सा० ठा ० नि० 243 ( अ ) सूचना और प्रसारण मंत्रालय , भारत सरकार 29 में राष्ट्रीय फिल्म समारोह 1982 के लिए एतद्वारा विनियमावली श्रोषित करता ।
समारोह का आयोजन भारत सरकार की ओर से फिल्म समारोह निदेशालय , राष्ट्रीय फिल्म विकास निगम लिमिटेड द्वारा किया जा रहा है ।
विनियमावली
उद्देश्य:
1. समारोह का उद्देश्य उत्कृष्ट सौन्दर्यबोध वाली तथा सामाजिक महत्व की फिल्मों के निर्माण को प्रोत्साहन वेना; विभिन्न क्षेत्रों की फ़िल्म संस्कृतियों के बोध एवं विवेचन में योगदान देना तथा राष्ट्र की एफसा एवं अखण्डता को बढ़ावा देना है ।
पालता
2. भारत में निर्मित कोई भी फिल्म जो कि 1981 में केन्द्रीय फिल्म सेंसर बोर्ड के पास प्रमाण के लिए प्राप्त हुई हो और 31 जनवरी , 1982 से पहले जो प्रमाणित हो चुकी हो , इस प्रतियोगिता में भाग ले सकती है । भारत सरकार द्वारा मान्य फिल्म संस्थान में 1981 में निर्मित कोई भी फिल्म , सेंसर प्रमाणन के साथ या प्रमाणन के बगैर भी भाग ले सकती है । परन्तु, मार्वजनिक प्रदर्शन के लिए संस्थान द्वारा निर्मित फिल्म सेंसर कराए भ्रगैर नहीं दिखायी जा सकेगी ।
3. प्रविष्टि के लिए भेजी गई फिल्में 35 मि०मी० या 16 मि० मी० की होमी चाहिए । लघु फिल्मों की लम्बाई साधारणतः 35 मि ०मी० के लिए 1,000 मीटर और 16 मि०मी० के लिए 400 मीटर से अधिक नहीं होमी चाहिए ।
4. समारोह में सरकारी विभाग , सरकार द्वारा माध्यता प्राप्त संस्थान , निजी-निर्माता और निर्माता कम्पनियां फिल्में भेज सकती हैं ।

5. भाग लेने वालों से यह अनरोध है कि संलग्न प्रवेश पत्र वो प्रतियों में पूरा भर दें । यह पत्र हर हालत में पूरे ब्यौरे के साथ भरकर 22 मार्च , 1982 नक फिल्म समारोह निवेशालय पहुंच जाना चाहिए ।

6. फिल्म समारोह में प्रविष्ट कथाचित तथा लघु फिल्म से संबंधित निम्नलिखित सामग्री प्रवेश पत्र के साथ निवेशालय में 22 मार्च 1982 तक पहुंच जानी चाहिए ।

2 फिल्म को मूल भाषा में संवाद की 5 प्रतियाँ तथा अंग्रेजी में अनुधात्रित की प्रतियाँ ।
3 निर्माता, निर्देशक , पटकथा लेखक, मुनय कलाकार, छायाकार, ध्वनि झालेखक , सम्पादक , कला निर्देशक, संगीत निर्देशक तथा पार्श्वगायकों की संक्षिप्त जीवनियाँ तथा हरेक के दो-दो निम्न ।
4. 6 पोस्टर एवं स्टिल चित्रों के छः सैट्स ।
लघु
1. 15 प्रतियां मूल भाषा में कमेण्टरी के माथ तथा 15 अंग्रेजी में अनुवाद सहित ।
2. निर्माता, निर्देशक, एनीमेटर ( कार्टन फिल्म के लिए) छायाकार (न्यूजरील के लिए ) की संक्षिप्त जीवनियां दो-दो षिक्ष सहित ।
प्रवेश शुरुक
7. 35 मि०मी० बासी 1,000 मीटर तथा 16 मि ० मी० वाली 400 मीटर से अधिक लम्बी फिल्मों की प्रत्येक प्रविष्टि के साथ 100 गपये और उससे कम लम्बाई की फिल्मों की प्रत्येक प्रविष्टि के साथ 60 रुपये प्रवेश शुल्क भेजना होगा ।
