का० आ ० 443 (अ) केला श्रेणीकरण और चिह्नांकन नियम, 1979 का एक प्रारूप कृषि उत्पाद (श्रेणीकरण और चिल्लांकन ) अधिनियम, 1937 ( 1937 को 1) की धारा 3 की अपेक्षानुमार , भारत सरकार के कृषि और सिचाई मंत्रालय ( ग्रामीण विकास विभाग ) की अधिसूचना संख्या का० आ० 2241 , तारीख 11 जून , 1979 के अधीन भारत के राजपत्र , भाग 2 , खण्ड 3 , उपखण्ड ( ji ) , तारीख 30 जून , 1979 के पृष्ठ 1929- 1930 पर प्रकाशित किया गया था , जिसमें उक्त अधिसूचना के राजपत्र में प्रकाशन की बारीख में पैनालीम दिन की अवधि की समाप्ति के पूर्व उन सभी व्यक्तियों से अक्षोप और सुझाव मांगे गए थे , जिनके उससे प्रभावित होने की संभावना है ।
और उक्त राजपत्र की प्रतियां 6 जुलाई , 1979 को उपलब्ध करा वी गई थीं ,
और केन्द्रीय सरकार को जनता से उक्त प्रारूप की बाबत कोई आक्षप और सुझाव प्राप्त नहीं हुए हैं,
श्रतः, केन्द्रीय सरकार, उक्त अधिनियम की धारा 3 द्वारा प्रवत्त शक्तियों का प्रयोग करते हुए, निम्नलिखित नियम बनाती है , अर्थात्:--
1 संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम केला श्रेणीकरण और चिलाकन नियम , 1980 है ।
( 2) ये भारत में उत्पादित केले को लागू होंगे ।
(3) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।
2. परिभाषाएं:-इन नियमों में जब तक कि संदर्भ से अपेक्षित 'न हो,--
( 1) "कृषि विपणन मलाहकार से भारत सरकार का कृषि विपणन मलाहकार अभिप्रेत है ।
(2) "अनुसूची" से इन नियमों के साथ संलग्न अनुसूची अभिप्रेत है । 3 श्रेणी अभिधान केले की क्वालिटी दर्णाने हेतु श्रेणी श्रभिधान वे होंगे जो अनुसूची I के स्तम्भ । में उल्लिखित है ।
4 क्वालिटी की परिभाषा:-विभित श्रणी अभिधानों द्वारा उपशित क्यालिटी वह होगी जो श्रनुसूची I केके स्तम्भ 2 से 4 में प्रत्येक श्रेणी अभिधान के सामने उल्लिखित की गई है ।
5 श्रेणी अभिधान चिह्न एक ऐसा लेबल होगा जिसमें श्रेणी श्रभिधान विनिविष्ट होगा तथा उम पर एक डिजाइन होगा जिसमें एग्मार्क शब्द के साथ (भारत के मानचित्र की रेखाकृति ) तथा " Produce of India " बौर " भारतीय उत्पाद " सहित निकलते हुए सूर्य का चित्र जैसा अनुसूची II में विश्वाया गया है उसके अनुरूप होगा ।
6 जिल्लाकन की पद्धति ( 1 ) प्रत्येक श्राधान पर श्रेणी अभिधान विह्न, कृषि विपणन सलाहकार द्वारा अनुमोदित रीति से अच्छी तरह लगाया जाएगा तथा उसमें निम्नलिखिन विशिष्टियां स्पष्टतः दर्शित की जाएंगी, अर्थात्:--
(क) श्रेणी अभिधान ।
(ख) किस्म या व्यापार नाम ।

(ग) शुद्ध भार ।
(घ) पैक किए जाने की तारीख ।
(ङ) प्राधिकृत पैकर का नाम और पता ।
( 2 ) कृषि विपणन सलाहकार के पूर्व अनुमोदन से, प्राधिकृत पैकर ग्राधार पर उक्त अधिकारी द्वारा अनुमोदित रीति से अपना निजी व्यापार चिल, चिल्लांकित कर सकेगा परन्तु यह तब जब उसका निजी व्यापारचिह्न इन नियमों के अनुसार उपदर्शित केले के श्रेणीकरण या क्वालिटी मे भिन्न श्रेणियां या क्वालिटी को दशिन नहीं करता है ।
7. पैक करने की पद्धति ( ⅰ ) कृषि विपणन रु'लाहकार द्वारा
अनुमोदित विभिन्न सामग्री, माप या आकृति में केवल मजबूत , स्वच्छ तथा गुष्क आधान ही पैक करने के उपयोग में लाए जाएंगे । ये जन्तु-बाधा या फफूंदी मंदूषण से तथा किसी भी अवांछनीय गंध से भी मुक्त होंगे ।
(ii) आधान कृषि विपणन मलाहकार द्वारा यथाविहित रीति से भली प्रकार से बन्द और सीलबन्द किए जाएंगे ।
(iii ) प्रत्येक पैकेज में केवल एक ही श्रेणी श्रभिधान के केले पेक किएजाएंगे ।
8. प्राधिकरण प्रमाण-पत्र की विशेष पातें:-
साधारण श्रेणीकरण और चिल्लांकन नियम, 1937 के नियम 4 में विनिर्दिष्ट शर्तों के अतिरिक्त प्राधिकृत पैकर कृषि विपणन सलाहकार द्वारा, इस निमित्त सम्यकतः प्राधिकृत निरीक्षण अधिकारियों को नमूना लेने परीक्षण करने तथा ऐसे अन्य मामलों में , जो श्रावश्यक हों, सभी सुविधाएं वेणा ।

