स० आई०-12011 ( 9)/80-प्लोट ( ए) चाय विपणन सम्बन्धी टण्डन मिति ने अन्य बातों के साथ माथ भारत तथा विदेश में जाय विपणन की वर्तमान पद्धति पर विचार किया और चाय पीने की आदतों घौर तरजीहों का अध्ययन करने के लिये और अधिक बाजर गवेषणा की सिफारिश की नाकि विदेशों में भारतीय चाय की प्रतिष्ठा एवं बिक्रियों के लिये राष्ट्रीय अभियान चलाया जा सके । इसके अतिरिक्त समिति ने यह भी मुझाव दिया कि हमें ब्रिटेन और साथ ही साथ अन्य स्थानों पर बढिया क्वालिटी की चाय का लाभ उठाना चाहिए और विदेशों में भाण्डागार व्यवस्था करके मन्काल डिलिवरिया श्राफर करनी चाहिए । बल्क चाय के निर्यात के बारे में इन सिफारिणों तथा अन्य सन्धिन सिफारिणों पर विचार करने के लिए सरकार ने एक र्सार्मात स्थापित करने का विनिश्चय किया है जो बल्क चाय निर्यातों की नीतियों का अध्ययन व सिफारिण करेगी तथा समिति के विचारार्थ विषय निम्नोक्त प्रकार के होंगे:
( 1 ) बल्क षाय निर्यातों के लिये नये वाजारों का पता लगाना ।
( 2 ) नये तथा साथ ही विद्यमान बाजारों के लिये बाजार नीतियों की सिफारिश करना ।
(3 ) सिफारिश की गई बाजार नीति के लिये उत्पादन एवं अवस्थापना से संबधित उपाय एवं नीतियों की सिफारिश करना ।

(4) भारतीय चाय के सामान्य संवर्धन कार्यक्रम के योगदान और विपणन एवं विक्री पर उसके प्रभाव का मूल्यांकन करना ।
( 5) किसी ऐसे अन्य उपाय की सिफारिश करना जो निर्यात उद्देश्यों की पूर्ति के लिये आवश्यक समझा जाये ।

4. The Committee shall submit its report to the Govern- ment as early as possible and in any case not later than three months from the date of its appointment .

3. समिति का मुख्यालय कलकत्ता में हागा परन्तु समिति की बैठक देश में किमी भी अन्य स्थान पर ही सकता है । समिति को अन्य सदस्यों को सहयोजित करने का अधिकार होगा ।
4. समिति सरकार का अपनी रिपोर्ट यथाशीघ्र प्रस्तुत करेगी औरकिसी भी हालत में अपनी नियुक्ति की तारीख से तीन महीने से अधिक समय नहीं लेगी ।

सं० अ०ई०-12011 ( 9 ) / 80-प्लांट ( ए ) सरकार द्वारा स्थापित चाय विपणन संबंधी टण्डन मिति ने अन्य बातों के साथ-माथ बाजार विकाम और निर्यातों के क्षेत्न में महत्वपूर्ण सिफारिशें की । समिति ने सुझाव दिश है कि सरकार को चाय के निर्यात को प्राथमिक यल्क रूप से पैकेट चाय , चाय बैग, इंस्टेंट चाय श्रादि जैसे अधिक मूल्य वधिप्त रूप में बदलने के लिये वर्तमान व्यवस्था पर विचार करना चाहिये । ममिति ने नृल्य बधित मदों के निर्यात में वृद्धि करने के इस उद्देश्य की पूर्ति के लिये अभिकरणो, क्षेत्रो, और पद्धतियों का पता भी लगा लिया था । भारत सरकार ने इम मजंध में सिफारिणों को स्वीकार करते समय चाय की मृन्य वघिन मदों के लिये निर्यात नीति संबंधी एक मिति स्थापित करने का विनिश्चय किया है जिसके विचारार्थ विषय निम्नोक्त प्रकार के होंगे:

( 1 ) मूश्य बधिन चाय और चाय उत्पादों इंतु चाय उद्योग के लिये निर्यात नीति की सिफारिश करना ,
(2) नये बाजारों का पता लगाना और विशिष्ट बाजार श्रभिमुख नीतियों की सिफारिश करना ,
( 3) गिफारिश की गई निर्यात नीति के प्रसंग में विदेण स्थित चाय बाई के कार्यालयों के योगदान के बारे में सलाह देना ,
(4) नई निर्यात नीति को मद्दे नजर रखते हुए विदेश न्थित कार्यालयों के क्षेत्र की स्थिति एवं उपयुक्तमा के बारे में सलाह देना, No. 1-12011(9 ) / 80- Plant ( A) . The Tandon Committce on Tea marketing among other things , considered the present system of marketing of tea in India and abroad and recom- mended further market research to study the tea consuming habits and preferences in order to evolve national campaign to build the image and sales of Indian teas abroad. The Commit- tce further suggested that we should take advantage of our fine quality teas both in U.K. and elsewhere and offer ready activities by making warehousing arrangements abroad. To consider these and other related recommendations in regard to the export of bulk tea it has been decided by the Govern- ment to set up a committee to study and recommend stra- 1cgies of bulk tea exports , with the following terms of refe- rence :
( i ) To identify new markets for bulk tea exports .
( 5) सिफारिश की गई निर्यात नीति के संबंध में उत्पादन और अव- स्थापना से संबधित उपायों एवं नीतियों की सिफारिण करना , ( ii) To recommend market strategies for new as well as existing markets .
( 6) किसी ऐसे श्रन्य परिवर्तन की सिफारिश करना जो निर्यात उद्देश्यों का पूति के लिये आवश्यक समझा जाये ।
( iii) To recommend measures and policies relating to production and infrastructure for the recommended market strategy .
2 समिति के निम्नलिखित सदस्य होंगे:-
(iv) To evaluate the role of generic promotion programme and their impact on marketing and sale of Indian tea .

(v) To recommend any other measures that may be considered necessary for achieving the export ob- jectives.

RESOLUTION
No. 1-12011 (9)/ 80-Plant(A). The Tandon Committee on tea marketing set up by the Government , inter - alia , made important recommendations in the field of market development and exports . The Committee has suggested that the Govern- ment should consider the present arrangements for shifting export of tea from the primary bulk form to mere value added froms like packet tea , tea bags , instant tea etc. The Committee has also identified agencies , areas and methods to achieve this object of increasing export of value added items . The Government of India while accepting the recom- mendations in this regard, have decided to set up a committee on export strategy for value added items of tea with the fol- lowing terms of reference :
( i ) To recommend an export strategy for the industry for value- added tea and tea products .
(ii) To identify new markets and recommend specific market oriented strategies ,

( iii ) To advise about the role of the overseas offices of the Tea Board with reference to the recommended export strategy .
(iv) To advise about the location and adequacy of cover- age of overseas offices in the light of the new ex- port strategy.
( v ) To recommend measures and policies regarding pro- duction and infrastructure in relation to the recom- mended export strategy .
( vi) To recommend any other changes that may be consi- dered necessarly for achieving the expert objectives .
