सा ० आ ० 96 ( अ) केन्द्रीय सरकार, आवश्यक वस्तु अधिनियम , 1955 ( 1955 का 10 ) की धारा 10 द्वारा लागू कोलियरी नियंत्रण आदेश , 1945 के खण्ड 3 और 4 के अनुसरण में , और भारत सरकार के ऊर्जा मंत्रालय ( कोयलः विभाग ) की अधिसूचना सं ० मा० ग्रा० 408 ( श्र) तारीख 16 जुलाई , 1979 को अधिक्रोन करते हुए, इसके द्वारा नारीख 14-2-1981 को और उसमे प्रभावी, नीचे मारणी -1 में दी गई वे श्रेणियां और वर्ग विहित करती

नोट-
1. कोककारी कोयले ऐसे कोयल हैं जो कोयला खान ( संरक्षण , सुरक्षा और विकारा) अधिनियम, 1952 ( 1952 का 12) के अधीन भूतपूर्व कोयला बोर्ड द्वारा कोककारी कोयले घोषित किए गए है , या वे कोयले है जिन्हें केन्द्रीय सरकार द्वारा कोलियरी नियंत्रण आदेश, 1945 के अधीन या कोयला खान (सरक्षण और विकाम) अधिनियम , 1974 ( 1974 का 28) के और उसके श्रधीन बनाए गए नियमों या विनियमों के अधीन कोकारी कोयला घोषित किया गया है , अथवा घोषित किया जा सकता है ।
2. "अर्द्ध फोककारी कोयले" और "क्षीण कोककारी कोयले " ऐसे कोयले हैं जिन्हें भूतपूर्व कोयला बोर्ड द्वारा कोयला खान ( संरक्षण, सुरक्षा और विकास) श्रधिनियम, 1952 ( 1952 का 12 ) के अधीन " मिश्रित कोयले " घोषित किया गया था , या जिन्हें केन्द्रीय सरकार द्वारा " अर्द्ध कोककारी " या "क्षीन कोक- कारी" कोयले घोषित किया जा सकता है ।
3 कोककारी या श्रई कोककारी या क्षीण कोककारी कोयलों से भिन्न सभी कोयले अकोककारी कोयले हैं ।
4 " उपादेय ऊष्मा मूल्य" की परिभाष्षण का फार्मूला निम्नलिखित है :-
एचयू 8900 - 138 × ( ए + एम)
जहां एचयू प्रति किलोग्राम का किलो कैलौग के अनुमार उपादेय ऊष्मा मूल्य
ए - राख का अंण प्रतिशत में
एम = नमी का अंश प्रतिशत में
जिस कोयले में 2% से कम नमी है , और वाश्पशील अंश 19% से कम है उसके सबध में उपात्रेय ऊष्मा मूल्य वह होगा जो उपर्युक्त फामला से निकाले गए मूल्य मे से, बाष्पशील अंश में 19 % से कम होने वाली प्रत्येक 1 % कमी के लिए 150 किलो कैलौरी प्रति किलोग्राम घटाने पर प्राप्त होता है । यहां छोटे प्रभाजों ( फैक्शन्स ) के लिए अनुपान के अनुमार कमी की जाएगी ।
नमी और गख दोनों का अवधारण, भारतीय मानक विनिर्देश सं ० आई एस 1350--1959 के संसुगत खण्डों के अनुमार , 60 प्रतिशत सापेक्ष आर्द्रता और 40° से ० तापमान पर समतुल्य करने के पश्चात् किया जाएगा ।
5. कोककारी कोयले और हार्ड कोक में राख के प्रतिशत का अवधारण श्राई एस 1350-1959 के अनुसार वायु में सुखाने के पश्चात् किया जाएगा यदि इस प्रकार श्रषधारित नमी 2 प्रतिशन से अधिक है तो यह अवधारण श्राई एम 1350--1959 के प्रनुमार 60 प्रतिशत मापेक्ष आर्द्रता और 40° सें ० तापमान पर समतुल्य करने के पश्चात् किया जाएगा ।
6. उपरोक्त वर्गाकरण भारतीय मानक विनिर्देण सं ० आई ० एस 770-1964 के अधीन विनिविष्ट बिटुमेनी या उप-बिटुमेनी कोयलों से भिन्न अन्य कोयलो पर लागू नहीं होगा ।

1. " ग्न आफ माइन " सभी आकारों का ऐसा कोयला है जिस रूप में वह खान से निकाला गया है जो तोड़ा हुआ और छता नहीं होता ।
2 रन आफ़ माइन कोयले का जो अंण छनाई के समय छलनी में रह जाता है या जो लवान के दौरान फोर्क-णावेल से उठाया जाता है उसे स्टीम कायला कहा जाता है ।
