2 THE GAZETTE OF INDIA: EXTRAORDINARY [PART II—SEC. 3(iii)]Section 3(iii) on 12th January, 1983, appointed the 14th 17th and 20th February, 1983 as tho dates of poll in variou assembly segments of the said parliamentary constituencic and 28th February, 1983 as the date before which the election shall be completed;
And whereas the elections in 4-Dhubri, 7-Gauhati, 11-Kalia bor and 12-Jorhat parliamentary constituencies have beet completed in all respects and the results of elections declarer by the respective Returning Officers;
And whereas the Chief Electoral Officer of the State oj Assam reported to the Commission that the poll in 50-PaIas- bari assembly segment of 7-Gauhati. parliamentary consti tuency and 57-Rangiya assembly segment of 8-Mangaldo parliamentary constituency could not be tuken on the 2011 February, 1983 (Sunday) i.e. the date appointed for th< purpose and the poll in the said assembly segments was taken on the 21st February, 1983 (Monday) with thc prioi approval of thc Commission;
And whereas the Chief Electoral Officer has further re- ported to the Commission that ths poll at all the polhnf stations of 32-Bongai^aon, 34-Abhayapuri North, 35-Abhaya- pnri South (SC) and 42-Patacharkuchi assembly segments of 6-Barpeta parliamentary constituency, 65-Kalaigaon, fifi-Sipaj- har and 67-Mangaldoi assembly segments of 8-MangaIdoi parliamentary constituency, 72-Bnrchalla, 75-Sootea, 76-Bis- wanath, 77-Behali and 78-Gohpur assembly segments of 9-Tezpur parliamentary constituency, and 118-Dulaiajan, 119-Tingkhong and 120-Naharkatia assembly segments oi 13-Dibrugarh parliamentary constituency and 99-Majhli (ST) assembly segment of 14-Lakhimpur parliamentary consti- tuency and at certain specified polling stations in 33-Bijni assembly segment of 5-Kokrajhar parliamentary constituency, 71-Dhekiajuli assembly segment of 9-Tezpur parliamentary constituency and 81-Laharighat assembly segment of 10-Now- gong parliamentary constituency was adjourned under thc provisions of section 57 of the said Act and thc said adjour- ned poll has not so far been taken owing to the abnormal situation prevailing in the constituencies concerned and consequently the elections, could not be completed so far;
And whereas the Election Commission is satisfied that in view of the situation prevailing in the constituencies men- tioned in the foregoing paragraph it is not possible to hold the adjourned poll and complete thc elections in thtsc constituencies before the 28th February, 1983 i.e. the date fixed for the purpose;
Now, therefore, in exercise of the powcre ennfened by article 324 of the Constitution, s-ction 153 and "50 of the Representation of the Peoplo Act, 1951 read with section 21 of the General Clauses Act, 1897 and all other powers enabling it in this behalf, the Election Commission hereby makes the following amendments in its •Notifications 'Nos. 464|\S-HP|8l(l) and 464/AS-HP/83(2) dated 12th January, 19R3, namely :—
(A) In the last para of the Commission's notification No. 464|AS-HP[83fn, for the date "28th February, 1983", the date "30th June, 1983 (Thursday)" shall he substituted; and

(ii) For thc existing clause (2) of the Commission's notification No. 464|AS-HP|83f2), the following clause shall be substituted ;
"(0 the 28th February, 1983 (Monday) as the date before which the election shall be completed in 4-Dhubri, 7-Gauhati, 11-Kaliabor and 12-Jor- hat parliamentary constituencies; and
