(b) warehouses belonging to any Port Trust Authority established under any law for the time being in forec;
(c) factories manufacturing tea from green leaf.*'
3. After clause 6, the following clause shall inserted as clause 6A, namely:—
"6A—Amendment of Licence: The Licensing Authority may, of its own accord or on application by the licensee, amend- any licence granted under this Order in such manner as may be necessary to make such licence conform to the pro- visions of the Act or other provisions of this Order or any other law for the time being in force or to recti- fy any errors or omissions in the licence :
, Provided that when an application by the licensee for amendment of the licence is not granted or where the Licensing Authority is of opinion that the proposed amendment will be prejudicial to the interest of the licensee, the licensee shall be given reasonable oppor- tunity of being heard before action under this clause "s taken."
i 4. in clause 9, in sub-clause (8):—
(a) the words "before granting licence" shall be omitted;
(b) for the words "is to be granted" the words "is to be/has been granted" shall be substituted.
5. In clause 10, after sub-clause (3), the following new sub-clause shall be inserted, namely:—

NOTIFICATION New Delhi, the 25th January,1983 S.O. 47(E).~In exercise of the powers conferred by sub-sections (3) and (5) of section 30 of the Tea Act, 1953 (29 of 1953), Central Government hereby makes the following amendments to the Tea Ware- houses Licensing) Order, 1980, namely:—
In the said Order,
1. In clause 2, tor sub-clause (h), the following shall be subsiituted namely:—<
"Warehouse;;" meant, a covered shed or godown •wherein storiag, blending or packaging is done;
2. In paragraph 3, Air tho proviso, the following proviso shall be substituted namely:—
"Provided (hat no licence shall be required in
respect of,—
"(4) where a licence is suspended under sub-clause (1), the Licensing Authority or any officer of the Tefl Board authorized in this behalf by the Licensing Authority may enter the licensed warehouse and sea] the stocks of tea or tea product stored therein,
(5) A licensee whose licence has been suspended shall forthwith stop the activities of storing, blend- ing or packaging of tea in the concerned warehouse during the period of suspension of the licence.
(6) Where,
(a) the order of suspension iy revoked, the stocks of tea/products scaled under sub-clause (4) iliall bo restored to the licensee or,
(b) the licence has been cancelled, the sealed stocks of tea/tea products shall be restored to the warehouse owner with advice to clear the warehouse of the said stocks within such period as may be fixed m this behalf by the Licensing Authority."
6. In clause 14, after sub-clause (3), the following sub-clause shall b? i T'cned .T. c,ub-clair;e (4), namely:— "(4) Where the Licensing Auth^iity "r any officer of the Tea Blaid seizes any tea or product of tea rndtj sub-clause (1) and decides to keep the same in safe custody cfthi owner i fthe warehouse, such au- thority cr officer shall, after scaling ^hc stock, make an order to that effect in form 'C aid serve the same on the owner ard the owner shall comply with such cider."
7. After clause 14, and before Form 'A' the follow" ing paragraph shall be inserted as clause 15, namely:—
"15. Breach of eonditn nf. of licerce to be deem- ed contravention of this* Order—-If any licensee com- mits any b'ejch of any i f the term1; and conditions of the licence he shall be deem.vi to have contravened the pro\ki rs of Order."
8. For F rm 'A', the following Fi rm shall be