3. ग्न आफ माइन कोयले से स्टीम कोयला निकालने के पश्चात् जो अश बच जाता है उसे स्लैक कोयला कहा जाता है ।
4. यवि ग्न आफ माइन कायले की दो विभिन्न छिद्रों वाली छम्पनियों में एक के बाद एक में छनाई की जाती है ता उससे तीन भिन्न आकार अलग- अलग हो जाते हैं । इसमे जो कायला अपेक्षाकृन बड़े आकार के छिद्रों में ऊपर रह जाता है उसे स्टीम कोयला कहा जाएगा । जो अश इन बड़े छिद्रों से होकर दूसरे छाटे छिद्रों के ऊपर रह जाता है उसे रबल कोयला ( ककड़ कोयला ) कहा जाएगा और जो इन दोनो छनियों से छन कर नीचे खला जाना है उसे स्लैक कोयला कहा जाएगा ।
5. रन श्राफ माइन कोयले की जो सबसे बड़े आकार के 200 मि ० मी० और 250 मि ० मी० के बीच किसी सीमा तक सीमित रखने के लिए छाना या तोड़ा गया है, कीमत वही होगी जो स्लैक कोयले की है ।
6. कोयले के उन बेलो को हाथ से निकाले गए कोयले कहते है जा असम , अरुणाचल प्रदेश, मेघालय और नागालैंड राज्यो की कालियरियो के " रन आफ माइन " कोयले से निकाले जाते है ।
7. जो कोककारी कोयला, क्षीण कोककारी कोयला , और अर्द्ध कोककारी कोयना सारणी 1 में दिए गए वर्गीकरण के बाहर है उसे कीमत नियत करने के उद्देश्य से अकाककारी कोयला माना जाएगा और उसका वर्गीकरण, तदनुसार ही हांगा ।
8. जब नमी का अंण " यथाप्राप्त" श्रधार पर जैगा कि वाशरी में मिडलिग के आई एम 1350-1959 के अधीन पारिभाषित किया गया है--10 प्रतिशत से बढ़ जाता है तो सारणी II में अधिसूचित मिडलिंग की कीमत , यथानुपात भाग में 10 प्रनिणन से उपर नमी के प्रत्येक एक प्रतिशत पर एक रुपए की वर से कम हो जाएगी ।
५ जब अकोककारी कोयले का " उपादेय ऊष्मा मूल्य" प्रति किलो ग्राम 6400 किलो कैलौरी में अधिक हो जाता है ता , सारणी II के अनुसार " ए" रोड कोयले के लिए देय कीमत प्रति 100 किलो कैलोरी के लिए 1 रु ० की दर से बढ़ जाएगी जिनने से वास्तविक " उपादेय ऊष्मा मूल्य" यथानुपात भाग से 6400 किलो कैलोरी में अधिक होता है ।
10. ऊपर नियत की गयी ग्यान मुहाना कीमते "रेल पर्यन्त निशुल्क कोलियरी माइडिंग कीमतें है किन्तु जहा कायले या कोक को सड़क द्वारा सम्बी दूरी तय करके खान मुहाने से लदान स्थल तक ले जाने के लिए कोई पृथक करार विद्यमान है या किए जाते हैं तो खान मुहाने से इस प्रकार की कुलाई की लागत ऐसे करारो के अनुमार होगी ।
11. सारणी II , III और IV की खान मुहाना कीमतो मे सरकार , स्थानीय प्राधिकारियो , स्वामिस्व और उपकर या अन्य निकायों द्वारा उद्गुष्ठीत यदि कोई हो, उत्पाव शुल्क और विक्रय -कर सम्मिलित नही हैं । शकाओं के निवारण के लिए इसके द्वारा यह घोषित किया जाता है कि कालियेरी स्वामी उपर्युक्त मारणियों में विनिर्दिष्ट खान मुहाना कीमतों में ऐसी रायल्टी, उपकर, उत्पाद शुल्क और विक्रय कार के बराबर रकम जोडने के हकदार होगे । वातरी मिलिग की दशा में जोड़ी जाने वाली रकम वह रकम होगी जो उतने ही उपावेय ऊष्मा मूल्य वाले कच्चे कोयले पर देय है ।
