S.O. 13(E)-—Whereas for the purpose of holding a general clcftion to the House of the People, the President of India had by notification issued under sub-section (2) of section 14 of the Representation of the People Act. 1951 (43 of 1951) and published in thc Gazette of India dated tho 3rd Decem- ber, 1979, called upon the parliamentary coastituencics to elect membors to tlv House of the People;
And whereas the Election Conunis'.ion in pursuance ot sec- tion 30 of the said Act, appointed tjjc Ird January, 1980 as the date of poll from 3-Autonomous District (ST) parliamentary constituency in the State of Assam;
And whereas the poll in the said constituency could not be taken on account of non-availability of polling personnel for thef conduct of poll;
And whereas subsequently Shn S.C. Daolagupu, a contesting candidate from th" said constituency expired on tho 16th Sep- And whereas under the said section all proceedings with reference to the said election have to be commenced anew in all respects as if for a new election;
And whereas the Election Commission has recommended the 12th January, 1983 as tho date on which the President of India may be pleased to publish a notification in th0 Gazct'e of India calling upon 3-'Autonoroous District (ST) parliamen- tary constituency to elect a member to the House of the People;
Now, therefore, in pursuance of the provisions of hub-section (2) of section 14 read with section 52 of the said Act, the Presi- dent is hereby pieased to call upon 3-Autonomous District (ST) parliamentary constituency to elect a member to the House of the People in accordance with the provisions of the said Act and of the rules and orders made theieunder.
