का० आ० 400 (अ) -राष्ट्रपति, लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 12 के अनुनरण में, नीचे सारणी के स्तम्भ 1 में विनिविष्ट प्रत्येक राज्य की विधान सभा के निर्वाचित सदस्यों से , उक्त अधिनियम के उपबंत्रों भोर नदधोन बनाए गए नियमों और आदेशों के अनुसार, राज्य सभा के उन मवम्यों के स्थानों को भरने के लिए, जो अपनी पदावधि के अवमान के पश्चात्, 2 अप्रैल , 1980 को निवृत्त हो गए हैं, उक्त सारणी के स्तम्भ 2 में उन राज्य के सामने विनिविष्ट संख्या में सदस्यों का निर्वाचन करने की अपेक्षा करते हैं ।

S.O. 400(E) . In pursuance of section 12 of the Representa- tion of the People Act , 1951 , (43 of 1951 ) the President is pleased to call upon the clected members of the Legislative Assembly of each State , specified in column 1 of the Table below, to elect , in accordance with the provisions of the said Act and the rules and orders made thereunder, the number of members specified against that State in column 2 of the said Table , for filling the seats of such of the members of the Council of States as had retired on the 2nd April , 1980 on the expiration of their term of office .

का० आ० 401 ( अ) -भारत के राजपत में तारीख 17 जून , 1980 को क्राशित अधिसूचना द्वारा राष्ट्रपति ने महीने की सारणी के स्तम्भ 1 में विनिर्दिष्ट प्रत्येक राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा की है कि वे राज्य सभा के लिए उक्त सारणी के स्तम्भ 2 में उक्त राज्य के सामने तत्कामी प्रविष्टि में विनिक्रिट संख्या में सदस्य निर्वाचित कर दें

अतः , अब लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 39 को उप-धारा ( 1 ) द्वारा प्रक्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग उक्त निर्वाचण के बारे में--
(क ) नामनिर्देशन करने के लिए अन्तिम तारीख
24 जून, 1980 ( मंगलवार );
(ख) नामनिर्देशनों की संवीक्षा की तारीख
25 जून, 1980 ( बुधबार ) ;
( ग) अभ्यथिताएं वापस लेने के लिए अन्तिम तारीख
27 जून, 1980 ( शुक्रवार );
Now, therefore , in exercise of the powers conferred by sub- section ( 1 ) of section 39 of the Representation of the PeopleAct, 1951 , the Election Commission hereby appoints with respect to the said election-
(a) 24 June, 1980 (Tuesday ), as the last date for making nomi- nations;
(b) 25 June , 1980 ( Wednesday ) , as the date for the scrutiny of nominations ;
(c) 27 June , 1980 ( Friday) , as the last date for the withdrawal ofcandidatures;
(d) 4 July, 1980 ( Friday) , as the date on which a poll shall , if necessary, be taken; and
(e) 7 July, 1980 (Monday) , as the date before which the election shall be completed .

का० आ० 402 (अ) लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 58 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , निर्वाचन आयोग , राजपत्ता में तालेख 17 जूम, 1980 को प्रकाशित राष्ट्रपति की प्रक्षि- सूचना के अनुसरण में निम्नलिखित सारणी के स्तम्भ 1 में तत्स्थानी प्रविष्टि में विनिविष्ट राज्यों से राज्य सभा के लिए होने वाले द्विवार्षिक निर्वाचन में , उम्र सारणी के स्तम्भ 2 में विनिविष्ट समय , उस समय के रूप में नियत करता है, जिसके दौरान यदि आवश्यक हुआ तो मतदान होगा

का० आ० 405 (अ) राज्य सभा में मध्य प्रदेश राज्य को आबंटित स्थानों में, श्री पी ० सी० सेठी के लोक सभा के लिए निर्वाचित हो जाने के कारण और लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 69 की उपधारा ( 2 ) के उपबन्धों के अनुसरण में उनके द्वारा राज्य सभा में अपना स्थान खाली कर दिए जाने के परिणाम स्वरूप एक रिक्ति हो गई है.
भतः, अब, उक्त अधिनियम की धारा 147 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग मध्य प्रदेश राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा यह अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए उक्त अधिनियम और तद्धीन बनाए गए नियमों और किए गए श्रादेशों के उपबन्धों के अनुमार तारीख 7 जुलाई , 1980 से पूर्व एक व्यक्ति निर्वाचित कर दें ।

S.O. 405(E) .- Whereas a vacancy has occured in the seats allotted to the State of Madhya Pradesh in the Council of States by reason of the election of Shri P. C. Sethi to the House of the People and the consequent vacation by him of his seat in the Council of State in accordance with the provisions of sub- section ( 2 ) of section 69 of the Represen- tation of the People Act , 1951 ;
Now, therefore , in exercise of the powers conferred by sub- section ( 1 ) of section 147 of the said Act, the Election Com- mission hereby calls upon the elected members of the Legis- lative Assembly of the State of Madhya Pradesh to elect. in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before the 7th July , 1980 .

