M5(E).—Whereas the President, in exercise of the poweu conferred on llm by tub-clause (a) of clause (1) of article 80 of the Constitution, read with :lause (3) of 'hat article, has nominated four members to the Council of States o fill the seats of four nominated members in that House, who retired °n the 2nd April, 1982 on the expiration of their term of office ;
