प्रेषण, मासिक कोटे के 40 प्रतिशत से कम नहीं है ।

(4) किसी मान्यताप्राप्त व्यवहारो को उपर्युक्त मद ( 3 ) में उल्लिखित साप्ताहिक अवधियों में से किसी में 5000 क्विटंग के अधिक चीमी प्रेषित नहीं करेगा और उत्पादक सुमगत भाप्ताहिक प्रवधि के अवमान की तारीख में मात दिन के भीतर उक्त साप्ताहिक अवधियों के भीतर किए गाए प्रेषणों की विशिष्टियां इस भादेश के उपाबन्ध में विनिर्दिष्ट प्रोफार्मा में ऐसे प्राधिकारियों को रिपोर्ट करेंगे जो वह राज्य सरकार , जिसे जीनी का प्रेषण किया गया है , इस बाबत विनिविष्ट करे :
परन्तु, इस आदेश की कोई बात-
(क) सरकारी खाने , या
(ख) राज्य सरकार के नामनिर्देशिदी को या उचित मूल्य की दुकानों के माध्यम से वितरण के लिए उसमेंः द्वारा प्राधिकृत किसी अधिकारी को, या
( ग) भारतीय खाद्य निगम को,
किसी उत्पादन द्वार । किए गए जीनी के विश्व या प्रेषण को लागू नहीं होगी ।
2. यह आदेश तारीख 15 मई, 1980 में प्रवृत्त होगा ।

(i ) subject to the availability of sugar covered by an Order permitting such sale, refuse to sell sugar to arecognised dealer; στ
( ii ) sell and despatch less than monthly quota of sugar released to him for sale by the monthly order , within a period specified therein; or
( iii) sell and despatch less than twenty per cent of the monthly quota of sugar released to him for sale , in each of the following weekly periods of a month , namely :-
(a) 1st to the 7th ,
(b) 8th to the 15th ,
(c) 16th to the 22nd,
(d) 23rd to the end of the month :

Provided that the despatch of minimum 20 per cent of the monthly quota for the period 1st to 7th of the month may be completed upto the 10th of the month , if the total minimum despatch for the period ending with the 15th of the month is not less than 40 per cent of the monthly quota .
(iv) despatch more than 5000 quintals of sugar in any of the weekly periods mentioned in item (iii) above , to any recognised dealer and that the parti- culars of despatches made during any of the said weekly periods shall be reported by the producer within seven days from the date of expiry of the relevant weekly period, in the proforma specified in the Annexure to this Order, to such authorities as may be specified in this behalf by the Govern- ment of the State to which the sugar is despatched :
Provided that nothing in this Order shall apply to sale or despatch of sugar by a producer- the
( a) on Government account ; or
(b) to the nominee of the State Government or an off- cer authorised by it for distribution through fair price shops; or
( c) to the Food Corporation of India .
2. This Order shall come into force on the 15th May,
1980 .
