का० नि० 151( अ) -केन्द्रीय प्रत्यक्ष कर बोर्ड , आयकर अधिनियम, 1961 ( 1961 का 43) की धारा 295 द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए आयकर नियम, 1962 का और सशोधन करने के लिए निम्नलिखित नियम बनाता है , अर्थात् -
1 ( 1) इन नियमो का मक्षिप्त नाम आयकर ( चौथा संशोधन ) नियम, 1983 है ।
(2) ये 2 अप्रैल , 1983 को प्रवृत्त होगे ।
2 आयकर नियम , 1962 के परिशिष्ट 1, भाग 1 में " अवक्षण के लिए अनुज्ञेय वरो की मारणी" मे,
( i) " 1 भवन" शीर्षक के नीचे,
(i) मत्र 1, 2 और 3 तथा स्तभ 1, 2 और 3 में उनसे मबधित प्रविष्टियो के स्थान पर निम्मलिखित सरें

(ii) मद 4 और 5 को क्रमण मद 3 और 4 के रूप में पुन मख्याकित किया जाएगा ,
(iii) इस प्रकार पुन मख्याकित मद 4 मे, उप -मद ( क ) और ( ख ) में, स्तभ 2 के नीचे की प्रविष्टियो मे 1,2,3 अथवा 4, अको और शब्दो के स्थान पर 1,2 अथवा " अक और शब्द रखे जाएंगे ।

(i) मव ( i ) में, स्तभ 2 मे, " 10" अंक के स्थान पर " 15"
अंक रखा जाएगा;
( ii) मत्र ( ii) में-
(क ) स्तंभ 1 और 2 में, ममूह क और समूह खु और उनसे सबंधित प्रविष्टियों का लोप किया जाएगा;
(ख) स्तंभ 1 मे रामृह व में, उप-मद ( 10 ग ) और उसमे संबंधित प्रविष्टियों का लोप किया जाएगा;
( ग) स्तंभ 1 में समूह " च" में, उप-मद ( 2) के पश्चात् निम्नलिखित उप- मद अत.स्थापित की जाएगी, अर्थात्:-
( 2) (क) ऊर्जा बचत युक्तिया , जो निम्नलिखित है ,
(क) विशिष्ट वायलर और भट्टियो
(i) इंगनी तग्ल ( इगनीफलुईड ) तरलन संस्तर बायलर
(ii ) बिना ज्वाला की भट्टी
( iii) तग्लन मस्तर प्रकार की ऊष्मा उपचार भटटी ।
(iv) उच्च दक्षता वाले ग्रायलर ( उत्भीय दक्षता कोयला जलाने वाले बायलरी को दशा में , 75 प्रतिशत के उच्चतर और तेल गैस जलाने वाले बायलरों की दशा में 80 प्रतिशत)
( ई) ऊर्जा बहाव का मानीटरन करने के लिए यत्नत्रीकरण
और मानीटरन पद्धति:
(i) स्वभालिन वैद्युत भार मानीटरन पद्धति ।
( ii ) अकीय ऊष्मा हानि मोटर ।
( iii) सूक्ष्म संसाधित पर आधारित नियंत्रण पद्धति ।
( ग) अपशिष्ट ऊष्मा वा पुनःप्राप्त करने के उपस्कर और मह उत्पादन पद्धति :
(i) मित उपयोजित्र और भरण जल तापक ।
( ii ) पुनयोजित और वायु पूर्वतापक
( iii ) मह- उत्पादन के लिए पश्चादशप टरबाईन
(( iv) ऊष्मा पप ।
(v) वाष्प अवशोषण प्रशीतम पद्धनि ।
(vi ) कार्बोनिक रैन्किन चक्र पद्धति ।
(vii) अल्प अंतर्गम दाब लघु भाप का टर्बाईन
(च) शक्ति गुणाक संशोधन युक्तियां
( i) शंट संधारित्र और तुल्याकालिक द्रर्वाणा पद्धति"
(iii) मद ( iv) में,
(अ ) दष्टप्ति के पश्चात् बाले पैरा में " 10 प्रतिशत " अंक और शब्द के स्थान पर " 15 प्रनिणन ' अफ और शब्द रखे जाएंगे ।
(आ) ( i) से (10) तक की मशीनरी और मयत्न सम्बन्धी मदों और स्तंभ 1 में उनमे संधिन प्रविष्टियों के

