का० आ० 245 (अ) खाद्य श्रर्पाग्मश्रण निवारण नियम, 1955 का संशोधन करने के लिए नियमों का एक प्राप्प व्याय अमिश्रण निवारण अधिनियम , 1954 ( 1954 का 37 ) की धारा 23 की उपधारा ( 1 ) द्वारा यथा अपेक्षित भारत सरकार के धाम्थ्य और परिवार कल्याण मंत्रालय ( स्वास्थ्य विभाग ) की अधिसूचना संख्यांक 142 तारीख 30 जनवरी , 1981 के अधीन भारत के राजपत्र भाग 2, खंण्ड 3, उपखण्ड ( i ) तारीख 7 फरवरी , 1981 पृष्ठ 273-275 पर प्रकाशित किया गया था, जिसमें उम तारीख में, जिगको उम राजाय की पनिथा, जिसमें उक्त श्रधिसूचना प्रकाशित हुई थी, जनना को उपलब्ध थारा दी गई थी , नश्ये दिन की ग्रर्याध की ममाप्ति के पूर्व उन गभी व्यक्ायां से आक्षेप और मुआव मागे गाए थे, जिनके उरामे प्रभानिन होत की सम्भानना है ।
भौर उक्न राजपत्र की प्रनिया 7 फरवरी 1931 को जनता को उपलब्ध करा दी गई थी
और केन्द्रीय सरकार ने उक्त प्रारूप के बावन प्रन गाक्षेपों और सुझावों पर विचार कर लिया है:
श्रम. , केन्द्रीय सरकार , उक्त अधिनियम की धारा 2-3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियो का प्रयोग करने हुए, नथा केन्द्रीय खाय मानक ममिति से परामर्श करने के पश्चात् खाद्य अपमिश्रम निवारण नियम, 1955 का और संणोंधन करने के लिए निम्नलिखित नियम बनाती है, अर्थानः-
1. सक्षिप्त नाम और प्रारम्भ ( i ) इन नियमों का संक्षिप्त नाम खाद्य अमिश्रण निवारण ( भुमीय संशोधन ) नियम, 1982 है ।
( 2 ) थे राजपत्र में प्रकाशन की तारीख को प्रवृत्त होगा ।
2. खाथ श्रपमिश्रण निवारण नियम , 1955 के परिशिष्ट "ख" में ( ग्र) मद्र सं ० क 12 में,
( क ) खण्ड 3 के पण्चात् निम्नलिखित अंगः स्थापिन किया जाएगा अर्थात.-
" । निषित वगा का गलनांक 31° से 37° सेंटीग्रेड" (केपिलगे ग्लिप पद्धति)
5. निस्कषित वमा का यमायुनीकरणीय पदार्थ भार में 1.5 प्रतिशन म श्रनधिक ।
मुक्त वामु प्रम्न ( निष्कर्पित बभा श्रालीक अम्ल के रूप में)
भार में 0.25
प्रतिशत में अनधिक
0.5 में अनधिक"

(ख) " रेड यूनिट्स" अंक और गब्दों के स्थान पर 2.5 यनिट्स" अक और शब्द रखे जाएंगे ।
(अ) मद क 17 09 में,
( क) "कुमुम्म तेल ( सफलायर आयल ) शब्दों के ग्थान पर" माभ बीज तेन्न" शब्द रखे जाएंगे ।
(ख) खण्ड ( ग ) 7. " 146 " अंकों के स्थान पर " 148 " अक रखें जाएंगे ।
(३) मद क-17.22 के पश्चात् निम्नलिखित जोड़ा जाएगा , अर्थात-
"क. 17.23 धान धोकर तेल से, श्रीराश्जा मैटाध्वालिन का धान के अभिप्राप्त धान के भूगपोष के चारों ओर को परत से श्रभिप्राप्त तेल अभिप्रेत है । फेम गाभिनी, जिम धान पेषण की प्रक्रिया के दौरान हटा दिया जाता है और जी माधारणतया धान घौकर के रूप में माना जाता है ।
परिषक्कम धान चोकर तेल क्षार से निष्प्रभाविन, विरंजन भूदा गा मक्रियित कार्बन या दोनों के साथ विरंजित तथा वाष्प के साथ निर्गन्धीकृत विलायक निष्कर्षित तेल से प्रभिप्राप्त किया जाएगा । विकल्पतः निर श्रम करण विरंजन और निर्गन्धीकरण भौतिक साधनों से किया जा सकेगा ।
तेल साफ होगा और दुर्गन्ध, अपमिश्रणो, तलछटों, निलम्बित और अन्य विजातीय पदार्थी पृथककृत जग और मिलाए गए रंजक तथा सुरुचि कारक पदार्थों से मुक्त होगा । तेल की शुद्धता का निर्णय निस्पदिम नमूने को 24 घंटे के लिए 35 ° सेंटीग्रेड पर रखने के पश्चात् श्राबिलना की अनुपस्थिति द्वारा किया जाएगा । धान चोकर तेल का विक्रय केवल परिष्करण के पश्चात् मानव उपभोग के लिए किया जाएगा । यह निम्न- लिखित मानकों के अनुसार होगा, अर्थातः-
( 1) अर्द्रता और प्रविनय अपद्रव्यों का भार में प्रतिशन-0.1 अनधिक
(3) 40° सेंटीग्रेड पर अपवर्तनांक 1,4600 से 1.1700 नक या
10° सेंटीग्रेड पर ब्यूटिरो रिफॅक्टोमीटर पठन-51.0 में 66.4 तफ
(3) साबुनीकरण मान- 180 में 195
(4) आयोडीन मान ( बिज पद्धति ) 90 से 105 नक
(5) मुक्त वसा अम्म ( श्रोलीक अम्ल के रूप में) का भार में प्रतिशन 0 25 से अनधिक था
अम्ल मान-0.5 से अधिक
(6) असाबुनीकरणीय पदार्थ का भार में प्रतिशय -3 5 से अधिक
(7) प्रजवलन नाप (गेन्की मार्टन क्लोज्ड पनि) -250° सेटीग्रेड से श्रन्यून"
टिप्पणः मद क 17 के अधीन विहित खाद्य तेल, एरंड तेल से मुक्त होंगे ।
(ई) मद क 19 में.-
(क) "हाइड्रोजनीकरण द्वारा निर्मित किया जाएगा" शब्दों के पश्चात् निम्नलिखित शब्द जोरे जाएंगे , अर्थात. -
"रिष्कृत मैला बीज वसा, यदि प्रयुक्त की आए तो, कुल तेल- मिश्रण के 10 प्रतिशत से अधिक नहीं होगी । "
(ख) खण्ड (vii ) में, " 1.25 " अंकों के स्थान पर, " 2.0 " রণ रखे जाएंगे ।

