सा० का० नि० 93 (अ ) केन्द्रीय सरकार , भारतीय तार अधिनियम, 1885 ( 1885 का 13 ) की धारा 7 द्वारा प्रदस्त शक्तियों का प्रयोग करते हुए , भारतीय तार नियम, निम्नलिखित नियम यनाती है, अर्थात् 1951 का और संशोधन करने के लिए
1. ( 1) इन नियमों का मक्षिप्त नाम भारतीय तार ( तुतीय संशोधन) नियम, 1983 है ।
( 2) ये 1-3-1983 को प्रवृत्त होगे ।
2 भारतीय तार नियम, 1951 ( जिसे हममें इसके पश्चात् उक्त नियम कहा गया है ) के नियम 16 के उपनियम ( 2 ) में " एक रुपया पचास पैसे" शब्दों के स्थान पर, जहां कहीं वे आने है , " दो रुपए" शब्द रखें जाएगे ।
3 जक्न नियमों के नियम 40 के खण्ड ( xi ) मे, " रु० 100" और "रु० 110" अक्षरों और अको के स्थान पर क्रमण " रु० 200" और "रु० 20" अक्षर और अक रखे जाएगे ।
4. उक्त नियमों के नियम 60 में सारणी के स्थान पर, निम्नलिखित मारणी रखी जायगो, अर्थात

5. उक्त नियमों के नियम 81 में , " पचास पैसे की फोस " शब्दों के स्थान पर, जहां कहीं ये आते है, "दो रुपए की फीस" शब्द रखे जाएंगे ।
6 उक्त नियमों के नियम 115 में " रु० 1.50" और " रु ० 1 " अक्षरों और अंकों के स्थान पर क्रममाः "रु० 5.00 " और " रु० 3.00" अक्षर और अंक रखे जाएंगे ।
7. उक्त नियमों के नियम 119 में, " रु० 1.50 प्रति तार " अक्षर , अंकों और शब्दों के स्थान पर, " रु ० 3.00 प्रति तार " अक्षर , अंक और शब्द रखे जाएंगे ।

9 उक्त नियमों के नियम 130-7 के उपनियम ( 1) मे
"१० 30/-" और " २० 10/-" अक्षरो और अयो के स्थान पर, श्रमण "१० 50 /- " और '१० 20-" अक्षर और अष रखे जाएगे ।
10 उक्त नियमो के नियम 160 के उपनियम ( 1 ) के खण्ड (४) में 50 पैसे' अयों और गब्द के स्थान पर "वा रुपाए" शब्द
ग्खे आएगे ।
11 उक्त नियमो के नियम 165 में एक रुपया' शब्दो के स्थान पर, " पांच रुपए" शब्द रखे जाएंगे ।
12. उक्त नियमो के नियम 167 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थाम
"167 नियम 166 के अनुरूप दी गई प्रत्येक प्रति के लिए प्रभार 100 से अनधिक किमने ही शब्दो के लिए तीन रुपए और प्रत्येक अभिरिक्त 100 शब्दो या उसके भाग के लिए दो रुपए होगे । मूल प्रनियो के फोटोग्राफो या प्रतियो के लिए प्रभार अन्तर्देशीय तार प्रश्प के आकार के प्रत्येक पृष्ठ के लिए तीम रुपए होगे । "
13 उक्त नियमो के नियम 170 मे, " 3 " और " 5 " अंको के स्थान पर क्रमश " 10" और " 15" अक रखे जाएगे ।
14 उक्त नियमो के नियम 434 में,
( क) " ( 1) संस्थापन फीस शीर्षक के अधीन, धारा 1 मे,
"भद (का) से (ड ) तक मे, "रु० 150/-", " रु० 75/-" ,
"रु० 100/-", "रु० 50/-", "रु० 50/-" और " रु० 50/-"
अक्षरो और अंको के स्थान पर क्रमण " रु ०300/-",
"रु० 150/~", "८० 200/-" , " रु० 100/-", " रु० 100/~"
और" १० 100/-" अक्षर और अक रखे जाएगे ,
(ख) धारा 5 मे उपधारा ( 1 ) के स्थान पर, निम्नलिखित उपधारा रखी जाएगी, अर्थात

