फा०प्रा० 10 ( प्र) केन्द्रीय सरकार, आवश्यक वस्तु अधिनियम , 1955 ( 1955 का 10) की धारा 3 द्वारा प्रदत्त णक्तियो का प्रयोग करते हुए, वाल , खाने योग्य तिलहन और खाने योग्य तेल ( भडारण नियत्रण) आवेश , 1977 का निम्नलिखित और सशोधन करती है , अर्थात
1 ( 1) इस श्रादेश का संक्षिप्त नाम वाल, खाने योग्य सिलहन और खाने योग्य तल ( भडारण नियंत्रण ) ( मशाधन ) आदेश, 1981 है ।
( 2) यह तत्काल प्रवृप्त होगा ।
2 दाल , खाने योग्य तिलहन और खाने योग्य तेल ( भडाग्ण नियंत्रण) आदेश , 1977 से (जिसे इसमे इसके पश्चात उक्न आदेण कहा गया है)-
(1) पैरा 2 में, खड ( छ ) के स्थान पर निम्नलिखित रखा जाएगा अर्थात--
"( 5 ) "जन सख्या' से 1981 ( अनतिम ) जनगणना मे निश्चित की गई जनसख्या अभिप्रेत है । ) "

( 2) तीसरे परन्तुक की मारणी के पैग 4 के उपपैरा ( 1 ) मे,--
(क) दालो के उत्पादको के मामने स्तम्भ ( 2) (मा) और 3 (ख) में की प्रविष्टियो के अत में क्रमश निम्नलिखित जोडा जाएगा, अर्थात-

उसके उत्पादन के दूसरे और तीसरे वर्ष के लिए वालो की उस मात्रा का चौबीसवा अंश जो उसकी वाषिक संस्थापित क्षमता के बराबर उत्पावन के लिए अपेक्षित होगी और उसके पश्चात उसके उत्पादन के प्रारम्भ व तत्काल पश्चात में तीन वर्षों में से किसी में भी उसके द्वारा प्रयुक्त वालो की अधिकतम मात्रा का चौबीसवां श्रण ।
उनके उत्पादन के दूसरे और तीभरे वर्ष के लिए वालो की उस मात्रा का बारहवां अश जा उसकी वार्षिक सस्थापित क्षमता के बराबर उत्पादन क लिए अपेक्षित होगी और उसक पश्चात उसके उत्पादन के प्रारम्भ के नत्काल पश्चात के तीन वर्षों में से किसी में भी उसके द्वारा प्रयुक्त दाला की अधिकतम मात्रा का बारहवां अण ।
2 (ख) "खाने याग्य तेलों का उत्पादक" के सामने स्तम्भ 2 (ख) पौर 3(ख) में की प्रविष्टियों के पश्चात क्रमश निम्नलिखित जोडा जाएगा, अर्थात--

उसके उत्पादन के दूसरे और तीसरे वर्ष के लिए खाने योग्य निलहनो उसके उत्पादन के दूसरे और तीसरे वर्ष के लिए खाने योग्य तिलहनो की की उम मात्रा का आठवां श्रण जी उस मात्रा का बारहर्वा अश, जो

उसकी वार्षिक सस्थापित क्षमता के उमकी वार्षिक सस्थापित क्षमता क
बराबर उत्पावन के लिए अपेक्षित भराबर उत्पावन के लिए अपेक्षित
होगी और उसके पश्चात् उसके उत्पा- होगी और उसके पश्चात् उसके उत्पा
वन के तत्काल पश्चात् के तीन वर्षों धन के तत्काल पश्चात् के तीन वर्षों
में से किसी में भी उसके द्वारा में से किसी में भी उसके द्वारा प्रयुक्त
खाने योग्य तिलहनो की अधिकतम
मात्रा का आाठवा अंश ।
प्रयुक्त खाने योग्य तिलहनों की अधिकतम माता का बारहवा अंश ।
3. उक्त आवेश में निर्विष्ट अनुसूची में:--
( 1 ) " प्रवर्ग " क" नगर ( 10,00,000 और उससे ऊपर की जनसख्या वाले ) " , शीर्षक के नीचे क्रम संख्यांक 9 के पश्चात् निम्न- लिखित अंत: स्थापित किया जाएगा, अर्थात्-

( 2 ) "प्रवर्ग "ख" नगर ( 300,000 और उससे अधिक किन्तु 10,00,000 मे कम की जनसंख्या वाले तथा प्रवर्ग " क" नगरों के भिन्न ( शीर्षक के नीचे राज्यों भौर संघ राज्य क्षेत्रों की राजधानियां ) विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित रखा जाएगा , अर्थात्

ORDER
New Delhi , the 7th January , 1982
S.O. 10(E) . In exercise of the powers conferredby section 3of the Essential Commodities Act, 1955 (10 of 1955 ) , the Contral Government hereby makes the following amendments in the Pulses , Edible Oilseeds and Edible Oils (Storage Control ) Order , 1977 " , namely :-
1. ( 1 ) This Order may be called the Pulses , Edible Oilseeds and Edible Oils ( Storage Control) (Amendment ) Order , 1981.
(2) It shall come into force at once .
2. In the Pulses , Edible Oilseeds and Edible Oils (Storage Control ) Order , 1977 (hereinafter referred to as the said Order )-
(1) in paragraph 2, for clause ( h ) the following shall be substituted , namely:-
"(h) ' population' means population , as ascertained at the 1981 (Provisional ) Census."
(2) in paragraph 4, in sub -paragraph ( 1 ) in the Table to the Third proviso ,-
(a) against producers of pulses , in columns (2) (b) and (3) (b) , the following shallbe added at the end of the respective entries , namely :-

For the second year and third year of this production , 1/ 8th of the quantity of edibic oil- seeds that would be required for producing a quantity equal to his annual installed capacity and thereafter onc- eighth of the maximum quantity of edible oilseeds used by him in any of the three years immediately after the commencement of his production.