फा० भा० 410 (अ) राज्य सभा में महाराष्ट्र राज्य को आवंटित स्थानों में, श्री वी० एन ० गाडगिल के लोक सभा के लिये निर्वाचित हो जाने के कारण और लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 69 की उपधारा ( 2 ) के उपबन्धों के अनुमरण में उनके द्वारा राज्य सभा में अपना स्थान खाली कर दिये जाने के परिणामस्वरूप एक रिक्ति हो गई है;
अतः अब, उक्त अधिनियम की धारा 147 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करने हुए निर्वाचन आयोग महाराष्ट्र राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा यह अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिये उक्त अधिनियम और तीन बनाए गए नियमों और किये गए भावेशों के उपबन्धों के अनुसार तारीखा 7 जुलाई, 1980 से पूर्व एक व्यक्ति निर्वाचित कर दें ।

S.O. 426 ( E ) . In pursuance of the provisions of sub- section (1) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints for the elec- tion to the Council of States to be held in pursuance of its notification No. 100 /CS - UP /3 /80 ( 1 ) , dated the 17th June , 1980.-
( a) 24 June, 1980 (Tuesday) , as the last date for malking nominations;
(b) 25 June , 1980 ( Wednesday) , as the date for the scrutiny of nominations;
(c) 27 June . 1980 ( Friday) , as the last date for the with- drawal of candidatures;
(d) 4 July , 1980 ( Friday) , as the date on which a poll shall, if necessary , be taken ; and
( c ) 7 July, 1980 ( Monday) , as the date before which the election shall be completed.

फा०आ० 427( म) लोक प्रतिनिधित्व अधिनियम , 1951 की घाग 56 के अनुमरण में निर्वाचन आयोग अपनी तारीख 17 जून , 1980 की अधिसूचना सं ० 100 / श ०म० उ ०प्र०/ 3/ 80( 1) के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 10.30 बजे प्रर्याप्त से 2.30 बजे अपराह्न तक का समय उम समय के स्टप में नियत करता है जिसके दोरान यदि आवश्यक हुम्रा तो मनदान होगा ।

In pursuance of section 56 of the Represen- tation of the People Act , 1951 , the Election Commission here- by fixes the hours from 10.30 a.m. to 2.30 p.m. as the hours during which a poll shall , if necessary, be taken for the election to the Council of States to be held in pursuance of its notification No. 100/CS- UP /3 / 80( 1 ), dated 17th June , 1980.

फा० बा० 428 (अ).-लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 21 द्वारा प्रश्त्त शक्तियों का प्रयोग करते हुए, निर्वाचन आयोग, उत्तर प्रदेश सरकार के परामर्श से, अपनी अधिसूचना सं . 100/रा ०म ० उ ० प्र० / 3/80 ( 1 ) , तारीख 17 जून, 1980 के भनुभरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए सचिव, उत्तर प्रदेश , विधान सभा, लखनऊ को रिटर्निग श्राफिनर के रूप में पत्राभिहित करता है ।

In exercise of the powers conferred by sec- tion 21 of the Representation of the People Act , 1951 , the Election Commission , in consultation with the Government of Uttar Pradesh , hereby designates the Secretary, Uttar Pradesh Vidhan Sabha , Lucknow, to be the Returning Officer for the election to the Council of States to be held in pur- suance of its notification No. 100/CS- UP/3 /80(1 ) , dated 17th June, 1980 .

फा० आ० 429 (अ) लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 22 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन भायोग अपनी तारीख 17 जून, 1980 की अधिसूचना से ० 100/ रा ०स ०-उ ० -प्र०/ 3/ 80 ( 1) के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए रिटर्निग माफिसर को उसके कृत्यों के पालन में सहायता करने के लिए संयुक्त सचिव , उत्तर प्रदेश विधान सभा, लखनऊ को नियुक्त करता है ।