और निजी शाखा एक्सचेज (मैनुअल और आटोमेटिक ) से टेलिफान कनेक्शनो के लिए किराया" के नीचे मद ( क) और ( ख) के स्थान पर निम्नलिखित मदे रखी जाएगी , अर्थात्

(ङ) धारा ( IX) में, उपधारा ( 1 ) के स्थान पर, निम्লপিচ্ছিণ उपधाग रखी जाएगी, अर्थात्

(च) धारा X में, उपधारा ( 1 ) के स्थान पर निम्नविखित उपधारा रम्बी जाएगी, अर्थात

(छ) धारा XI में, मद ( ii ) और उसमे संबंधित प्रविष्टियो के स्थान पर निम्नलिखित रखा जाएंगा, अर्थात्:--
"( ii ) व्यवमान ( फटिंग ) लाइन जो विभाग को बिना किसी अगम्यक नुकसान के जब युग्मों को उपलब्ध कराया जा सके तब नगर के भीतर परिवर्तन पाइंटों पर स्थानान्तरित कीजा सकती है ।
इन लाइनो का किगया , विभागीय एक्सचेंज में 6 किलोमीटर की अरीय दूरी के भीतर प्रत्येक युग्म के लिए १० 800 प्रति वर्ष होगा ।
6 किलोमीटर से अधिक लाइन वे भाग के मिए प्रत्येक अतिरिक्त किलोमीटर या उसके भाण के लिए प्रभार्य किराया रु ० 150 प्रति वर्ष होगा । व्लबमान लाइनों के स्थानान्तरण के लिए प्रभार यही होंगे जो निजी तारो के लिए है" ,
(ज) धारा XII में " रु० 200 " और ' रु० 150 " अक्षरों और अको के स्थान पर क्रमण. "१० 300" और " रु० 250 " अक्षर और अंक रखे जाएंगे ।
15. उक्त निश्मों के नियम 451 में, खड (क ) में सारणी में,-
(क ) 500 किलोमीटर में अधिक किन्तु 1000 किलोमीटर से अनधिक प्रविष्टि के सामने 16.00 अंको के स्थान पर "20.00" अक रखे जाएंगे ,
(ख) " 1000 किलोमीटर से अधियः" प्रविष्टि के सामने " 20.00 " अको के स्थान पर " 24 00 " अंक रखा जायेगा ।
16. उक्न नियमों के नियम 49.3 में,
(क) उपनियम ( 1 ) मे, "तीस रुपये " शब्दो के स्थान पर "साठ रुपये" शब्द रखे जायेगे ;
(ब) उरनिकम ( 10 ) के स्थान पर निम्नलिखित उपनियम रखा जायेगा, अर्थात्--

"( 10) टेलीप्रिटर मशीनों और अन्य उपस्करों के लिये प्रभार यथा निम्नलिखित होगे ।

( ii ) म्थानांतरण प्रभार
17. उक्न नियमों के नियम 493 -क के स्थान पर निम्नलिखित नियम रखा जायेगा, अर्थात्--
"193-या. उच्च गति वाले टेलीप्रिटर मशीनों और मकिटों का किराया
निश्री अभिदाताओं के लिये उच्च गति वाले 75 बौड टेलीप्रिटर मकिटी के लिये प्रभार यथा निम्नलिखित होगे:-
१० 4500 प्रतिवर्ष (i ) टेलीप्रिंटर मशीन का किराया
(ii ) उच्च गति व.ले टेलीप्रिंटर सर्किटों
काकिराया
(मः ) पत्रकार वालो से भिन्न के लिये १० १० प्रति कि० मी० प्रतिवर्ष
(ख ) पत्रकार दलों के लिये ६० ३० प्रति कि० मी ० प्रतिवर्ष ।"
18. उन्म नियमों के नियम 496 में,
(क) उप-निवम ( 1 ) में, " एक सौ पच्चीस रुपये " शब्दों के स्थान पर "दो मौ पचास रुपये" शब्द रखे जायेंगे , 4

