सं . 7/8/80-सी.टी . एम भारत सरकार ने रुई सलाहकार बोर्ड को , जो आरम्भ में अक्तूबर , 1950 में स्थापित किया गया था और बाद में समय- समय पर पुनर्गठित किया गया था , पुनर्गठित करने का निश्चय किया है । अतः पुनर्गठित बोर्ड के सदम्य इस प्रकार होंगे:-
1. सरकार का प्रतिनिधित्व करने वाले :
अध्यक्ष 1. वस्त्र आयुक्त , बम्बई ।
2. संयुक्त सचिव ,
वाणिज्य मंत्रालय में काटन टैक्सटाइल
सदस्य के प्रभारी , नई ।
3. कृषि विपणन सलाहकार ,
कृषि एवम् सहकारिता मंत्रालय ,
सदस्य नई दिल्ली ।
4. निदेशक ,
सदस्य रूई विकास निदेशालय , बम्बई ।
सदस्य- सचिवा 5. सलाहकार (रूई) , वस्त्र आयुक्त कार्यालय , बम्बई ।
2. उपजकर्ता :
6-14 रूई उगाने वाले राज्यों अर्थात पंजाब , हरियाणा , राजस्थान , मध्यप्रदेश ,

5. रूई अनुसंधान/औद्योगिकीय वितरण:
28 निदेशक , रूई प्रौद्योगिकीय अनुसंधान प्रयोगशाला , बम्बई ।
2. बोर्ड, सरकार को , सामान्यतः रुई नियंत्रण आदेश 1955 के अन्तर्गत आने वाले रुई से सम्बन्धित मामलों पर और साथ ही सूती वस्त्र मिल उद्योग , रुई उपजकर्ताओं , रुई व्यापार तथा सरकार के बीच सम्पर्क की व्यवस्था के सम्बन्ध में सलाह वेगा ।
3. सदस्य, 17 मई , 1980 से दो वर्ष की अवधि के लिए बोड में काम करेंगे ।
4. गैर - सरकारी सदस्य , वित्त मंत्रालय के का. शा. सं. 6 (26) /ई.-4/59 दिनांक 5-9-1960 , जिसे समय - समय पर संशोधित किया गया है , दिये गये अनुवेशों के अनुसार यात्रा भत्ता/दैनिक भत्ता पाने के हकदार होंगे ।

आदेश दिया जाता है कि इस संकल्प की एक - एक प्रति सभी सम्बन्धित व्यक्तियों को भेजी जाए ।

RESOLUTION
No 78 80-CTM.- The Government of India have decided to reconstitute the Cotton Advisory Board originaly set up in October , 1950 and subsequently reconstituted from time to time , The Board as now reconstituted will consist of the following:-
1. Representing Government :
Chairman 1. Textile Commissioner , Bombay .
Member 2. Joint Secretary in- charge of Cotton Textiles in the Ministry of Commerce New Delhi .
Member 3. Agricultural Marketing Adviser , Ministry of Agriculture and Cooperation, New Delhi .
Member 4. Director , Directorate of Cotton Development, Bombay.
Member -Secretary 5. Adviser (Cotton) Office of the Textile Commissioner , Bombay.
II Growers
6-14 Nine members representing cotton growing States of Punjab , Haryana, Rajasthan, Madhya Pradesh , Maharashtra , Gujarat , Andhra Pradesh, Karnataka and Tamil Nadu .
III. Industry :
Member 15-22 ( i ) Chairman , Indian Cotton Mills Federation, Bombay .
Member (ii) & ( iii ) Presidents of two Regional Associations of Mills
Member (iv) President of All India Federation of Cooperative Spinning Mills Ltd. , Bombay.
Member (v) Managing Director , National Textile Corporation, New Delhi.
Member (vi ) Chairman , Khadi and Village Industries Commission, Bombay.
Member (vii) Chairman, Cotton Textile Export Promotion Council , Bombay.

Member (iv) Managing Director of an Apex State Cooperative Marketing Federation of major cotton growing States (except Maharashtra) to be invited by rotation .
Member (v) Managing Director , Cotton Corporation of India, Bombay .
V. Cotton Research Technological Distribution :
Member 28 Director, Cotton Technological Research Laboratory, Bombay .
2. The Board will advise the Government generally on matters pertaining to cotton falling within the purview of the Cotton Control Order, 1955 , and also to provide for liaison between the Cotton Textile Mill Industry, the cotton growers , the cotton trade and the Government,
3. The members will serve on the Board for a period of two years beginning from 17th May , 1980.
4. The non-official members will be entitled to TA DA in accordance with the instructions contained in the Ministry of Finance O.M. No. 6(26) E. IV 59 dated 5-9-1960 , as amended from time to time .
