की धारा 37 द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए , सोमा शुष्क और केन्द्रीय उत्पाद शुल्क वापसी नियम , 1971 का संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम सीमा शुल्क मौर केन्द्रीय उत्पाद शुल्क वापसी (द्वितीय संशोधन ) नियम , 19२३ है ।
( 2 ) ये राजपद में प्रकाशन की तारीख को प्रसन्न होगे ।
2. सीमा शुल्क और केन्द्रीय उत्पाद शुल्क कापी नियम 1971 में:--
(क) नियम 3 के उप - नियम ( i ) के दूसरे परंतुक के खंड ( ii ) के पश्चात् निम्नलिखित खंड अंतः स्थापित किया जाएगा , श्रर्थात्:-
" ( iii ) जूट वैचन तेल पर जिसकी निर्यात किए जाने वाले माल अर्थात् जूट (जिसके अंतर्गत बिम्लिपहन जूट या मेस्टाफाइवर भी है ) फैबरिक , भूत ट्विस्ट, टाइन लाने को ब्रेरियों और रस्सियों के विनिर्माण में उपयोग किया गया है । "
(ख ) भनुसूची में क्रम संख्यांक 25 और 26 और उनसे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित क्रम संख्यांक और प्रविष्टियां रखी जाएंगी, अर्थात्:-

NOTIFICATION
NO . 126 82 -CUSTOMS AND CENTRAL EXCISE
G.S.R. 364 (E) . In exercise of the powers conferred by section 75 of the Customs Act , 1962 ( 52 of 1962) and section 37 of the Central Excises and Salt Act, 1944 ( 1 of 1944), the Central Government , hereby makes the following rules further to amend the Customs and Central Excise Duties Drawback Rules , 1971 , namely :-
1. (1 ) These rules may be called the Customs and Central Excise Duties Drawback ( Second Amendment ) Rules , 1982,
(2) They shall come into force on the date of their publication in the Gazette of India .

2. In the Customs and Central Excise Duties Drawback Rules , 1971 ,-
(a) in rule 3 , in sub - rule ( 1 ) , after clause ( ii ) of the second proviso , the following clause shall be inserted , namely :-
" ( iii ) on jute batching oil used in the manufacture of export goods , namely, jute ( including Bimlipatam jute or mesta fibre ) fabric, yarn , twist , twine , thread cords and ropes ; " .
(b) in the Schedule , for Serial numbers 25 and 26 and the entries relat- ing thereto , the following Serial numbers and entries shall be substi- tuted , namely :--