(ख) उप-नियम ( 2 ) में खंड ( क) और ( ख ) के स्थान पर निम्न- लिखित खंड रखे जायेंगे, अर्थात्-
रु० 200 प्रति सिरा (क) संस्थापन प्रभार
रु० 200 प्रति सिरा ( ख) स्थानांतरण प्रभार
(ग) उप- नियम ( 3 ) में " एक सौ पच्चीस रुपये" शब्दों के स्थान पर "वो सौ पचास रुपये " शब्द रखे जायेंगे ।
19. उक्त नियमों के नियम 519 में
(क) "क-किराया" शीर्षक के नीचे मद ( iii ) से ( vii ) के स्थान पर निम्नलिखित मवें रखी जायेगी:
" ( iii ) टेलीप्रिंटर एक्सचेंज के पाच किलोमीटर (स्थानीय क्षेत) के व्यास से अधिक कनेक्शन की वास्तविक लंबाई के प्रति अतिरिक्त किलोमीटर या किलोमीटर के भाग के लिये १० 450 प्रति वर्ष
(iv) प्रति छिद्रक संलग्न के लिये रु ० 450 प्रति वर्ष
रु ० 600 प्रति वर्ष (v ) प्रति प्रेषित्न संलग्न के लिये
१० 540 प्रति वर्ष (vi ) प्रति शक्ति संकुल के लिये
( vii ) प्रति स्विंचन एकक के लिये ६० 150 प्रति वर्ष
(ख) "ग-अम्य प्रभार " शीर्षक और उसके नीचे की प्रवि- ष्टियों के स्थान पर निम्नलिखित रखा जायेगा, अर्थात्ः-- "ग अन्य प्रभार :

(i) संस्थापन प्रभार

(ii) स्थानांतरण प्रभार

(iii ) स्थान बदलने के प्रभार

(vii) वापस जवाब लेने के लिये कोड नंबर के परिवर्तन के लिये प्रभार
टिप्पण-जहां टेलेक्स अभिदाता को स्वय आतरिक वायरिंग की व्यवस्था करने के लिये अनुज्ञात कर दिया जाता है वहा उपर्युक्त मद (i ) मे विनिविष्ट संस्थापन प्रभार उक्त प्रभारो के पचास प्रति- शत होगें ।"

NOTIFICATION
New Delhi , the 21st February , 1983
G.S.R. 93 (E) .-In exercise of the powers conferred by section 7 of the Indian Telegraph Act , 1885 (13 of 1885) , the Central Government hereby makes the following rules further to amend the Indian Telegraph Rules , 1951 , namely:-
1. (1 ) These rules may he called the Indian Telegraph (Third Amendment) Rules , 1983 .
(2) They shall come into force on the Ist day of March, 1983 .
2. In sub - rule (2) of rule 16 of the Indian Telegraph Rules , 1951 (hereinafter referred to as the said rules) for the words "one rupee and fifty paise " , wherever they occur, the words "rupees two" shall be substituted .
3. In clause (xi ) of rule 40 of the said rules , for the letters and figures "Rs . 100 " and " Rs . 10 " , the letters and figures "Rs . 200" and "Rs . 20", shall respectively be substituted .
4. In rule 60 of the said rules , for the Table , the following Table shall be substituted, namely :-

5. In rule 81 of the said rules , for the words " a fee of fifty paise" wherever they occur , the words " a fee of rupocs two " shall be substituted .