प्रवेश शुल्क की राशि उपनिदेशक, फिल्म समारोह निवेशालय , नई दिल्ली के नाम डिमान्ड ट्राफ्ट द्वारा भेजी जानी है जो सैल्ट्रल बैंक आफ इंडिया , खान मार्कीट गई विल्ली को देय हो । शुल्क वापस नहीं किया जाएगा
प्रिन्ट
8. फिल्मों के प्रिम्ट 22 मार्च 1982 तक फिल्म समारोह निवेशालय में अवश्य पहुंच जाने चाहिए । फिल्म भेजने का ब्यौरा जिसमें फिल्म का शीर्षक , रीलों की संख्या इत्यादि का उल्लेख हो, निदेशालय को तार द्वारा तुरस्त सूचित करें ताकि उसकी निकासी सुनिश्चित हो सके ।
निर्णायक मण्डल
9. दो निर्णायक मंडल गठित किए जाएगें एक कथा त्रिश्नों के लिए एवं दूसरा लघु फिल्मों के लिए ।
10. कथा चित्रों के लिए निर्णायक मंडल में एक अध्यक्ष होगा और सिनेमा, अन्य संबद्ध कलाओं और मानवशास्त्र के क्षेत्र में विशिष्ठता रखने बाले अधिक से अधिक 24 सदस्य होंगे , जिनमें फिल्मों के कलात्मक भौर तकनीकी गुण -दोष परखने की योग्यता हो, एवं
11. अध्यक्ष , अपनी इच्छानुसार, विभिन्न भाषाओं के कथा चित्तों एव बाल फिल्मों की परख के लिए कथा चित्रों के लिए निर्णायक मण्डल के सदस्यों में से पैनल गठित कर सकता है । प्रत्येक पैनल , श्रेष्ठता क्रम का उल्लेख किए बगैर प्रत्येक भाषा में पुरस्कार के लिए उपयुक्त पायी गयी अधिक से अधिक तीन फिल्मों की सिफारिश करेगा । लेकिन पैनल निर्णायक मण्डल के विचारार्थ विनिमय 19 (i ) (vii ) से (xvii) के अन्तर्गत किसी व्यक्ति विशेष की उपलब्धियों को पुरस्कृत करने के लिए सिफारिशें करने को स्वतन्त्र है ।
12. तब कथा चित्रों के लिए निर्णायक मंडल पैनल द्वारा सिफारिश की गयी सभी फिल्मों को देखेगा तथा नियम 19 ( 1 ) के अन्तर्गत विभिन्न श्रेणियों के पुरस्कारों के लिए निर्णय लेगा ।
13. निर्णायक मंण्डल सर्वप्रथम सर्वोतम कथा चित्त , द्वितीय सर्वोत्तम कथा चित्त राष्ट्रीय एकता पर मर्वोत्तम कथा चित्र, परिवार कल्याण पर सर्वोत्तम कथा चित्र, निर्देशक की सर्वोत्तम पहली फिल्म और सर्वोत्तम बाल फिल्म के लिए पुरस्कार विजेताओं का चयन करेगा । जो फिल्में इन पुरस्कारों के लिए चुनी जाएंगी, वे नियम 19 ( 1) (xix) के अन्तर्गत प्रत्येक प्रादेशिक भाषा में सर्वोत्तम कथाचित्र को दिए जाने वाले पुरस्कार के लिए पात्र नही होंगी ।
14. लघु चित्तों के लिए निर्णायक मंडल में एक अध्यक्ष होगा शेर अधिक से अधिक तीन सदस्य होगें जो शिमेभा के क्षेत्र में विख्या हों. और एक मधुभ्य जो मानवशास्त्र क्षेत्र में त्रिख्यात हो । यह निर्णायक मण्डल विनियम 19 ( ii ) के अन्तर्गत आने वाली श्रेणियों के लिए पुरस्कारों की सिफारिश करेगी
