सा . का . नि 276 ( अ) केन्द्रीय सरकार खाद्य अपमिश्रण निवारण अधि- नियम , 1954 ( 1954 का 37 ) की धारा 23 की उपधारा ( 1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , तथा केन्द्रीय खाद्य मानक समिति से परामर्श करने के पश्चात् खाद्य अर्पामश्रण निवारण नियम , 1955 में कतिपय और संशोधन करना चाहती है । जैसा कि उक्त धारा 23 की उपधारा ( 1 ) में अपेक्षित है , प्रस्तावित संशोधनों का निम्नलिखित प्रारूप उन सभी व्यक्तियों की जानकारी के लिए प्रका- शित किया जा रहा है , जिनके उससे प्रभावित होने की संभावना है । इसके द्वारा सूचना दी जाती है कि उक्त प्रारूप पर इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से 90 दिन की समाप्ति के पश्चात् विचार किया जाएगा ।

ऊपर विनिर्दिष्ट अवधि की समाप्ति से पूर्व नियमों के उक्त प्रारूप की बाबत जो भी आक्षेप या सुझाव किमी व्यक्ति से प्राप्त होंगे , केन्द्रीय सरकार उन पर विचार करेगी ।
प्रारूप नियम
1. नियमों का संक्षिप्त नाम खाद्य अपमिश्रण निवारण ( संशोधन) नियम , 1981 है ।
2. खाद्य अपमिश्रण निवारण नियम , 1955 के परिशिष्ट ख में मद क. 29.01 के पश्चात् निम्नलिखित मद को रखा जाएगा , अर्थात्: -
' क. 30. पान मशाला से वह खाद्य अभिप्रेत है जो साधारणतया उसी रूप में या णन के साथ लिया जाता है । इसमें सुपारी , चुना , नारियल , कत्था इलायची और अन्य सुगन्ध वाले मशाले अन्तर्विष्ट हो सकते हैं । इसमें अनुज्ञात सुगन्ध भी अंतर्विष्ट हो सकती है । इसमें कोई मिलाया गया रंजन द्रव्य या कृत्रिम मीठी बनाने वाला था कोई अन्य हानिप्रव संघटक अन्तर्विष्ट नहीं होगा । यह कंकड़ी , वालू और अन्य सिलि- कामम सामग्री से मुक्त होगा । यह निम्नलिखित मानको के अनुरूप होगा :
कुल भस्म- 60 प्रतिशत से अधिक नही ( शुष्क आधार पर) तनुहाइड्रो क्लोरिक अम्ल में अघुलनशील भस्म 0.2 प्रतिशत से अधिक नहीं (शुल्क आधार पर) । "

NOTIFICATION
New Delhi , the 3rd April , 1981
G.S.R. 276(E) .-The following draft of certain rules further to amend the
Provention ef Food Adulteration Rutes , 1955 , which the Central Government proposes to make in exrcise of the powers conferred by sub - section ( 1 ) of sec- tion 23 of the Prevention of Food Adulteration Act , 1954 ( 37 of 1954) , after consultation with Central Committee for Food Standards , is hereby published as required by sub- section ( 1 ) of the said section 23 for the informa- tion of all persons likely to be affected thereby , and notice is hereby given that the said draft rules will be taken into consideration after the expiry of 90 days from the date of publication of the notification in the Gazette of India .
Any objection or suggestion , which may be received from any person with respect to the said draft rules before the expiry of the period so specified, will be considered by the Central Government.

DRAFTS RULES
1. These rules may be called the Prevention of Food Adulteration (Amendment ) Rules , 1981 .
2. In the Prevention of Food Adulteration Rules , 1955 , in Appendix B , after item A, 29.01 , the following item shall be substituted . namely :-
"A. 30 Pan Masala Means the food generally taken as such on in con- junction with Pan . It may contain Betelnuts , lime , coconut , catechu , cardamom and other aromatic spices . It may contain permitted flavours . It shall not contain any added colouring matter or artificial sweetener or any other harmful ingredient . It shall be free from gut , sand and other siliceous material . It shall conform to the following standards
Total Ash-Not more than 6.0 per cent ( on dry basis ) . Ash insoluble Not more than 0.2 per cent ton dry basis ) , in dute hydro chloric acid . "
