सा० का० मि० 68 ( प्र) राष्ट्रर्पात, मविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रवत्त शक्तियो का प्रयोग करते हुए , कृषि और विवाई मंत्रालय (सिचाई विभाग ) ( वर्ग 1 तकनीकी पद ) भर्ती नियम , 1968 का और संशोधन करने के लिए निम्नलिखित नियम बनाते है , अर्थात्
1. ( 1 ) हम नियमों का संक्षिप्त नाम कृषि सिचाई मंत्रालय ( सिंचाई विभाग ) ( वर्ग 1 तकनीकी पद ) भर्ती ( संशोधन ) नियम , 1982 है ।
( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होगे ।
2. कृषि और सिचाई मंत्रालय ( सिंचाई विभाग ) ( वर्ग 1 तकनीकी पव ) भर्ती नियम, 1968 में,--
( 1 ) "वर्ग 1 " शब्द और अंक के स्थान पर , जहां कही भी वे आने हैं, "समूह क" शब्द भौर अक्षर रखे आएगे
( 2 ) "कृषि और सिजाई मंत्रालय ( सिचाई विदाग ) " शब्दों और कोष्ठकों के स्थान पर, जहा कहीं भी वे आते हैं, "मिवाई मंत्रालय " शब्द रखे जाएंगे ।
( 3 ) अनुसूची में ( क ) स्तम्भ 6 के पश्चात् निम्नलिखित शीर्षक और स्तम्भ अंतः स्थापित किए जाएंगे
"सेवा में जोड़े गए वर्षों का फायदा केन्द्रीय सिविल सेवा ( पेंशन ) नियम 1972 के नियम 30 के अधीन अनुज्ञेय है या नहीं, ( 6 ) ;

यदि विभागीय प्रोन्नति ममिति है तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा
प्रोम्नति/ प्रतिनियुक्ति/स्थानान्तरण द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति/प्रतिनियु- किन स्थानान्तरण किया जाएगा ।
भर्ती की पद्धति तर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति/ स्थानतरण द्वारा तथा विभिन्न पद्धतियों द्वागर्ती किए जाने वाली रिक्तियो की प्रतिशतता सीधे भर्ती किए जाने वाले व्यषितयों के लिए विहित आयु और शैक्षिक अर्हताए प्रोम्दती की दशा में लागू होंगी या मही

प्रतिनियुक्ति पर स्थानान्तरण: केन्द्रीय सरकार/ राज्य सरकारों के अधीम ऐसे अधिकारी जो--
(क) ( 1 ) मुख्य इजीनियरी की पक्ति के समतुल्य वेतनमान पद या सबूर्ण पद धारण करते हैं ; या
प्रत्येक अवसर पर चयन करते समय संघ लोक सेवा आयोग से परा- मर्ग किरा जाएगा । इन नियमों के किसी उपबंध को संशोधित/ शिथिल करते समय भी संघ लोक मेवा प्रयोग से परामर्श करना आवश्यक है ।
(2) 2250-2500 रु० के वेतनमान में मुख्य इजीनियर इंजीनियर की पंक्ति (स्वर 2) या उसके समतुल्य पद धारण करते हों जिन्होंने उम श्रेजी में वो वर्ष सेवा कीहै ; या
(3) 1500-2000 ८० के वेतनमान में निदेशक की पंक्ति अधीक्षण इंजीनियर का ( जिसके अतर्गत चयन श्रेणी भी है) पव धारण करते हों या उसके समतुल्य पद धारण करने हों जिन्होंने उम श्रेणी में 9 वर्ष सेवा की है ; और [भाग II- खण्ड 3 ( i ) ]

(ख ) निम्नलिखित अनुभव रखते हों:
भावश्यक:
(1) जन विज्ञान और सिन्धु द्रोणी के जल के, विद्युत और सिंचाई मामर्थ्य सहिन. उपयोग का तथा बाढ़ नियं- श्रण समस्यायों का पूर्ण ज्ञान घौर अनुभव ।
( 2) सिंधु द्रोणी में किमी राज्य में सिचाई नहरों की विसियमन और नियंत्रण व्यवस्थाओं से सुपरिवित हों ।
वांछनीय:
(1) सचिवालय अनुभव ।
(2) ऐसे पदों पर रह चुका हो जिनके लिए पर्याप्त चतुराई और ममझौता कराने की कुशलता अपेक्षित है ।
( 3) ऐसा हो तो उच्च वृत्तिरु योग्यता के लिए माम्थना प्राप्त है । (प्रतिनियुक्ति की अर्थात 5 वर्ष से अधिक नहीं होगी। )

प्रतिनियुक्ति पर स्थानान्तरण (क) केन्द्रीय मरकार राज्य सरकारों के अधीन ऐसे अधिकारी
( 1 ) जो मुख्य इंजीनियर की पंक्मिके समतुल्य वेतनमान में पद या सदृश पद धारण करते हैं ; या
चरन , प्रत्येक अधमर पर संघ लोक सेवा आयोग के परामर्ग में किया जाएगा । इन नियमों के किसी उपबंधों को शिथिन/ संशोधित करते समय भो संघ लोक सेवा आयोग में परावर्ग करना श्रावश्यक है ।
(2) जिन्होंने 2250-2500 रु ० के या समनुष्य वेननमान वाने पदों पर वो वर्ष सेवा कीहै ; या

(ख) जो निम्नलिखित शिक्षा अर्हताएं और अनुभव रखते हैं:-
श्रावश्यक:
( 1 ) जल विज्ञान और विभिन्न द्रोणियों के जल के विद्यत् और सिंचाई सामर्थ्य सहित , उपयोग का तथा बाढ़ नियं- त्रण समस्यायों का पूर्ण शान पौर अनुभव ।
( 2 ) सिचाई महरों कीविनि- यमन और व्यवस्थाश्रो मे मुर्पारचित हों ।
भाछनीय .
( 1 ) सचिवालय अनुभव । (प्रतिनियुक्ति की अवधि 5 वर्ष से अधिक नही होगी)

NOTIFICATION
New Delhi , the 11th February, 1982
G.S.R. 68 (E) . In exercise of the powers conferred by the proviso to artick 309 of the Constitution , the Presidert hereby makes the following rules further to amend the Ministry of Agriculture and Irrigation (Department of Irrigation) Class I Technical Posts ) Re- cruitment Rules , 1968 , namely:-
1. (1 ) These rules may bacallad the Ministry of Agriculture and Irrigation ( Department of Irrigation) ( Class I Technical Posts ) Recruitment (Amendment) Rules , 1982 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Agriculture and Irrigation (Dopartment of Irrigation) ( Class 1 Technical Posts ) Recruitment Rules , 1968.--.
(1 ) for the word and letter " Class I " wherever they occur, the word and letter " Group A " shall be substituted;
(2) for the words and brackets " Ministry ofAgriculture and Irrigation ( Department of Irrigation) " , whorever they occurs the words " Ministry of Irrigation " shall be substituted;
(3) in the Schedule, (a) after Column 6, the following heading and columu shall be inserted- " Whether benefit of added years ofservice admissible under Rule 30 of C.C.S. (Pension) Rules , 1972, (6a) . " 151