15. राष्ट्रीय फिल्म समारोह में सम्मिलित किसी भी फिल्म से प्रत्यक्ष या परोक्ष रूप से सम्बन्ध रखने वाला व्यक्ति, कथाचित्रों के लिए निर्णायक मंडप भौर लघु फिल्मों के लिए निर्णायक मंडल का, जो भी हो, सदस्य नहीं हो सकेगा ।
16. निर्णायक मंडल फिल्मों को परखने हेतु अपनी-अपनी प्रक्रिया स्वयं निर्धारित करेगा । दोनों निर्णायक मंडसों का "कोरम " मनोसीत सदस्यों की संख्या के आधे से कम नहीं होगा ।
17. दोनों निर्णायक मण्डल अपने विवेक से यह सिफारिश कर सकेंगे कि किसी विशिष्ट श्रेणी में पुरस्कार महीं दिया जाए, अगर उन्हें लगे कि प्रविष्ट फिल्म समुचिन स्तर का नहीं है ।
18. कार्यकारी निदेशक, फिल्म समारोह निदेशालय या उनके द्वारा मनो- नीत कोई भी व्यक्ति राष्ट्रीय फिल्म समारोह योजना के बारे में आवश्यक जानकारी भौर स्पष्टीकरण देने हेतु दोनों निर्णायक मंडलों की बैठकों में भाग ले सकता है ।
पुरस्कार
19. फिल्में निम्नलिखित पुरस्कारो के लिए प्रतियोगी होंगी--
(1) कथा चिल
1. सर्वोत्तम कथा चित्र:
निर्माता का स्वर्ण कमल और 50,000 रुपये का नकद पुरस्कार, निर्देशक को स्वर्ण कमल और 25,000 रुपये का नकद पुरस्कार,
2. द्वितीय सर्वोलम कथा चित्र:
निर्माता को रजत कमल और 30,000 रुपये का नकद पुरस्षत्र, निर्देशक को रजत कमल भौर 15,000 रुपये का नकद पुरस्कार,
3. राष्ट्रीय एकता पर सर्वोत्तम कथा जिव के लिए नरगिस बत्त पुरस्कार:-
निर्माता को रजत कमल और 30,000 रुपये का नकद पुरस्कार निर्देशक को रजत कमल और 15,000 रुपये का नकद पुरस्कार , (यह पुरस्कार म केवल उन फिल्मों के लिए दिए जाएंगे जिन्हें साम्प्रदायिक सद्भाव का जिक्षण हो बल्कि उम फिल्मों के लिए भी दिए जाएंगे जिनमें वलित बंगों के उत्थान , विभिन्न क्षेत्रों के बीच एकता की भावना मावि को विखाया गया है) ।
4. परिवार कल्याण पर सर्वोत्तम कथाचित्र:
निर्माता को रजत कमल भौर 30,000 रुपये का नकव पुरस्कार , निर्देशक को रजत कमल और 15,000 रुपये का नकद पुरस्कार,
5. निर्देशक की पहली सर्वोतम फिल्म:
निर्देशक को रजन कमल श्रौर 10,000 रुपये का नकद पुरस्कार ।
6. सर्वोलम वाल फिल्म:
निर्माता को स्वर्ण कमल और 20,000 रुपये का गनापुरनगर निर्देशक को रजत कमल और 10,000 रुपये का नकर पुरस्कार
7. सर्वोत्तम निर्देशल:
निर्देशक को रजत कमल भौर 20,000 रुपये का नकद पुरस्कार ।
8. सर्वोत्तम पठकया:
पटकथा लेखक को रजत क्रमल और 10,000 रुपये का नकद पुरस्कार ।
9. सर्वोत्तम मिनय:

(क) अभिनेता को रजत कमल और 10,000 /- रुपये का नकर पुरस्कार।

( ग) बाल अभिनेता या श्रभिनेत्री को ( जिसकी आयु 14 वर्ष से अधिक नहो) को रजत कमल और 5,000/- रुपये का नकद पुरस्कार ।
10. सर्वोत्तम छायांकन ( रंगीन ):
कैमरामेन को रजत कमल भौर 10,000/- रुपये का नकद पुरस्कार ।
11. सर्वोत्तम छायांकन ( सावी):.