কনা, प्रर्थान ( उ) गद रु 19.01 के खण्ड ( प्र) के गावात निम्नलिखित खण्ड
"(क ) दामे मायसीकारक के रूप में मिलाए गए मोमारिनसेराइड और डाংग्लसराइड हो सकेंगे ।

G.S.R. 245 (E) . --Whereas certain draft rules further to amend the Prevention of Food Adulteration Rules , 1955, were pub- lished as required by sub - section ( 1 ) of section 23 of the Preven- tion of Food Adulteration Act , 1954 ( 37 of 1954 ) , with the notification of Government of India in the Ministry of Health and Family Welfare ( Departinent of Health ) No. G.S.R. 142 , dated the 30th January , 1981 published in the Gazette of India , Part JI Section 3 Sub - section ( i ) dated the 7th February , 1981 (at pages 273 to 275 ) inviting objections and suggestions from all the persons likely to be aflected thereby the expiry of ninety days from the date on which copies of the Gazette of India in which the said notification was published , were made available to the public.
And whereas the copies of the said Gazette were made available to the public on the 7th February , 1981 and whereas the objections and suggestions received from the public on the draft rules have been consideredby the Central Government .;
Now, therefore , in exercise of the powers conferred by sub- section ( 1 ) of section 23 of the said Act ; the Central Government after consultation with Central Committee for Food Standards hereby makes the following rules , further to amend the Preven- tion of Food Adulteration Rules , 1955 , namely :-
RULES
1. ( 1 ) These rules may be called the Prevention of Food Adulteration ( iii Amendment ) Rules , 1982.
(2) They shall come into force on the date of their publi- cation in the Official Gazette .
2. In the Prevention of Food Adulteration Rules , 1955 , in Appendix ' B' :
A. in item A. Ε
( a) after clause 3 , the following shall be inserted , namely :
"1-Melting point of extracted fat -31 ° C to 37 ° C (Capillary Slip method) .
5--Unsaponifiable matter of extracted fat . Not more than 1.5 per cent by weight .
6 -I ree fatty acids (as oleic acid) of extracted fal . R Acid value Not more than (0,25 per cent byweight. Not more than 0.5" ;
(b) for the figure and words " 2 red units " , the figures and words " 2.5 red units shall be substituted;
B. in item A. 17.09
(a) for the words " SAIFLOWER OIL " , the words SAF- FLOWER SEED OIL " shall be substituted.

(b) in clause (c ) , for figures ' 146 ' , the figures ' 148 ' shall be substituted:
C. after item A. 17.22, the following shall be added , namely :
"A. 17.23-Rice Bran Oil means the oil obtained from the layer around the endosperm of rice obtained from paddy of Oryza Sativa Linn . Fam Gramineae , which is removed during the process of rice milling and is generally known as rice bran .
Refiened Rice Bran Oil shall be obtained from solvent extracted oil , neutralised with alkali , bleached with bleaching carth or activated carbon or both and deodorised with steam . Alternatively deacidification , bleaching and deodorisation may be done by physical means .
The oil shall be clear and free from rancidity , adulterants , sediments , suspended and other foreign matters , separated water and added colouring and flavouring substances . The clarity of the oil shall be judgedby the absence of turbidity after keeping the filtcred sample at 35° C for 24 hrs . Rice Bran oil shall be sold for human consumption only after refining . It shall conform to the following standards , namely :
(i) Moisture and insoluble Not more than 0.1 per impurities . cent by weight .
( ii ) Refractive index at 40 °C 1.4600 to 1,4700

Butyro - refractometer reading at40°C.

Note : The edible oils prescribed under item A.17 shallbe free from Castor oil .
D. in item A. 19
( a ) after the words , " allowed by the Government for the purpose" , the following words shall be added , namely :- "Refined sal seed fat, if used, shall not be more than 10 percent of the total oil mix . " ;
(b) in clause ( vii ) , for the figures " 1.25 " , the figures " 2.0 " shall be substituted;
E. in item A. 19.01 , after clause ( b ) the following clause shall be added, namely :-
"(c) it may contain added mono- glycerides and diglycerides as emulsifying agents . "
