का. आ. 284(अ) .-केंद्रीय सरकार आवश्यक वस्तू अधि- नियम, 1955 ( 1955 का 10) की धारा 3 द्वारा प्रदत्स शक्तियों का प्रयोग करते हुए , अखबारी कागज नियंत्रण आदेश , 1962 का और संशोधन करने के लिए निम्नलिखित आदेश बनाते हैं , अर्थात्:-
1. ( 1) इस आदेश का संक्षिप्त नाम , अखमारी , कागज , नियंत्रण (संशोधन) आदेश , 1982 है ।
(2) यह तुरन्त प्रयुक्त होगा ।
2. अखबारी कागज आदेश 1962 (जिसे इसमें इसके पश्चात उक्त आदेश कहा गया है) के खण्ड 2 म
(1) उप- खंड ( ग) में , " और अपने प्रश्खदारी कागज के वितरण के लिए नेवा मिल्स द्वारा नियक्त कोई अभिकर्ता" शब्दों के स्थान पर " अनुसूची 1 की मद 3 में यथा विनिर्दिष्ट किसी मिल द्वारा अपने अखयारी कागज के वितरण के लिए नियुक्त कोई अभिकर्ता और समाचार- पत्रों द्वारा , उनकी और से अखबारी कागज का परिदान लेने के लिए , प्राधिकृत कोई व्यक्ति रखे जाएंगे ; और अंक्र
(2) उप- खंड ( ड . ) में " चाहे नेपा मिल्स द्वारा उत्पा- दित है" शब्दो के स्थान पर " चाहे अनुसूची 1 की मब 3 में यथाविनिर्दिष्ट किसी मिल द्वारा देश में उत्पादित है" शब्द और अंवा रखे जाएगे ,
(3) उप खंड (ड.ज. ) में " नेपा मिल्स द्वारा उत्पावित" शब्दों के स्थान पर " अमुस्यो 1 की मध छ में यथाविनिर्दिष्ट किसी मिल द्वारा उत्पादित " शब्द और अंक रखें आएंगे ।
3. उक्त आदेश के खंड 5 के पश्चात निम्मलिखित खंड अंतःस्थापित किया जाएगा , अर्थात्
" 5 -क समाचार- पत्रों आदि की प्रत्येक प्रति में प्रकाशित की जाने वाली विशिष्टियां
(1) अखबारी कागज का प्रत्येक उपभोक्ता जो किसी दैनिक समाचार- पत्र का मुद्रक या प्रकाशक या दोनों है प्रतिदिन अपने समाचार- पत्र की प्रत्येक

