Governor of Delhi shall, subject to the control of the President and until further orders, exercise the powers of the Central Government under Section 3 of the Essential Services Maintenance Act, 1981 (40 of 1981), in relation to any service in or in connection with the working of the Delhi Transport Corporation, Delhi.