कैमरामैन को रजत कमल भौर 10,000/- रुपये का नकद पुरस्कार ।
12. सर्वोत्तम व्यचनि आलेखन:
ध्वनि श्रालेखक या प्रालेखकों को रजत कमम और 10,000/- रुपये का नकद पुरस्कार।
13. सर्वोत्तम सम्पादन:
सभ्पावक को रजत कमल और 10,000/- रुपये का नकद पुरस्कार ।
14. सर्वोलम तथा निर्देशन:
कला निर्देशक को रजत कमल और 10,000/- रुपयो का नकद पुरस्कार ।
15. सर्वोत्तम संगीत निर्देशक:
संगीत निर्देशक को रजत कमल और 10,000/- रुपये का नकद पुरस्कार ।
16. सर्वोत्तम पार्श्व गायक:
पार्श्वगायक को रजत कमल और 10,000/- रुपये का नकद पुरस्कार ।
17. सर्वोत्तम पार्वगायिका:
पार्श्वगायकिा को रजन कमल और 10,000/- ग्पये का नकव
पुरस्कार ।
18. निर्णायक मण्डल का विशेष पुरस्कार:
मिर्णायक मण्डल ऐमे व्यक्ति या व्यक्तियों को , जिसने पहले पुरस्कार प्राप्त नही किया हो, रजत कमल और 5,000 रुपये क। नकद पुरस्कार अपने विवेक के अनुसार वे सकता है जो कि फिल्म के किसी महत्वपूर्ण पहलू का जिम्मेवार हो ।
19. प्रत्येक प्रावेशिक भावा के सर्वोत्तम कथा चित्र के लिए
पुरस्कार:
निम्नलिखित भाषाश्रो में सर्वोत्तम निर्मित कथाचित्र के निर्मात्रा को रजत कमल और 15,000/- रुपये का नकद पुरस्कार और निर्देशक को रजत कमल और 7,500/- रुपये का नकद पुरस्कार , हिन्दी ( उर्दू, हिन्दुस्तानी और भोजपुरी, राजस्थानी तथा मैथिली जैसी खोलियों सहित ) मराठी ( कोंकणों महित ) , गुजराती, पंजाबी, कश्मीरी, मिन्धी, अंग्रेजी, बंगला, असमिया, उक्रिया, मणिपुरी, तमिल , तलेगु , कन्नड और मल्यालम ।
(ii ) लघुचित्र
1. सर्वोतम सूत्रमा फिल्म ( वृल चित्र ) :
निर्माता और निर्देशक को रजन कमल और 5,000/- रुपये का नकद पुरस्कार प्रत्येक को ।
2. सर्वोतम शिकावातवर्धक सिस्म:
निर्माता और निर्देशक को रजत कमल और 5.000/- रुपये का नकद पुरस्कार प्रभ्येक को ।
3. सर्वोत्तम प्रेरक किश्म ( अभ्यावसायिक/ व्यावसायिक ):
( राष्ट्रीय महत्म जैसे राष्ट्रीय एकता, सामाजिक , न्याय , सहकारिता, बचत, कृषि कार्य सहित विकास की प्रगतिशीलता भावि विषयों पर सर्वोत्तम प्रेरक फिल्म या सर्वोत्तम व्यवसायिक विज्ञापन फिल्में) निर्माता और निर्देशक को रजत कभन्न प्रत्येक को ।
4. परिवार कल्याण पर सर्वोत्तम फिल्म:
निर्माता भौर निर्देशक को रजत कमल और 5,000/- रुपये का नकद पुरस्कार प्रश्येक को ।
5. सर्वोत्तम प्रयोगात्मक फिल्म:
निर्माता और निर्देशक को रजत कमल और 5,000/- रुपये का नकव पुरस्कार प्रत्येक को ।
6. सर्वोत्तम कार्टून फिल्म:
निर्माता और निर्देशक और कार्टूनकार ' ऐनिमेडर " को रजत कमल और 5.000/- रुपये का नकद पुरस्कार प्रत्येक को ।
7. सर्वोत्तम स्यूजरील कैमरामैन:
सर्वोत्तम न्यूजरील कैमरामैन को रजत कमल और 5,000/- रुपये का तकव पुरस्कार ।
8. सर्वोत्तम भारतीय समाचार चित्र:
निर्माता को रजत कमल और 5,000/- रुपये का नकद पुरस्कार।
स्पष्टीकरण--
* प्रत्येक श्रेणी में पुरस्कार विजेता से अभिप्राय क्रमशः उनसे है जिनके नामों का उल्लेख प्रविष्टि फिल्म के शीर्षकों में होगा और प्रत्य कोई भी दावा दर्ज नहीं किया जाएगा ।
* यदि कोई फिल्म विनियम 19( 1) ( i) से ( vii ) पौर (xix) के अन्तर्गत एक से अधिक पुरस्कार पाती है तो उसके निर्माता और निर्देशक को केवल वही एक पुरस्कार दिया जाएगा जिसकी राशि सर्वाधिक होगी तथापि उसी निर्माता और निर्देशक को विभिन श्रेणियों में विभिन्न फिल्मों के लिए एक से अधिक पुरस्कार दिए जा सकते हैं ।