स्थान पर निम्नलिखित मदें और प्रविष्टियां रखी जाएंगी , अर्थात्.-
(1) परिकलन यंत्र
(2) वातानुकुलन मशीनरी जिसके अन्तर्गत कक्ष वातानुकूलन है ।
(3) भवन ठेकेदार की मशीनरी ।
(4) संगणक मशीने
( 5) बैद्युन मशीनरी स्विवगियर और उपकरण , ट्रासफार्मर और अन्य निश्चल संयंत्र तथा विद्युत प्रकाश की वार्यारंग और फिटिग और पंखों का प्रतिष्ठापन ।
( 6) द्रव चालिन संकर्म, पाईप लाईने और स्लूईसे ।
(7) लोको मोटिव, चल स्टाक , ट्राम और रेल , जो रेल ममुत्थानों को अपजिम करके अन्य समुत्थानों द्वारा प्रयुक्त होती हैं ।
( 8) खनिज तेल समुत्यान फील्ड संक्रियाएं ।
(क) बायलर
(ख) मुल गति उत्पादक
(ग) प्रक्रिया संयंत्र
(घ) भण्डारकरण टंकिया ( भूमि के ऊपर)
(ङ ) पाईप लाईने ( भूमि के ऊपर )
(च) जैटिटया और मूत्री गोदिया
( 9) खनिज तेल समुत्थान फील्ड सक्रियाएं ( वितरण ) सडक के किनारे के पम्प, जिनके अन्तर्गत भूमि के नीचे की टकियां और फिटिंग्स भी है ।
(10) खनिज तेल समत्थान परिष्करण शालाएं ।

(ख) मूल गति उत्पादक
(ग) प्रक्रिया संयंदा
(11) खान और खदान ।

CENTRAL . BOARD OF DIRECT TAXES NOTIFICATION New Delhi , the 28th February, 1983 INCOME - TAX
S.O. 151 ( E) . In exercise of the powe's conferred by section 295 of the Income- tax Act , 1961 ( 43 of 1961 ) , the Central Board of Direct Taxes hereby makes the following tules further to amend the Income - tax Rules , 1962. ne mely :-
1. ( 1 ) These tules may be called the Income- tax ( Fouth Amendment ) Rules , 1983 .
(2) They shall come into force on the 2nd day of April , 1983 .
2. In the Income- tax Rules , 1962 , in Part I of Appendix I in the "Table of rates at which depreciation is admissiblo ." (1) under the heading " I" Buildings" ,-
(i) for items 1.2 and 3 and the entries relating thereto in colum 1 , 2 and 3 , the following items and entries shall be substituted , namely :-

5 " Buildings " include roads bridges , culverts , wells , and tube - wells

2. Specialrate in respect of factory buildings (ex- cluding offices , godowns officers ' and employees' quarters , 102ds , b idges , culverts , wells and tube- wells)
(ii) item 4 and 5 shall be renumbered as items 3 and 4 respectivels;

(iii) in item 4 as se renumbered , in sub - items ( 3 ) and (b), in the entries under column 2 , for the figures and word " 1 , 2, 3 or 4 " , the figures and word " 1 , 2 , or 3 " shall be substituted;
(2) under the heading " III MACHINERY AND PLANT (not being a ship ) - " ,-
(i) in item ( i ) , in colum 2 , for the Ogures " 10 " , the figures " 15" shall be substituted;
(ii) in item ( ii ) ,-
(A) Group A and Group Band the entries relating thereto in columns 1 and 2 shallbe omitted ;
(B) in group D, sub - item ( 100 ) and the entries relating thereto in column 1 shall be omitted ;
(C) in group F , after sub - item (2 ) , the following sub - item shall be inserted in columu 1, namely :- " ( 2A ) Energy saving devices , boing-

(c) Waste heat recovery oquipments and co- generation systems;
(i) Economisers and feed water heaters
( ii) Recuperators and air pe-heaters
( iii) Backpressure turbines for co -geneia- tion
(iv) Heat Pumps
(v) Vapour absorption reftigoration system
(vi) Organic rankine cycle power system
(vii) Low inlet pressure small steam tur- binos
(d) Power factor corrocting devices :
Shunt capacitors and synchronous condenser systems" ;
( iii) in item (iv ) ,
(A) in the paragraph occurring after the Illustration , for the figures and words " 10 per cent ", the figures and words " 15 per cent " shall be substituted ;
(B) for the items of machinery and plant at ( 1) to ( 10) and the entries relating thereto in column 1 , the following items and entries shall be substituted , namely :
