S. O. 16(E).—In exercise of the powers conferred by the third proviso to sub-section (1) of Sccton 63 of the Motor Vehicles Act, 9, the Central Government hereby specify the following form of Certificate. The certificate shall bo issued by an officer not below rank of Unit Commander in the Army.