*कोई एक पुरस्कार एक से अधिक व्यक्ति के पास आता है तो केवल एक कमल हो विया आएगा और नकद पुरस्कार को प्राप्नकर्तामों में बराबर- बराबर बांट दिया जाएगा बशर्ते कि विनियन 19 के अन्तर्गत व्यवस्था न हो ।
बावा साहिब फाल्के पुरस्कार
20. विनियम 19 में उल्लिखित पुरस्कारों के अतिरिक्त भारतीय सिनेमा के क्षेत्र में सर्वोत्कृष्ट योगदान के लिए भारत सरकार भरने विवेक से एक विशेष पुरस्कार देगी । यह पुरस्कार एक स्वर्ग कमल, 40,000/- रुपये का मक्रव पुरस्कार और एक शाल के रूप में होगा ।
उप-शीर्षक ( सब-टाइटल ) :
21. विनियम 19 ( 1) ( i) से ( vii) भौर ( xix ) के अन्तर्गत पुरस्कार जीतने वाले कयाचित्र के निर्माता को अपनी फिल्म के उप-शीर्षक मूल भाषा से किसी भारतीय या विदेशी भाषा में करवाने पर 5,000/- रुपये की प्रतिरिक्त राणि षी जाएगी ।
सामान्य:
22 निदेशालय को यह प्रधिकार होगा कि बह पुरस्कारों के लिए प्रविष्ट उस फिल्म के एक प्रिस्ट को जिमे पुरस्कार मिला हो , अपने 298

पास रख सकेगा । उस फिल्म की लागत अर्थात् कच्चे माल की लागत और उसके परिष्करण के खर्चे की प्रतिपूर्ति निर्माता को दी जाएगी बशर्ते कि प्रिन्ट बिल्कुल नया हो तथा पुरस्कार की घोषणा के तीन माह के भीतर वे दिया जाए । यवि पुरस्कार घोषणा के तीन माह के भीतर नया प्रिन्ट निदेशालय को नहीं दिया जाता तो निर्माता को किसी भी प्रकार की प्रतिपूर्ति नहीं दी जाएगी तथा राष्ट्रीय फिल्म समारोह में सम्मिलित प्रिन्ट की किसी क्षतिपूर्ति के बगैर निदेशालय अपने पास रख सकेगा ।
23. पुरस्कार विजेयता फिल्म निर्माता को निर्धारित संलग्न प्रोफार्मा में प्रतिज्ञा भी लेनी पड़ेगी कि भारत का राष्ट्रीय फिल्म अभिलेखागार पूना को यह अधिकार होगा कि अभिलेखागार के खर्चे पर श्रभि- लेखागार के परिरक्षण तथा रिकार्ड के लिए प्रिन्ट का पोजिटिव प्राप्त करे ।
24. राष्ट्रीय फिल्म समारोह में शामिल फिल्म के निर्माता को उस फिल्म के निर्णायक मण्डल या उनके किसी भी मामिका के सामने ग्रा निदेशालय द्वारा प्रायोजित सार्वजनिक प्रदर्शन या किसी विशेष प्रदर्शन पर कोई आपत्ति नहीं होगी । यदि इससे कोई आय होगी तो यह सरकार के राजस्व खाते में जमा करवाई जाएगी ।
25. फिल्म और प्रचार सामग्री के लाने व ले आने पर जो खर्च होगा वह सारा प्रतियोगी को वेना होगा ।
26. पुरस्कारों और इनः विनियमों की सही व्याख्या के सम्बन्ध में भारत सरकार के निर्णय अन्तिम होंगे और उनके विरुद्ध कोई भी अपील नहीं की जा सकेगी 1
2.7. ज़ो व्यक्ति राष्ट्रीय फिल्म समारोह में भाग लेगा तो यह समझा जाएगा कि उसे ये नियम स्वीकार है ,
28. समारोह में प्रविष्ट फिल्मों के प्रिन्ट प्रचार सामग्री भोर उनसे सम्ब न्धित सभी पत्त्राचार इस पते पर किया जाना चाहिए:

MINISTRY OF INFORMATION AND BROADCASTING
29th NATIONAL FILM FESTIVAL OF INDIA 1982 SATYAM SHIVAM SUNDARAM
G.S.R. 243(E ) . The Ministry of Information and Broad- casting, Government of India hereby notify the regulations for the 29th National Film Festival of India, 1982 .
The Festival is being organised by the Directorate of Film Festivals , National Film Development Corporation Limited on behalf of the Government of India .
REGULATIONS
Alms
I. The Festival aims at encouraging the production of films of aesthetic excellence and social relevance; contribut- ing to the understanding and appreciation of the film cultures of different regions ; and promoting the integration and unity of the nation .
Eligibility
