संख्या 21021/7/ 82-प्रशासन-3( ७) -राष्ट्रपति , गणतन्त्र दिवस, 1983 के अवसर पर केन्द्रीय उत्पादन शुल्क समाहर्तालय चण्डीगढ़ के निम्नलिखित अधिकारी को अपनी जान को भी जोखिम में डालकर की गई असाधारण प्रशंसनीय सेवा के के लिए प्रशंसा प्रमाण-पत्र प्रदान करते हैं:-
अधिकारी का नाम और श्रोहवा श्री विजय बहादुर सिंह , निरीक्षक, केन्द्रीय उत्पादन शुल्क ( साधारण ग्रेड)
जिन सेवाओं के लिए प्रमाण-पत्र दिए गए हैं, उनका विवरण
सीमा शुल्क निवारक छल, केन्द्रीय उत्पादन शुल्क निरीक्षक (साधारण ग्रेड ) श्री विजय बहादुर सिंह जिसके सदस्य थे, विशेष सूचना की खोज में 25 फरवरी, 1982 को कुकरनवाला क्रॉसिंग के पास अमृतसर-अजनाला सीमा पर नाकेबन्दी पर था । करीब 4 बजकर 40 मिनट पर छिना ग्राम की और से कुकरनवाला क्रॉसिंग की तरफ एक ट्रक को बहुत ही तेज 1251 GI/12
गति से आते हुए देखा गया था । सीमा शुल्क निवारक बल तत्काल, कुकरनवाला क्रॉसिंग की और बढ़ा । और उसे सीमा शुल्क सम्बन्धी जांच हेतु रुकने के लिए टार्च की रोशनी से संकेत दिया । परन्तु ट्रक वालो ने ट्रक रोकने की बजाय , दल के कर्मचारियों को कुचल डालने की कोशिश की और कुमारन- वाला फतेहगढ़- घुरिया रोड पर फतेहगढ़ चुरियां की तरफ भाग गये । सीमा शुल्क निवारक दल शीघ्र ही विभागीय जीप पर सवार हुआ और ट्रक का पीछा करना शुरू कर दिया । लगभग 1 किलोमीटर तक पीछा करने के बाद ट्रक पर सवार एक व्यक्ति ने पीछा करने वाले दल पर एक गोली चलायी, परन्तु सीमा शुल्क निवारक दल पीछा करता रहा । उस व्यक्ति ने पीछा करने वाले दल पर तीन और गोलियां चलाई । कुछ समय बाद तस्करों ने और गोलियां चलायीं । अधीक्षक श्री भगवान सिंह ने, जो दल के इंचार्ज थे, सिपाही मेवा सिंह को आत्म रक्षा में गोली चलाने भौर ट्रक के पिछले टायरों में गोली मारने का आदेश धिया । उन्होंने जीप चालक श्री चुन्नीलाल को भी पीछा करते रहने का आदेश दिया । निरीक्षक विजय बहादुर सिंह ने सिपाही मेवा सिह को अपनी भुजाओं में कसकर पकड़े रखा क्योंकि उसके शरीर का ऊपरी भाग तेजी से चलती हुई जीप के बाहर निकला हुआ था और वह ट्रक पर गोली चला रहा था । ट्रक में बैठे हुए तस्कर, दल पर लगातार गोली चला

रहे पे । तथापि ये दृढता से पीछा करने वाले सीमा शुल्क वा हो हतोत्साहित नही कर सके अथवा रोक नहीं सके । मेहता चौक पर पहुंचकर नह ट्रक तेजी से अमृतसर जाने वाली सड़क की ओर मुड़ गया और जोरदार भावाज हुई । निवारक दल को बाद में पता लगा कि वह ट्रक , जिसका नं० पी० जे ० ए० 6071 था एक बस के साथ टकरा गया था । कुछ अपरिचित व्यक्तियों को ट्रक से कूछ कर भागने की कोशिश करते हुए देखा गया ।
निरीक्षक, श्री विजय सिंह चलती हुई विभागीय जीप में से एकदम कक्ष पड़े और पीछे से ट्रक पर चढ़ गये तथा गोली चलाने की स्थिति में बड़े राइफ हाथ में पकड़े हुए व्यक्ति को पकड़ लिया । निरीक्षक ने अपनी जान जोखिम में डालकर उस व्यक्ति को जकड़ लिया और उस राइफल को छीनने में कामयाब हो गया जिसमें अभी तीन गोलियां थीं ।
the Amritsar-Ajnala Border . At about 4-40 hours a truck was noticed coming towards Kukranwala crossing from the side of village Chhina at very high speed. The Customs Preventive party immediately moved towards Kukranwala crossing and signalled the truck with torch lights to stop for customs checking. But instead of halting, the occu- pants of the truck tried to over- run the staff and fled towards Fatehgarh Churjan or Kumarnwala Fatehgarh- Churian road . The Customs Preventive Party immediately borded the departmental jeep and started chasing the truck After about a kilometer's chase , a person on the truck fired one shot at the chasing party, but the Customs Preventive Party continued the chase . He again fired three more shots on the chasing party. After some time more shots were fired by the smugglers , Shri Bhagwan Singh , Superintendent, who wa incharge of the party, ordered Shri Mewa Singh , Sepoy to cpen fire in self- defence and to hit the rear tyres of the truck. He also ordered Shri Chunni Lal , Driver to continue the chase. Shri Vijay Bahadur Singh , Inspector held Shri Mewa Singh, Sepoy firmly in his arms as the upper part of his body was outside the fast-moving jeep and he was firing upon the truck. The smugglers sitting on the truck continued to fire on the party . However , they could not discharge or deter the Customs party which was chasing them with pre- servance. On reaching Mehta Chowk, the truck took a sharp turn towards the road leading to Amritsar. There was a loud sound . The Preventive party later discovered that the truck bearing No. PJA 6071 had collided with a bus. Some unidentified persons were seen jumping down from the truck' and trying to run away .
अपनी जान के निश्चित खतरे पर भौर भन्र्तग्रस्त खतरे को जानते हुए श्री विजय बहादुर सिंह ने अपने इस विशिष्ट बहादुरी के कार्य से केवल सशस्न तस्करों को ही नहीं पकड़ा अपितु दल के अन्य सदस्यों की जान भी बचायी और ये 7,08,500/- रुपये के निषिद्ध माल को पकड़ने का सराहनीय कार्य कर सके।
इस घटना के विवरण से यह स्पष्ट है कि निरीक्षक, श्री विजय बहादुर सिंह ने असाधारण उत्साह, पहलशक्ति तथा उध्वतम श्रेणी की कर्त्तव्य निष्टा का प्रदर्शन किया ।
Shri Vijay Bahadur Singh , Inspector , immediately jumped out of the still -moving departmentul jeep and climbed on the body of the truck from the rear and caught hold of one person holding a rifle in his hands in the firing position . The Inspector grappled with the person in the face of grave risk to his life and succeeded in snatching awav the rifle from him loaded with 3 live cartridges . By this act of conspicuous bravery at certain risk to his life and aware of the risk involved, Shri Vijay Bhadur Singh not only cap- tured an armed smuggler but also saved the lives of other members of the party and enabled them to make an excel- lent seizure of contraband amounting to Rs . 7,08,500 .
It is clearfrom the details of the incident that Shri Vijay Bahadur Singh, Inspector , displayed exemplary courage , initiative and devotion to duty of the highest order .
2. The award is made under Clause ( a)( 1 ) of Para 1 of the scheme governing the grant of awards to the officers and staff of the Customs and Central Excise Departments , published in Part I, Section 1 of the Gazette of India Extraordinary vide Notification No. 12 /139 / 59 - Ad . III-B dated the 5th November , 1962 , as amended from time to time.
2. यह पुरस्कार, सीमा शुल्क और केन्द्रीय उत्पादन शुल्क विभागों के अधिकारियों भौर कर्मचारियों को पुरस्कार देने सम्बन्धी समय -समय पर संशोधित योजना के पैरा ( 1 ) के खण्ड ( क ) ( 1 ) के अन्तर्गत दिया जाता है जो भारत के राजपत असाधारण के भाग 1- खंड 1 में अधिसूचना संख्या 12/139/58-प्रणा( सन-3 ख दिनांक 5 नवम्बर, 1962 के अन्तर्गत प्रकाशित की गई थी ।