बाणिज्य क्षेल में बसराई ( बौना केवेग्डिस) भौर हरीछाल (बड़ा केबेन्डिस या रोषस्टा ) के नाम से विख्यात , केले की फली के श्रेणी अभिधाम तथा क्वालिटी की परिभाषा ।

मानक 4 निवल ग्रीवा वाले जुड़े हुए , विकृत , छितरे हुए , गंदे छिलकों वाले , धूप भरे या दागी , झुलसे हुए , मड़ हुए या रोगयुक्त नहीं होंगे । क्षति , खरोंच , तथा किसी भी अन्य मशीनगत अथवा अन्य किसी प्रकार होने वाली क्षति से रहित होंगे ।

5 निर्यात के लिए अलग से किए जाने के लिए किए गए उपयोग वैनिमाइड पेप्स जैसे रसायन की बूंदों से मुक्त होंगे ।
6 प्रत्येक फली में को ईविशेष खाली जगह नहीं होगी और प्रत्येक फली के साथ कम से कम 5 सें ०मी ० तने का भाग होगा ।
लम्बाई में छूट:-
विनिविष्ट साइज से भिन्नता अनुज्ञात की जा सकती है । फल , गिनती में 5 प्रतिशत तक ऐसे हो सकते हैं जो संबंधित अणी की अपेक्षाओं के अनुरूप न हों किन्तु यह आवश्यक है कि वे उनसे ठीक निचली श्रेणी के प्रनुरूप हों ।

MINISTRY OF RURAL RECONSTRUCTION NOTIFICATION New Delhi , the 19th June , 1980
S.O. 443(E ) .-Whereas a draft of the Banana Grading and Marking Rules , 1979 , was published , as requiredby section 3 ofthe Agricultural Produce (Grading and Marking) Act , 1937 (1 of 1937) , on page 1931 of the Gazette of India , Part II, Section 3, sub - section (ii ) , dated the 30th June , 1979, under the noti- fication of the Government of India in the Ministry of Agricul- ture and Irrigation (Department of Rural Devolopment ) No. S.O. 2241, dated the 11th Jure , 1979 , inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of forty five days from the date of publication of the said notification in the Official Gazette;
And whereas the copies of the said Gazette wero made available to the public on the 6th July, 1979 ;
And whereas no objections or suggestions have been received from the public in respect of the said draft by the Central Government:
Now, therefore , in exercise of the powers conferred by sec- tion 3 of the said Act , the Central Government hereby makes the following rules , namely :-
1. Short title , application and commencement :-
(1) These rules may be called the Banana Grading and Marking Rulcs , 1980 .
(2) They shall apply to bananas produced in India .
(3) They shall come into force on the date of their publica- tion in the Official Gazette .

2. Definitions : In these rules , unless the context otherwise requires,-
(1 ) "Agricutural Marketing Adviser " means the Agriclu- tural Marketing Adviser to the Government of India ;
(2 ) " Schedule" means a Schedule apponded to these rules .
3. Grade Designation:-Grade designations to indicate the quality of bananas shall be as set out in Column 1 of Schedule .
4. Definition of quality: The quality indicated by the respective grade designations shall be as set out : gainst each grade desigration in columns 2 to 4 of Schedule ! .
5. Grade designation mark :-The Grade designation mark shall consist of a label specifying the grade designation and bearing a design (consisting of an outline map of India with the word "AGMARK " and the figure of the rising sun with the words " Produce of India " and " भारतीय उत्पाद " resembling the one as set out in Schedule II .
6. Method of marking :-( 1 ) The grade designation mark
shall be securely affixed to each container in a manner approved by the Agricultural Marketing Adviser and shalt clearly show the following particulars , namely :-
(a) Grade designaiion ;
(b) Variety or trade name ;
(c) Net weight ;
(d) Date of packing;
(e) Name and address of authorised packer
(2) An authorised packer may, after obtaining the prior approval of the Agricultural Marketing Adviser , mark his private trade mark on a container in a manner approved by the said officer , provided that the private trade mark does not represent quality or grade of bananas different from that indi- cated in accordance with these rules .
7. Method of packing :-( 1 ) Only sound , clean and dry
container made of different materials and dimensions or designs as approved by the Agricultural Marketing Adviser shall be used for packing and they shall be free from any insect infestation or fungus contamination and also free from any undesirable smell .
(2) The containers shalı be securely closed and sealed in such a manner as may be approved by the Agriultural Marketing Adviser.
(3) Each package shall contain bananas of one grade desig- nation only.
8. Additional Conditions of Certificate of Authorisation :-
In addition to the conditions specified in rulo 4 of the Generai Grading and Marking Rules , 1937, the authorised packer shall provide all facilities to the inspecting Officer duly authorised by the Agricultural Marketing Adviser in this behalf for samp- Jing, testing and such other matterts as may be necessary.

12.7 12.7 ( 1 ) have characteristic uni- form shape, size and co- lour normai to the variety/ type;
(2) be absorutely clean and well developed;
(3) have disease free and healthy unbroken stalks;
(4) be free from weakened necks , doubles , and de- forms , shattered fin- gers , shabby- peels , dirt or stain, sunburn decay and decease , free from damages bruises , scrat- ches and any other in- Jury, mechanical or other means;
(5) be free from fallendrops of chemicals like 'Van- cide Peps' when applied to cut end of stems for export purposes;
(6) be complete without any odd gaps and shall have at least 5 cm . of stem portion alongwith each hand.
Tolerances : Tolerances for length : To allow for variation incident to proper sizing specifled , not more than 5 %by count of the fruits may fail to meet the requirements of the grade but shall satisfy the requirements of the next lower grade .
