सं० 58 -प्रेज/ 80 -- राष्ट्रपति राजस्थान पुलिस के निम्नांकित अधिकारियो को उनकी वीरता के लिए पुलिस पदक सहर्ष प्रदान करते हैं:-

सेवाश्रों का विवरण जिनके लिये पदक प्रदान किया गया ।
13 अगस्त , 1978 को श्री जयकरण और श्री प्रताप चन्द काटेबलों ने जो स्टेडियम मिनेमा, जोधपुर के पास गश्ती ड्यूटी पर थे , राहिल नामक को देखा जिसके विरुद्ध सहायक जिलाधीश नागपुर द्वारा गिरफ्तारी के बारन्ट जारी किये हुए थे । श्रपराधी पर गिरफ्तारी के वारन्ट तामील करने के लिये वोनो कांस्टेबल उसके निकट पहुंचे परन्तु रार्मामह ने बच निकलने का प्रगन्न किया । तब दोनों कांस्टेबलों ने अपराधी को थाने मे से जाने के लिए पकड लिया । अपराधी नेचाक निकाला थौर श्री प्रताप चन्द की छाती की वाहिनी ओर चाकू से वारकिया। घाव से खून तेजी से बहने लगा परन्तु श्री प्रताप चन्द ने अपराधी को बचकर भागने नहीदिया । अपराधी ने श्री जयकरण पर भी चाकू का वार किया । दोनो कांस्टेबलों कोगम्भीर धात्र लगे और उनमें से खून तेजी से बहने लगा परन्तु अपनी व्यक्तिगत सुरक्षा और गम्भीर चोटो की परवाह न करते हुए उन्होंने अपराधी को पुलिस की कुमुक झाने तक पकड़े रखा ।
श्री जयकरण और श्री प्रताप चन्द ने उत्कृष्ट वीरता , माहम एवं उच्च कोटि की कर्त्तव्य-परायणता का परिषय दिया ।
2. ये पदक पुलिस पदक नियमावली के नियम 4 ( 1 ) के अंतर्गत वीरता के लिए दिये जा रहे हैं तथा फलस्वरूप नियम 5 के अन्तर्गत विशेष स्थीकृत भत्ता भी दिनांक 13 अगस्त, 1978 से दिया जाएगा ।
सं ० 59-प्रेज/ 80 --राष्ट्रपति गुजरात पुलिम के निम्नांकित अधिकारियो को उनकी वीरता के लिए पुलिस पत्रक महर्ट्ज प्रदान करते है:--

11 अगस्त, 1979 को मालू नदी के आबाव क्षेत्र में असाधारण भारी वर्षा होने और माधु 11 बांध के टूट जाने के कारण मोरवी शहर में बहुत बड़ी तबाही आ गई । उसके परिणामस्वरूप बाढ़ का पानी मोरवी शहर में भर गया । शहर में बड़ी संख्यामें मकान गिर गये, पशु बह गये और हजारों व्यक्ति मर गये । उस समय श्री महेन्द्रसिह नानभा जाडेजा एवं श्री अनोर्पामह वरसुभा रायजादा मोरवी शहर के थाने में उपस्थित थे । बाढ़ का पानी बढ़ते हुए देखकर उन्होंने पुलिस कर्मचारियो के परिवारों के लोगों को जिनके बाढ़ में बह जाने का खतरा था, जान बचाने के लिये भरसक प्रयत्न किये क्योंकि कुछ ही मिनटों में छतों तक पानी चढ़ आया था । खतरे को देखकर उन्होने उन लोगों को मकान की छत पर ले जाने का निर्णय किया । परन्तु उनको छत पर ले जाने के लिये कोई मीढ़ नही मिली । श्री रायजादा ने छन की टाइलों पर अपने सिर से । धक्का मारा और छप्त में सुराख कर दिया । तब श्री रायजादा ने श्री जाड़ेजा की महायता से अपनी व्यक्तिगत सुरक्षा की परवाह न करते हुए इन परिवारों को छत पर पहुंचाया । इसके अतिरिक्त जयन्तीलाल मगनलाल नामक एक हैड कांस्टेबल और उराकी बीमार पत्नी को बाढ़ के पानी की तेजधारा में बहते देखकर श्री जाडेजा भारी व्यक्तिगत खतरे का सामना करते हुए बाढ़ की तेज धारा के विपरीत तैरते हुए गये और श्री मगन लाल की पत्नी को अपने कंधो पर उठाकर सुरक्षित स्थान पर ले आये ।
इस कार्रवाई में श्री महेन्द्रसिंह नानभा जाडेजा और श्री अनोर्पासङ्ग वरमुभा रायजादा ने उत्कृष्ट वीरता और उच्च कोटि की कर्तव्य-परायणता का परिचय दिया ।
2. ये पदक पुलिस पदक नियमावली के नियम 4 ( 1 ) के अंतर्गत वीरता के लिए दिये जा रहे है तथा फलस्वरूप नियम 5 के अंतर्गत विशेष स्वीकृत भत्ता भी दिनांक 11 अगस्त, 1979 से दिया आयेगा ।