9. In sub -rule ( 1 ) of rule 130-C of the said rules , for the letters and figures "Rs . 30/-" and " Rs . 10 " , the letters and figures " Rs . 50 " and " Rs . 20" shall respectively be substituted .
10. In sub -rule (1) of rule 160 of the said rules , in clause (1) for the figures and word " 50 paise " , the words "rupees two", shall be substituted .
11. In rule 165 of the said rules, for the words " one rupee" , the words " rupees five" , shall be substituted.
12. For rule 167 of the said rules , the following rule shall be substituted , namely:-
" 167. The charge for every copy furnished in conformity with rule 166 shall be rupees three for any number of words not exceeding 100 and rupees two for each addi- tional 100 words or part thereof . The charges for photographs of originals or of copies shall be rupees thirty for each page of a size of an inland telegram form."
13. In rule 170 of the said rules , for the figures " 3 " and " 5 ", the figures " 10" and " 15 " shall respectively be substituted .
14. In rule 434 of the said rules ,-
(A) In Section I. under the heading " ( 1 ) Installation fees " , in items ( a) to ( e ) , for the letters and figures "Rs . 150" , Rs . 75" , " Rs . 100 " , Rs . 50" , " Rs . 50 " and " Rs . 50" , the following letters and figures "Rs . 300 " " Rs . 150 " , "Rs . 200" , " Rs . 100 " , " Rs . 100 " , and " Rs . 100" shall respectively he substituted ;
(B) In Scetion V, for sub - section ( 1 ) , the following sub- section shall be substituted, namely:-

(D) in Section VIII , under the heading " (2) Rental for telephone connections from Private exchanges ( manual and automatic ) and private branch exchanges (manual and automatic) " , for iiems (a) and (b ) the following items shall be substituted , namely :-

(F) in Section X, for sub - Section ( 1 ) , the following sub- Section shall be substituted , namely:-

(G) in Section XI , for item (1 ) and the entues relating there- to the following shall be substituted, namely:-
"(u) Floating limes (which can be shifted to varying points within a town when pairs can be made available without undue loss to the Depart- ment)
The rentals for these lines shall be Rs . 800 per annum per pair within a radial distance of 6 kilo- metres from the De- partmental Exch- anges . For the por- tion of the line ex- coeding 6 kilometres the rent changeable shall be Rs 150 per annum for each ad- ditional kilometre or part thereof The charges for shifting of floating lines shall be the same as for a shift of private wires.";
(H) in Section XII, for the letters and figures "Rs . 200 " and "Rs 150 " , the letters and figures "Rs 300 " and
"Rs . 250" shall respectively be substituted. 15. In rule 451 of the said rules , in clause (a) , in the Table I ,
(a) against the entry " exceeding 500 Kms but not excoedung 1000 Kms", for the figures " 16 00", the figures " 20 00" shall be substituted ,
(b) against the entry "exceeding 1000 Kms" , for the figures " 2000 " the figures " 24 00 " shall be substituted
16. In rules 493 of the said rules ,-
(a) in sub -rulo ( 1 ) , for the words " thirty rupees ", the words " nxty supeos " shall be substituted ,
(b) for sub-rule ( 10) , the following subule shall be substi- tuted, namely
"(10) The charges for telepruter machines and other oquipments shall be as follows

17 For sule 493 -A of the said rules , the following rule shi be substituted , namely

18. In tule 496 of the sud rules,-
(a) in sub - rule ( 1 ), for the words " one hundred and twenty- five rupees", the words " two hundred and fifty rupees" shall be substituted ,
(b) m sub - rule (2), for clauss ( a ) and (b) , the following clauses shall be substituted namely
"(a) Installation charges
Rs 200 per cach end
(b) Shifting charges
Rs 200 for each end" ,
(c) in sub-cule (3 ) for the words " one hundred and twenty five- rupees " the words, " two hundred and fifty rupees", shall be substituteo
19. In rule 519 of the said rules,-
(a) under the heading "A Rental" , for items ( m) to (vn), the following stems shall be substituted , namely 7