2. Any film produced in India , received by the Central Board of Film Censors for certification in 1981 and certified not later than the 31st January , 1982, is eligible for entry into competition . Any film produced in 1981 by a Film Institute recognised by the Government is eligible with or without certification by the Censors. However, this will not exempt the Institute films from censorship for public screenings .
3. Films entered should be in 35 mm or 16 mm. Short films should ordinarily, not exceed 1000 meters in length if they are in 35 mm. and 400 meters in length if they are in 16 mm.
4. Films can be entered by government departments . government recognised institutes and individual producers and production companies .

5. Participants are requested to complete the enclosed entry forms in duplicate . These forms must be filled in full detail and reach the Directorate of Film Festivals latest by the 22nd March , 1982 .
Synopses, Seripts, etc.
6. The following material pertaining to both features and shorts entered in the festival should be sent along with the entry forms to reach the Directorate latest by the 22nd March, 1982 :
Features
*Forty copies of the synopsis in English
*Five copies of the dialogue list in the original language of the film along with five copies of the English translation
*Short biographical sketch of the producer,, director, screenplay writer, leading artistes , cameraman, audio . grapher, editor, art director , music director and play- back singers along with two photographs each
"Six posters and six sets of stilla
Shorts
*Fifteen copies of the text of the commentary in the original language along with fifteen coples of the translation in English
Short biographical sketch of the producer , director , dhector , animator ( in the case of animation films ) and cameraman ( in the case of a newsreel) along with two photographs each .
Entry Fee
7.Every application for entry must be accompanied by an entry fee of Rs. 100 in the case of films exceeding 1000 metres in length in 35 mm and 400 meters in length in 16 In the case of firms shorter thats those, the entry fee is Rs. 50.
The entry fees are to be remitted by Demand Draft in favour of "The Deputy Director, Directorate of Film Festi- valy" , payable at the Central Bank of India , Khan Market , New Delhi . The fees will not be refunded.
Prints
8. TheThe prints of films entered must reach the Directorate of Film Festivals latest by the 22nd March , 1982. The despatch details of the films , mentioning the title and the number of reels , should be telegraphed to the Directorate immediately to ensure clearance .
Jury
9. Two juries will be constituted , one for judging feature films and one for judging short films .
10. The jury for feature films will be composed of a chair- man and not more than 24 members distinguished in the field of cinema, other allied arts and humanities who are qualified to judge the artistic and technical merits of films .