11 अगस्त , 1979 को माछ 11 बांध के टूट जाने के कारण मौरवी शत्र में बहुत भारी याद आई । बाढ़ का पानी शहर में भर गया और शहर के लोग सुरक्षित स्थानों पर पहुंच सकें इससे पहले ही बाढ़ के पानी का स्तर तेजी से बहुत ऊंचा उठ गया । बाड़ के समय श्री भारतसिंह 486

उमेदसिंह भाला मोरवी में ड्यूटी पर थे । वह तुरन्त बसन्त प्लाट में गली सं ० 3 में गये और यहां के निवासियों को बढ़ते हुए पानी के खतरे के बारे में सषेत किया । जब वे ऐसा कर रहे थे तो उन्होंने देखाकि उस गली का एक दर्जा श्री बुलर्भजी बोरजी का भाई और उसके परिवार के सवस्य बाढ़ के कारण अपने मकान में फंस गये । चूंकि यहां पर कोई सीढ़ी नहीं मिल सकी, श्रतः श्री भाला श्री दुलर्भजी के मकान की दीवार के साथ खड़े हो गये और श्री दुलर्भ जी के भाई और उनके परिवार के सदस्यों को मकान की प्रथम मंजिल पर चढ़ने के लिये अपना कन्धा लगा विप्रा । वे एक अन्धी बुढ़िया बाई हरभाई और तीन अन्य को अपने जीवन के लिए खतरे के वावजूद भी उम इलाकेः में खड़ी हुई बस तक ले गये । उन्होंने एक बूढ़ी और अशक्त महिला को भी डूबने से बचाया । उन्होने अपने जीवन की सुरक्षा की बिल्कुल परवाह न करके लगभग 20 व्यक्तियों को सुरक्षित स्थानों पर चढ़ाया और बाढ़ के चढ़ते हुए पानी में बह जाने रो अनेक व्यक्तियों की रक्षा की ।
इरा कार्रवाई में श्री भारतसिह उमेसिंह भाला ने उत्कृष्ट वीरता एवं उच्च कोटि की वार्णव्य-परायणत्रा का परिचय दिया ।
2 यह पदक पुलिस पदक नियमावली के नियम 4 ( i ) के अन्तर्गत बोरता के लिए दिया जा रहा है नत्रा फनस्वष्प नियम 5 के अन्तर्गत विणेप स्थ।- कृत भत्ता भी दिनांक 11 अगस्त , 1979 में दिया जाऐगा ।
सं० 61 -प्रेत/80 --राष्ट्रपति उत्तर प्रदेश पुलिस के निम्नांकित अधिकारी को उसकी वीरता के लिए पुलिस पदक सहर्ष प्रक्षन करते हैं:-