के पश्चातथारु निम्नलिखित अंतःस्थापित किया जाएगा ; अर्थात् :--
प्रति के पहले पृष्ठ पर प्रमर से निम्नलिखित मुद्रित करेगा:
(1) यदि मुद्रित समाचार पत्र का कंवल एक ही संस्करण है तो उस संस्करण के पूर्ववती दिन को उस संस्करण की वास्तन्कि मूव्रित प्रतियों की कुल संख्या ;
"मैसूर पेपर मिल्स से हिन्दुस्तान पवर कारपोरेशन (केरल न्यूजप्रिन्ट प्रोजेक्ट) ; आदि शे 1 [फा. सं. 5(2) 81 -চাगज] बी. आर . आर. अय्यंगर , संयुक्त सचिव
(2) यदि एक स्थान से किसी समाचार पत्र के मुद्रित संस्करण एक से अधिक है तो ,
(क) उस संस्करण; और (ख) सभी संस्करणों को मिलाकर , पूर्ववती दिन को संस्करण की वास्तविक मुद्रित प्रतियों की कुन ग्रख्या ।
MINISTRY OF INDUSTRY (Department of Industrial Development) ORDER New Delhi , the 26th April , 1982
Б.О. 284( E) . In exercise of the powers conferred by sec tlon 3 of the Essential Commodities Act, 1955 (10 of 1955 ) , the Central Government hereby makes the following Order further to amend the Newsprint Control Order, 1962. namely :-
(2) अखबारी कागज का प्रत्येक उपभोक्ता जो वैनिक समाचार- पत्र से भिन्न किसी तिल कालिब, पत्रिका का मुद्रक या प्रकाशक या बोनों है , नियत कालिक पत्रिका की प्रत्येक र्याल में से निम्नलिखित मुद्रित करेगा : -
1. ( 1 ) This Order may be called the Newsprint Control (Amendment) Order , 1982 . (2) It shall come into force at once .
2.In clause 2 of the Nowsprint Control Order , 1962 (here- inafter referred to as the said Order) ,-
(1) यदि नियतकालिक पत्रिका का कयल एक ही संस्करण है तो , उससे पूर्ववती अंक की गस्त- विक मुद्रित प्रतियों की कुल संख्टा ;
(i) in sub-clause (c) , for the words " and an agent ap- pointed by the Nepa Mills for distribution of theil newsprint" , the words and figures " an agent ap- pointed by any Mill as specified in item 3 of Sche- dule I for distribution of their newsprint and person authorised by the Newspapers for taking de- liveries of newsprint on their behalf" shall be sub- stituted; a (2) यदि एक स्थान से मत्रित नियतकालिक पत्रिका के एक से अधिक संस्करण है तो ( क) उस संस्करण की; और (ख) सभी संस्करणों को मिलाकर पूर्ववती दिन को संस्करण वास्तविक मंत्रित प्रतियों की कुस । "
4. उक्त आदेश के खण्ड 7 में , -
(n) in sub-clauseuse (e) , for the words " whether produced by Nepa Mills", the words and figures "whether pro- duced indigenously by any Mill as specified in item 3 of Schedule 1" shall be substituted;
(ui) in sub- clause (ce), for the words "produced by Nepa Mills" , the words and figures " produced by any Mill as specified in item 3 of Schedule I shall be substi- tuted .
(1) उप - खंड (क) में " नेपा मिल्स द्वारा विनिर्मित " शब्दों के स्थान पर " अनुसूची 1 की मब 3 में यथा विनिर्दिष्ट किसी मिल द्वारा विनिर्मित " शब्द और अंक रखे जाएंगे ;
3. After clause 5 of the said Order, the following clause shall be inserted , namely :--
(2) उप- खण्ड (कक) में 'नेपा मिल्स द्वारा शब्दों का लोप किया जाएगा ।
"5A. Particulars to be published in each copy of the news- papers etc.
5. उक्त आदेश की अनुसूची 1 की भद 3 के स्थान पर निम्नलिखित रखा जाएगा , अर्थात: -
ог (1) Every consumer of newsprint who is a printer publisher or both of a daily newspaper shall print prominently on the front page of each copy of the newspaper every dav the following :-
(1) in case there is only one edition of the newspaper printed, the total number of copies actually printed of that edition on the preceding day of publication ;
" 3. नेपा मिल्स र्मसूर पेपर मिल्स , हिन्दुस्थान पेपर कारपोरेशन ( केरल न्यूज प्रिन्ट प्रोजेक्ट) और केंद्रीय सरकार द्वारा ; भारत के राजपत्र में अखबारी कागज उत्पादक मिल के रुप में अधि सूचित किसी अन्य मिल द्वारा विनिर्मित देशी अखबारी कागज" ।
( ii) in case there are more than one edition printed of a newspaper from one place , the total number of copies actually printed (a) of that edition ; and (b ) of all the editions put together, on the preceding day of publication
(2) Every consumer of rewsprint who is a printer or pub- lisher or both of a periodical other than a daily newspaper shall print prominently in each copy of the periodical the following:-
(i) in case there is only one edition of the periodical printed, the total number of copies actually printed of the immediately preceding issue;
6. उक्त आदेश की अनुसूची 11 के प्रारम्भि पैरा में " नेशनल न्यूज़ प्रिन्ट एण्ड पेपर मिल्स , नेपनेषण नगर, मध्यप्रदेश" शब्दों के पश्चात " मैसूर पेपर मिल्स , हिन्दुस्तान पेपर कार पोरेशन (केरल न्यूजप्रिन्ट प्रोजेक्ट) आदि" शब्द और कोष्ठक अतः स्थापित किए जाएंगे ।
की 7. प्राप्त मात्रा (प्रकाशन अनुसार दि जाएगी) " प्रभाग के नीचे स्तम्भ 1 में , "नेपा मिल्स से' शब्दो
(ii ) in case there are more than one edition of the periodi- cal printed from one place , the total number of copies actually printed ( a) of that edition; and (b) of all the editions put together , on the proceeding day of publication . " भारत का रजिपक्ष असाधारण

4. In clause 7 of the said Order,--
(i) in sub- clause (a) , for the words " manufactured by the Nepa Mills" the words and figures " manufactured by any Mill as specified in item 3 of Schedule I " shall be substituted;
(ii) In Sub- clause (aa), the words " by Nepa Mills " shall be omitted.
5. In Schedule I of the said Order, for item 3 , the follow- ing item shall be substituted , namely :
"( 3) Indigenous newsprint manufactured by Nepa Mills , Mysore Paper Mills , Hindustan Paper Corporation (Kerala Newsprint Project) and any other Mill noti- fied by the Central Government in the Official Gazette as a Mill producing newsprint . "

6. In Schedule II of the said Order , in the opening parа- graph, the following words shall be inserted at the end, namely :-
"Mysore Paper Mills , Hindustan Paper Corporation (Kerala Newsprint Project), etc." .
7.In Schedule III of the said Order, in paragraph 8, under the division "Quantity received ( to be specified publication- wise)" in item 1 , after the words " from Nepa Mills " the following shall be inserted, namely :-
"from Mysore Paper Mills ; from Hindustan Paper Cor- poration (Kerala Newsprint Project) , etc. " .