12. सारणी V में अधिसूचित हाउँकोक की खान मुहाना कीमतो और सारणी VI में अधिसूचित साफ्ट कोक की खान मुहाना कीमतो में कोक तैयार करने के लिए उपयोग में लाए गए कच्चे कोयले पर या हार्ड कोक अथवा माफ्ट कोक पर लगाए गए उत्पाद शुल्क , स्वामिस्व , उप कर और विक्रय कर सम्मि मित नही हैं । कोलियरी स्वामी हार्ड कोक और माफ्ट कोक के क्रेताओं से, इन कोयलो के लिए अधिसूचित कीमतों के अतिरिक्त ऐमे उत्पाद शुल्क, स्यामिस्व उप करों और विक्रय कर की रकमें वसूल करने के हकदार होगे । जब यह माग ( इम्पास्ट ) काक तैयार करने के लिए डायाग में लाए गए कच्चे कोयले पर लगाया जाता है ता साफ्ट कोक और हाई कोक के प्रतिटन पर वसूली करने योग्य रकम , माफ्ट कोक के लिए कच्चे कोयले की दर की 135 से गुणा करके तथा हार्ड कोक के लिए कच्चे कोयले की दर को 1.50 से गुणा करके अभिनिश्चित की जाएगी ।
13. अधिसूचित कीमते भारत से बाहर निर्यात के लिए विक्रय किए गए कोक या कोयले पर लागू नही होगी ।
1.1. कोयले को विशेष आकार का बनाने या उसका सज्जीकरण करने के लिए वे अतिरिक्त प्रभार लिए जा सकते है जो केना और उत्पादक के बीच थार्ता द्वारा उक्त अधिसूचित कीमतों के अतिरिक्त देना और लेना तय किए जाएं ।
15. सारणी V में हार्ड कोक के लिए अधिसूचित कीमत और सारणी VI में लाफ्ट काक के लिए अधिसूचित कीमत छोटे आकार के कोक या 12 मिलीमीटर आकार से कम कोक ब्रीज , कम ताप कार्बनीकृत काक, पेलेटाइज्ड फोक या ब्रिककेड्स पर लागू नहो होगी ।
16. उप-उत्पाद हाई फोक प्रीमियम और बीहाइव हार्ड काक प्रीमियम के लिए सारणी V में अधिसूचित कीमतो में, यथानुपात भाग मे 23 प्रतिशत से कम राख के अंश की प्रत्येक एक प्रतिशन कमी के लिए 30 रुपए प्रति टन की दर से वृद्धि हो जाएगी ।
17. उप उत्पाद हार्ड कोक साधारण के लिए मारणी V में अधिसूचित कीमतों में , यथानुपात भाग में, 30 प्रतिशत से ऊपर राख के अश की प्रत्येक एक प्रतिशत वृद्धि के लिए 25 रुपए प्रति टन की दर में कमी हो जाएगी ।
18. बीहाइव हार्ड कोक माधारण के लिए सारणी VI श्रधिसूचित कीमतो, मे, यथानुपात भाग में, 36 प्रतिशत से ऊपर राख के अश की प्रत्येक एक प्रतिशत वृद्धि के लिए 20 रुपए प्रति टन की दर से कमी हा जाएगी ।
19. जब अर्धकोककारी- कोयलो में राख धन नमी का अंण 17 प्रतिशत से कम है, तब मारणी IV के अनुमार अर्द्धको रुकारी । कोयलों के लिए वैय कीमता में, यथानुपान भाग में , 17 प्रतिशत से कम राख धन नमी अंण में प्रत्येक एक प्रतिशत कमी के लिए 5 रुपए प्रति टन की दर से वृद्धि हो जाएगी।

In pursuance of clauses 3 and 4 of the Collicty Control Ordeı , 1945 , as continued in force by section 16 of the 1 ssential Commodities Act, 1955 ( 10 of 1955 ) and in supersession of the notification of the Government of India in the Ministry of Energy ( Deprit- ment of Coal ) No. S.O. 408 ( E ) dated the 16th July, 1979 , the Central Government , with eflect on and from the 14th February, 81 hereby prescribed in Table I below the classes and grades into which coal and coke shall be clossilled and fixes in Tables II, III, IV, Verd VI belew the pithead prices at which coal or coke may be sold by colliciy owners :--

Notes :-