14 जून, 1979 को फतेहगढ़ के पुलिग अधीक्षक श्री रण बहादुर गिह को सूचना मिली कि जिले का एक कुख्यात आाकू भुलनान जिस पर 5,000/- रुपए का पुरस्कारघोषित था. 3-1 दिन पहले अपने गांव श्राया था शौर बिना किमी उतेजना के उसने प्ररने चाचा को मार डाला और उसके शव को भी जला दिया । यह भी मानुम हुमा था कि डाकू अब भी गांव में उपस्थित है । सूचना को गुप्त रखते हुए श्री रण बहादुर, मिह ने उपलब्ध पुलिस दल को एकत किया और डाकू के छिपने के स्थान की ओर कूच किया । रात के अंधेर में संकिशा के लोक निर्माण विभाग के निरीक्षण भयन पर पहुंच कर श्री मि ने दल की 5 टड़ियों में विभाजित किया । इज्में में बारों को पूर्वी, पश्चिम , उत्तर और दक्षिण दिशाओं में तैनाम किया और श्री रण बहादुर निह ने स्वयं डाकू के संभावित छिपने के स्थान की तलाश करने के लिए योजना बनाई । श्री रण बहादुर सिंह ने अपने दल को पूनः विभाजित किया । कार्रवाई प्रातः 4.30 बजे शुरु करने का निर्णय किया गया ।
निर्धारित समय पर थी सिंह, ताले मित्र के नलकूप की ओर बढ़े जिगको मूल- नान के छिाने का श्रधिक गंभात्रिय स्थान समझा गया था । जब था सिह नलकूप सेलगभग 30-40 कदम की दूरी पर थे , तांएक हृथगोला उन पर फैका गया । सौभाग्यवश हृथगोना नही फटा । अपनी व्यक्तिगत गुरक्षा की परवाह न करते हुए श्री सिंह ने तुरन्त दथ गोला उठाया और कुछ दूरी पर फैका उसके तुरन्त बाद एदः मशस्त्र व्यक्ति नलकूप की छत से क्दा । पुलिस बल ने उनका पीछा किया । श्री सिंह ने आततायियों को आत्मगमर्पण करने की चेतावनी दीक्योकि वे तुलिम द्वारा पूर्ण रुथ से घेर लिए गए थे । फिर भी डाकू मुलनान ने थी कि ोर उनके दन को भद्दी गालिया दी और उनको मार डालने की धमकी दी । उगने पुविरा दन पर गोली भी चलाई । श्री मिह कई बार बचे । श्री सिंह ने जबाव में गोली चलाई । यद्यपि मुलतान सुरक्षित स्थिति में था क्योकि वह खेन की ऊची बाड़ के पीछे छिपा मुश्रा था जबकि श्री निह खुले स्थान में थे, कुछ गमय तक गोली चलती रही भौर उसके बाद दूसरी तरफ शांति हो गई । बाद में उन क्षेत्र की ग्खोज करने पर सुलतान का शन बरामद मुथा ।

इस मुठभेड़ में श्री रण बहादुर सिंह ने उत्कृष्ट वीरता, पहल शक्ति एवं उच्व कोटि की कर्तव्य परायणता का परिचय दिया ।
2. यह पदरु पुलित पदरु नियमावली के नियम 4 ( i ) के अन्तर्गत बीसः के लिए दिया जा रहा है तथा फनस्वरुप नियम 5 के अन्तर्गत विशेष स्वीकृत भत्ता भी दिनांक 14 जून, 1979 से दिया जाएगा ।

On the 13th August , 1978 at 8.30 p.m. Shri Jaikaran and Shri Partap Chand , Constables , while on patrol duty near Stadium Cinoma , Jodhpur. spotted one Ram Singh against whom warrant of arrest had been issued by the Assistant Collector . Nagaur . In order to serve the warrant of airest on the criminal , both the Constables approached him but Ram Singh tried to escape . Both the constables then apprehended the criminal for taking him to the Police Station . The Crimi-

nal took out a knife and gave a blow to Shri Partap Chand on the right side of his chest . The stabbed wound started bleeding profusely but Shri Partap Chand did not allow the criminal to escape . The criminal gave a knife blow to Shri Jaikaran also. Both the constables recieved grevious injuries and were bleeding protusely , but in disregard of their personai safety and grevious injuries received by them , they did not allow the criminal to escape till the arrival of the police reinforcement .,
In this action Shu Jaikaran and Shri Partap Chand exhibited conspicuous gallantıy , coutage and devotion to duty of a very high order.
These award are made for gallantry under rule 4 ( i ) of the rules governing the award of the Police Medal and consequently carry with them the special allowance admissible under rule 5, with effect from the 13th August , 1978 .

Statement of services for wluch the decoration has been awarded.
On the 11th August, 1979 , a great havoc was caused in Morvi City due to unprecedented heavy rains in the catch- ment area of Machnu river and the bursting of Machhu JI dam. As a result thereof , flood watcıs entered Morvi City . A large number of houses in the city collapsed , cattles wcie washed away and thousands of people died . Shri Mahendrasing Nanbia Jadeja and Shri Anopsinh Vaisubba Raizada were present in the Morvi City Police Station . On seeing the approaching flood waters they made strenuous efforts to save the lives of the lanulics of the policemen , who were im danger of being swept away by the swuling flood water , which had risen to the roof top within a matter of minutes . Realising the danger they decided to life them to the roof top of the building, but no ladder could be found to take them there . Shri Raizada banged his head against the tiles of the roof and made a hole in the root . Then Shri Raizasla with the help of Shri Jadeja shifted these families to the roof top in disregard of the risk involved to their personal safety . Further , on sceing that a Head Constable named Jayantıdal Maganial and his ailing wife were being swept awayby the swift current of the flood water . Shri Jadeja swam against the powerlul flood cument at gicat personal risk and brought the wife of Shri Maganial to a place of safety by lifting her on his shoulders .
In this operation Shui Mahendrasing Nanbha Jadeja and Shri Anopsinh Varsubha Raizada exhibited conspicuous gal- Lantry and displayed a hign sense of devotion to duty.

