सा० का ० ति० 51 ( अ) राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रवत्त शक्तियों का प्रयोग करते हुए, लघु उद्योग संगटन [ श्रेणी 1 और 2 ( राजपत्रित पद) भर्ती नियम, 1962 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1 ) रू. नियमों का संक्षिप्त नाम लगु उद्योग संगठन [श्रेणी 1 और 2 ( राजपत्रित पद ) ] भर्ती ( संशोधन ) नियम , 1980 है । (2, ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लघु उद्योग संगठन [श्रेणी 1 भौर 2 ( राजपत्रित पव ) ] भर्ती नियम , 1962 की अनुसूची 6 की मद सं० 3 और उससे सम्बद्ध प्रविष्टियों के स्थान पर निम्नलिखित मद भौर प्रविष्टियां रखी जाएंगी , अर्थात्

1) 50 प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति पर स्थाना- म्तरण द्वारा ; और
1. वर्ग "क" विभागीय प्रोति समिति (प्रोति पर विचार करने के लिए):
(2) 50 प्रतिशत प्रतिनियुक्ति पर स्थानान्तरण द्वारा ।
1. अध्यक्ष/सदस्य संघ लोक सेवा आयोग -अध्यक्ष
2. संयुक्त विकास प्रायुक्त निदेशक (प्रशासन)
प्रोन्नति, प्रतिनियुक्ति पर नियुक्ति के लिए किसी अधिकारी का वयन करते समय और इन नियमों के किन्हीं उपबन्धों को संशोधित/ शिथिल करते समय संघ लोक सेवा आयोग से परामर्श आवश्यक होगा

प्रोन्नति: सहायक निदेशक ( श्रेणी 1) साधारण प्रशानिक प्रभाग जिसने उस श्रेणी में 5 वर्ष की नियमित सेवा की है जिसके न हो सकने पर सहायक निदेशक , ग्रेड़ 1 (साधारण प्रशासनिक प्रभाग) जिसने साधारण प्रशासनिक प्रभाग में सहायक निवेशक (श्रेणी 1 ) और (श्रेणी 2 ) की श्रेणी में कुल मिलाकर 8 वर्ष की नियमित सेवा की है ।
2. वर्ग " क" विभागीय प्रोन्नति समिति ( पुष्टि पर विचार करने के लिए)
1. संयुक्त विकास श्रायुक्त/ निदेशक (प्रशासन)
प्रतिनियुक्ति पर स्थानान्तरण: केन्द्रीय सरकार के अधीन ऐसे अधिकारी:
अध्यक्ष
2. निदेशक (श्रेणी 1 )
(क ) जो सदृश्य पव धारण कर रहे हैं; या
-सवस्य
3. समुचित प्रास्थित का अनुसूचित जाति/मनु- सूचित जनजाति का एक अधिकारी -संदेस्य
(2) जिन्होंने 700-1200 성 या इसके समतुल्य वेतनमाम के पदों पर 5 वर्ष सेवा की है; अथवा
टिप्पण: पुष्टि से सम्बन्धित विभागीय प्रोन्नति समिति की कार्यवाहियां, अःयोग
(3) जिन्होंने 650-1200 रु० या इसके समतुल्य बेतम- माग के पदों पर 8 वर्ष की सेवा की है ।
(ख) जिनके पास प्रशासनिक, स्थापन और लेखा मामलों का अनुभव है ।
(प्रतिनियुक्ति की अवधि 3 वर्ष से अधिक नहीं होगी ) ।
के अनुमोदनाथे भेजी जाएंगी । किन्तु, यवि आयोग इनका अनुमोदन नहीं करता है तो, विभागीय प्रोन्नति समिति की बैठक संघ लोक सेवा आयोग के अध्यक्ष य । किसी सवस्य की अध्यक्षता में फिर से होगी ।

NOTIFICATION
New Delhi , the 6th February , 1981
G.S.R. 51 (E) . In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Small Scale Industry Organisation [ Class I and Class II ( Gazetted Posts )] Recruitment Rules , 1962, namely :-
1.(1) These rules may be called the Small Scale Industries Organisation [ Class I and Class II (Gazetted Posts ) ] Recruitment (Amend- ment) Rules , 1980 .
(2) They shall come into force on the date of their publication in the Official Gazette .

2. In Schedule VI to the Small Scale Industries Organisation [ Class I and Class II (Gazetted posts )] Recruitment Rules , 1962, for item 3 and the entrics relating thereto , the following item and entries shall be substituted , namely :

Transfer on deputation : offi- cers under the Central Go- vernment :
(a) (i) holding analogous post
2. Group ' A' Departmen- tal Promotion Commit- tee :( for considering confirmation) :
(ii) with 5 years' service in posts in the scale of Rs . 700-1300 or equivalent ; or
Development 1. Joint Commissioner/Director (Administration) -Chairman
2. Director (Grade I) -Member .
( iii) with 8 years' service in posts in the scale ofRs . 650-1200 or equivalent: and
to 3. An officer of appripriate status belonging Scheduled Caste/Sche- duled Tribe-Member
(b) possessing experience of administration, establish- ment and accounts matters . (Period of deputation shall not exceed 3 years .)
Note : The proceedings of the Departmental promotion Committee relating to confirmation shall be sent to the commission for approval If, however , these are not approved by the Commission a fresh meeting of the Depart- mental Promotion Com- mittee to be presided over by the Chairman or a Membr of the Union Public Service Commis- sion shall be held ,