1. Coking Coals are such coals as have been declared as coking coals by the erstwhile Coal Board under the Coal Mines ( Conser- vation , Safety and Development ) Act , 1952 ( 12 of 1952) or such coals as have been declared or may be declared as coking coal by the Cen- tral Government under the Colliery Control Order , 1945 or the Coal Mines ( Conservation and Development) Act , 1974 (28 of 1974) and the rules or regulations made thereunder .
2. ' Semi -coking Coals ' and ' weakly coking coals ' are such coals as were declared as ' blendable coals ' by the cratwhile Coal Board under the Coal Mines ( Conservation , Safety and Development ) Act, 1952 ( 12 of 1952) or as may be declared as "Semi -coking ' or 'weakly- coking' coals by the Central Government.
3. Coals other than Coking or Semi-coking or weakly coking coals are non - coking coal .
4. ' Useful Heat Valus ' is defined by the following formula :
HU = 8900 138 x (A plus M) .
Where Hu Useful Heat value in Kilo Calonics per kilogram .
A Ash content in percentage .
M Moisture content in percentage .
In the case of coal having moisture less than 2 % , and volatile content less than 19 % the useful heat value shall be the valuc arrived ta , above reduced by 150 kilo calories per kilogram for each 1 % reduction in volatile content below 19 % fractions pro rata .
Both moisture and ash shall be determined after equilibrating at 60 per cent relative humidity and 40 ° C temperature as per relevant clauses of Indian Standard Specification No. IS : 1350-1959.
5. Ash percentage of Coking Coal and Hard Coke shall be determined after air - drying as per IS : 1350 1959. If the moisture so determined is more than 2 per cent , the determination shall be after equilibrating at 60 per cent relative humidity and 40 ° C temperature as per IS : 1350-1959.
6. The above classification shall not apply to coals other than Bituminous or Sub- Bituminous coals as specifled under Indian Standard Specification No. IS : 770-1964.

1. Run of Mine Coal is Coal comprising of all sizes as it comes out of the mine , without any crushing or screening .
2. The fraction of the Run of Mine Coal as is retained on a screen when subjected to screening or is picked out by a fork -shovel during loading is called Steam Coal .
3. The fraction that remains after steam coal has been removed from the Run of Mine Coal is called slack .
4. If Run of Mine Coal is subjected to successive screening by two different screens of different apertures resulting in segregation into three different sizes the fraction that is retained on the screen with the larger apertures , shallbe termed Steam Coal , the fraction passing through this screen but retained on the screen with the smaller apertures , shallbe termed Rubble Coal and the fraction passing through both the screens shall be termed Slack Coal .

