सा०का ०नि ० 271 ( अ) राष्ट्रपति द्वाराया गया निम्नलिखित प्रवेश सर्वसाधारण की जानकारी के लिए प्रकाणिन किया जाता है:--
"सं ०प्रा० 116
संविधान ( राजस्व-वितरण ) आदेश, 1982
राष्ट्रपति, संविधान के अनुच्छेद 275 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए वित्त आयोग की सिफारिशों पर विचार करने के पश्चात् निम्नलिखित आदेश करते हैं , अर्थात्:--
1. इस आदेश का संक्षिप्त नाम मविधान ( राजस्य-वितरण) आदेश ,
1982 है ।
2. साधारण खंड अधिनियम, 1897 ( 1897 का 10) इस भावेश के निर्वचन के लिए उसी प्रकार लागू होगा , जिस प्रकार वह किसी केन्द्रीय अधिनियम के निर्वचन के लिए लागू होता है ।
3. ( 1) अनुच्छेद 275 के खंड ( 1 ) के उपबन्धों के अनुसार, 1 अप्रैल, 1981 से प्रारम्भ होने वाले वित्तीय वर्ष में, निम्नलिखित राशि को भारत की संचित निधि पर प्रभारित किया जाएगा,--
( क) नीचे सारणी के स्तम्भ ( 1 ) में विनिविष्ट प्रत्येक राज्य के राजस्व के सहायता अनुदान के रूप में उक्त सारणी के स्तम्भ (2) से ( 6 ) में प्रत्येक के सामने विनिर्दिष्ट राशि को उन स्तम्भों में उल्लिखित सेक्टरों के प्रशासन और सेवाओं से संबंधित मानकों के उन्नयन के लिए कार्यक्रमों पर गजस्व और पूंजीगत प्रकृति के व्यय मद्दे :

परन्तु ऊपर विनिविष्ट राणि, सेक्टरों के प्रशासन और सेत्राओं के संबंध में मानकों के उन्नयन के लिए राज्य सरकारों द्वारा बनाए गए और केन्द्रीय सरकार द्वारा अमुमोदित कार्यक्रमों पर व्यय की जाएगीः
परन्तु यह और कि यदि किसी प्रणासन से संबंधित श्रनुमोदित कार्यक्रम या कार्यक्रमों पर किया गया वास्तविक व्यय , जैसा कि उस वर्ष के लेखाओं से प्रकट होता है, उस प्रशासन के सामने ऊपर विनिर्दिष्ट अनुवान की रकम से कम है तो इस प्रकार अधिक संदत्त रकम किसी अन्य राशि या राशियों के विरुद्ध, जो उसी प्रयोजन या किसी अन्य प्रयोजन के लिए किसी उत्तरवर्ती वर्ष में उस राज्य को संदेय हो जाए, समायोजित की जाएगी;
(८) नीचे सारणी के स्तम्भ ( 1 ) में विनिविष्ट प्रत्येक राज्य के राजस्व के सहायता अनुदान के रूप में उक्त सारणी के स्तम्भ ( 2) में उसके सामने विनिर्दिष्ट राशि को, संविधाम ( राजस्व संवितरण ) भावेश , 1981 के अधीन शुद्ध ब्याज वायित्व मद्दे संदल अमुवानअमुर को हिसाब में लेने के पश्चात इस निमित्त वित्त आयोग की सिफारिशों के अनुसार बुद्ध ब्याज वायित्व मद्दे, 1 अप्रैल , 1980 से प्रारम्भ होने वाले वित्तीय वर्ष में उल्लिखित राज्यों में से प्रत्येक राज्य के नए उधारों भौर ऋणों मई:

THE CONSTITUTION ( DISTRIBUTION OF REVENUES ) ORDER , 1982
In exercise of the powers conferred by article 275 of the Constitution, the President , after having considered the recom- mendations of the Finance Commission, hereby makes the following Order , namely:-
1. This Order may be called the Constitution (Distribution ofRevenues) Order, 1982 .
2. The General Clauses Act , 1897 ( 10 of 1897), shall apply for the interpretation of this Order as it applies for the inter- pretation of a Central Act .
3. (1) In accordance with the provisions of clause ( 1 ) article 275, there shall be charged on the Consolidated Fund of India, in the financial year commencing on the 1st day ofApril , 1981, as grants- in- aid of the revenues of
(3) each of the States specified in column ( 1 ) of the Table below, the sums specified against it in each of the columns (2) to (6) of the said Table , towards expenditure , of revenue and 'capital nature , on programmes for upgra- dation of standards relating to the administration of the sectors and services mentioned in those columns :-

परन्तु यदि वास्तविक उधार और ऋण के आंकड़े जैसा कि उस बर्ष के लेखाओं से प्रकट होता है , या उधार पर ब्याज की दरें, ऊपर विनिर्दिष्ट अनुदान के अवधारण में हिसाय में लिए गए सुसंगत आकड़ों से भिन्न हों तो इस प्रकार संवत्त अनुदान की रकम किसी ऐसी राशि या राशियों के प्रति, जो उसी प्रयोजन या किसी अन्य प्रयोजन के लिए किसी उत्तरवर्ती वर्ष में उस राज्य को संदेय हो जाएं, समायोजित की जाएगी/ जाएंगी ।
(2) 1 अप्रैल, 1981 को प्रारम्भ होने वाले वित्तीय वर्ष में उपपैरा ( 1 ) के खंड (क) और खंड (ख ) के प्रधीन किसी राज्य को संदेय कोई राशि या राशियां उस राज्य को संदेय उस राशि या उन राशियों के अतिरिक्त होगी/ होंगी जो उस वित्तीय वर्ष में संविधान ( राजस्व वितरण) भावेश , 1979 के पैरा 4 के उप पैरा ( 1) के अनुसरण में उस राज्य को संदेश है ।हैं ।

as revealed in the accounts of that year , is lower than the amount of grant specified above against that administration , the amount so paid in excess shall be adjusted against any sum or sums which may become payable to that State in any of the succee- ding years for the same purpose or any other purpose;
Provided that if the figures ofactual borrowings and lendings as revealed in the accounts of that year , or the rates of interest on borrowings are different from the relevant figures taken into account in determining the grants specified above, the amount of grant so paid shall be adjusted against any sum or sums which may become payable to that State in any of the succeeding years for the same purpose or any other purpose .
(b) each of the States specified in column ( 1) of the Table below, the sums specified against it in column (2) of the Table towards net interest liability on account of fresh borrowings and lendings of each of those States , in the financial year com- mencing on the 1st day of April, 1980, after taking into account the grants paid towards net interest liability under the Consti- tution (Distribution of Revenues) Order , 1981 as per the recom- mendations of the Finance Commission in this regard:--