On the 11th August , 1979 when the flood water of the Machhu II dam entered the Morvi City and the evel of the flood water rose swiftly very high without giving any timeto the population of the city to move to places of safety , Surt Bisaratsing Umedsing Zala who was on duty in Morvi , rushed to street No. 3 in Vasant Plot and alerted the inhabitants about the impending dangeı . While doing so , he saw that the brother of Shri Durlabhji Viraj , a tailor and the members of his family in that street had been entrapped in their house . As no ladder could be found to move them to the top of the building Shri Zala positioned himself against the wall of Shin Durlabhji's house and lent his own shoulders to the brother of Shri Durlabhji and the members of his family to climb up to the first floor of the building . He also escorted Bai Haibhai, a blind old woman and three others to a stationary bus in the vicinity , at a great personal risk and also saved an okd and infirm woman from getting drowned. Hc lifted as many as 20 members of public to safety in utter distegand of safety to his own life and rescued & number of membe of the public from being swept away in the rising flood water.
In this operation Shri Bharatsing Umedsing Zala exhibited conspicuous gallantry and displayed high sense of devotion to duty .

No. 61-Pres./80.-lhe President is pleased to award the Porco Medal for gallantry to the undermentioned officer of the Uttar Pradesh Police :-

Statement of services for which the decoration has been awarded .
On the 14th June , 1979 , Shri Rau Bahadur Singh , Superin- tendent of Police , Fatchgarh received information that Sultan a notorious outlaw of the District , who carned a reward of Ks . 5000/ - , had visited his vulage 3-4 days back and had killed his uncle without any provocation and had also burnt his dead body . It was also understood that the dacoit was still present in the village . Without giving much publicity, Shri Kan Bahadur Singh collected the available police force and proceeded to the hide - out of the dacoit . On reaching the FWD Inspection House Sankisha in the dead of night . Shri Smgh divided the police force into 5 parties . While 4 of these parties were deployed on the East, West, North and Southern sides , Shri Ran Bahadur Singh planned to search the likely hide - out of the dacoit himself . Shin Ran Bahadur Singh sub -divided his own party . It was decided to start the opera- tion at 4.30 in the morning . At the appointed time Shrt Singh proceeded to the tubewell of Tale Singh, which was considered to be the most likely hide- out of Sultan . When Shri Singh was at a distance of about 30-40 paces from the tubewell a hand -grenade was hurled at him . Fortunately, the hand- grenade did not explode. Without caring for his personal safety, Shin Ran Bahadur Singh took the hand -guenade and threw it at a distance . Immediately thereafter one armed -man jumped from the roof of the tubewell . He was given a chase by the police party . Shri Singh also warned the desperadoes to surrender, as they had been completely encircled by the Police . However , the dacoit Sultan Singh called filthy names to Shri Singh and his party and threatened to wipe them out . He also fired at the police party . Shri Singh escaped number of times . Sları Singh returned the fire . Even though Sultan was in an advantageous position as he was hiding him- sell behind the raised fieldboundry while Shri Singh was in the open, the firing went on for sometime and thereafter a luli picvaled on the other side . On search of the area the dead body of Sultan who was killed in the encounter was iccovered . a
In this encounter Shri Ran Bahadur Singh exhibited con- spicuous gallantry initiative and devotion to duty of a very high order .

No. F. 22-36/ 80- NI .-The Ministry of Social Welfare has decided to set up a Working Group to consider legisla- tion in the field of the handicapped .
2. The terms of reference of the Working Group will be as follows :-
(i ) To examine how far legislative action can promote the economic rehabilitation and social integration of the handicapped persons .
( ii ) In case such legislation is considered essential then to work out in detail the scope , objective and the general scheme of such a legislation .
The Working Group shall take into consideration existing legislation in the field already adopted in various other countries , particularly in. United States of America .