5. Run of Mine Coal which has been screened or crushed to limit the top size to any maximum limit within the range of 200 mm- 250 mm shall be priced same as slack coal
6. Hand picked coals comprise of lumps of coal picked out from the Run of Mine Coal of collienes in the States of Assam , Arunachal Pradesh , Meghalaya and Nagaland
7. Coking Coal , weekly Coking Coal , Semi -coking Coal which fall outside the classification shown in Table I shall be treated as non-coking coal for the purposes of pricing and classified accordingly.
8 When the moisture content on ' as received ' basis as defined under IS : 1350-1959 of middlings at the washery end excceds 10 per cent the price of middlings notified in Table II , shall be reduced by Re 1 for cach one per cent increase in the moisture content in excess of 10 per cent , fraction pro - rata .
9. When the 'Uscful Heat Value ' of non -coking coal exceeds 6400 kilo - calories per kilogram , the price payable as per Table II for Grade A coal shall be increased at the rate of Re . 1 for every 100 kilo - calones by which the actual 'Useful Heat Value' exceeds 6400 kilo-calories per kilogram , fraction pro -rata.
10 Pithcad prices fixed above are F.O R. colliery siding prices , but where separate agreements for carrying coal or coke over long distances by road from the pithead to the loading point exist or are entered into , the cost of such carriage from pithead shall be governed by such agreements .
11. The pithcad prices in Tables II and III and IV are exclusive of royalty and cesses , if any, levied by Government , local authorı- ties or other bodies , duties of excise and sales tax .
For removal of doubts, it is hereby declared that colliery owners shall be entitled to add an amount equal to such royalty cess , duties of excise and salcs tax to the pithead prices specified in the said Tables In the case of washery middlings , the amount to be added shall be the amount payable on raw coal of the same useful heat value range
12. The pithead prices of hard coke notified in Table V and of Soft Coke notified in Table VI are exclusive of duties of excise , royalty, cesses and sales tax on either the raw coal used for manufacturing the coke or on the Hard Coke or Solt Coke The Colliery owners shall be entitled to realise the amounts of such duties of excise , royalty, cesses and sales tax from purchasers of Hard Coke and Soft Coke in addition to the prices notified for them When the impost is on the raw coal used for manufacture of coke , the sum realisable per tonne of soft coke 01 hard coke shall be ascertained by multiplying the rates for raw coal by 1 35 for soft coke and 1 50 for hard coke .
13. Prices notified shall not apply to coke or coal sold for export outside India .
14. For undertaking special sızing or benefication of coal , additional charges as may be negotiated between the purchaser and the producer may be realised over and above the notified prices .
15 The prices notified in Table V for Hard Coke and Table VI for Soft Coke shall not apply to small sized coke , coke breeze below 12 millimetres size , low temeprature carbonisation- coke , pelletised coke or briquettes .
16. The prices notified in Table V for By -Product Hard Coke Premium and Beehive Hard Coke Premium shall be increased at the rate of Rs . 30 por tonne for every 1 per cent decrease in ash content below 23 per cent , fraction pro - rata
17 The prices notified in Table V for By - product Hard Coke ordinary shall be reduced at the rate of Rs 25 per tonne for every I per cent increase in ash content over 30 per cent , fraction pro- rata .
18. The prices notified in Table V for Beehive Hard Coke ordinary shall be reduced at the rate of Rs . 20 per tonne for every 1per cent increase in ash content over 36 per cent , fraction pro -rata .
19. When the Ash plus moisture content of semi -coking I coals is less than 17 per cent , the prices payable for Semi - Coking I coals as per Table IV shall be increased at the rate of R. 5 ſon every 1 per cent decrease in ash plus moisture content below 17 per cent , fraction pro - rata .