11. The Chairman can, at his discretion , constitute panels put of the members of the jury for feature films to examine feature and children's films in the various languages . Each panel will recommend not more than three films in each language , considered suitable for awards , without indicating the order of merit . However, the panels is free to indicate its recommendations for awards for individual achievement under regulation 19 I (vii ) to (xvii ) for consideration of the jury.
12. The jury for feature films will then view all the films recommended by the panels and decide on the awards for the various categories under regulation 19 I.
13. The jury will first select the award winners for the Best Feature Film, Second Best Feature Film , Best Feature Film on National Integration. Best Feature Film on. Family Wel- fare, Best First Film of a Director and Best Children Film . The Films selected for these awards will not be eligible for the awards given to the Best Feature Film in each regional language under regulation 19 1( xix) .
14. The jury for short films will be composed of a chair- man, not more than three members distinguished in the field of cinema and one member distinguished in the field of humanities . This jury will recommend films for awards in the categories under regulation 19 II .
15. Any person directly or indirectly associated with a film entered in the National Film Festival will not be eligible to serve on the jury for feature films and the jury for short films , as the case maybe .
16. The juries will determine their own procedure for the examination of films . The quorum of the two juries will not be less than half of the members nominated.
17. Both the juries have the discretion to recommend that an award in any particular category should not be given if they feel that the films entered do not come up to the required standard.
18. The Executive Director , Directorate of Film Festivals o: his nominee will attend the deliberations of both the juries in order to provide information and clarification regarding the National Film Festival scheme .

19. Films will compete for the following awards :
I. Features
(i) Best Feature Film :
Swaran Kamal and a cash prize of Rs . 50,000 to the producer and Swaran Kamal and a cash prize of Rs. 25,000 to the director
(li) Second Best Feature Film :
Rajat Kamal and a cash prize of Rs. 30,000 to the producer and Rajat Kamal and a cash prize of Ra. 15,000 to the director .
( iii) Nargis Dutt Award for Best Feature Film on National Integration :

N.B. * The award winners in every category will be those whose names are on the credit titles of the film and no other claims will be entertained.
If the same film qualifies for more than one award unde regulation 19 1 ( i ) to ( vii ) and ( xix ) the produ- cer and the director of the film will receive the award only in one capacity carrying the higher cash prize . However , more than one award can be given to the same producer and director for different films under different categories .
f any one award goes to more than one person , only one Kamal will be given and the cash prize will be equally divided between the recipients , unless other- wise specified under regulation 19 .
Dada Saheb Phalke Award
20. In addition to the competitive awards mentioned in regulation 19 , the Government at its discretion will give a special award for outstanding contribution to the cause of Indian Cinema . The award will consist of a Swaran Kamal , a cash prize of Rs . 40,000 and a shawl .
Subtitling
21. The producer of a feature film which wins award under categories 19 I( i) to (vii ) and ( xix ) of these regulations will be granted an additional sum of Rs . 5,000 on his getting that film sub - titled from its original to any other Indian or foreign language .
General
22 The Directorate will be entitled to retain one print of very film which receives an award. The cost of the print . viz. , the cost of raw material and processing charges , will 300/1

be reimbursed to the producer, if a brand new print is made available within three months from the date of the announcement of the awards . If a brand new print is not supplied to the Directorate within a period of three months of the announcement of the results , then no reimbursement need be made and the print entered for the National Film Festival can be retained by the Directorate without any com- pensation to the producer .
23. The producer of a film winning an award will also undertake , on the prescribed proforma enclosed, to authorise the National Film Archive of India , Pune to score a positive print at the cost of the Archive for pre servation and record in the Archive.
24. The producer of the film entered for the National Film Festival wilt have no objection to the screening of his film for the jury or for any oftheir panels , in public shows or for any other special screening that the Directorate may organise . The proceeds , if any , will be credited to the Government revenues.
25. The entire cost of freight for prints and publicity material will be borne by the entrants .
26. The decision of the Government of India in respect of the awards and of the interpretation of these regulations will be final and no appeal will lie against them.
27. A person who participates in the National Film Fesival will be deemed to have accepted these regulations .
