सा.का. नि. 281(अ) सूचना और प्रसारण मंत्रालय , भारत सरकार तीसवें राष्ट्रीय फिल्म समारोह 1983 के लिए एतद्वारा विनियमावली घोपित करता है ।
समारोह का आयोजन भारत सरकार की ओर से फिल्म समारोह निदेशालय , राष्ट्रीय फिल्म विकास निगम लिमिटेड द्वारा किया जा रहा है ।
विनियमावली
उद्देश्य
1. समारोह का उद्देश्य उत्कृष्ट सौन्दर्यबोध बाली तथा सामाजिक महत्व की फिल्मों के निर्माण को प्रोत्साहन देना , विभिन्न क्षेत्रों की फिल्म संस्कृतियों के बोध एवं विवेचन में योगदान देना तथा राष्ट्र की एकता एवं अखण्डता को बढ़ावा देना है ।

पात्रता
(क) भारत में निर्मित कोई भी फिल्म जो कि 1082 में केन्द्रीय फिल्म सेंसर बोर्ड के पास प्रमाण के लिए प्राप्त हुई हो और 31 जनवरी , 1983 से पहले जो प्रमाणित हो चूकी हो , इरा प्रतियोगिता में भाग ले सकती है । भारत सरकार द्वारा मान्य फिल्म संस्थान में 1982 में निर्मित कोई भी फिल्म , सेंसर प्रमाणन के साथ या प्रमाणन के बगैर भी भाग ले सकती है । परन्तु , सार्वजनिक प्रदर्शन के लिए संस्थान द्वारा निर्मित फिल्म सेंसर कराए बगैर नहीं दिखायी जा सकेगी ।
(ख) वर्ष 1982 की अवधि के दौरान निर्मित कोई भी फिल्म चाहे वह स्वयं दूरदर्शन द्वारा बनाई गई है या अन्य किसी निर्माता द्वारा बनाई गई हो किन्तु दूरवर्शन द्वारा स्वीकृत की गई हो तो वह फिल्म केन्द्रीय सेंसर बोर्ड के प्रमाण- पत्र के बिना भी प्रवेश ग्राह्य होगी । दूरदर्शन ने किसी फिल्म को स्वीकार किया है इस तथ्य की दृष्टि दूरदर्शन द्वारा प्राप्त प्रमाण - पत्र के आधार पर करनी होगी ।
3. प्रविष्टि के लिए भेजी गई फिल्में 35 मि. मी. या 16 मि. मी. की होनी बाहिए । लघु फिल्मों की लम्बाई

साधारणतः 35 मि . भी. के लिए 1,000 मीटर और 16 मि . मी. के लिए 400 मीटर से अधिक नही होनी चाहिए ।
4. समारोह में सरकारी विभाग , सरकार द्वारा मान्यता प्राप्त संस्थान , निजी-निर्माता और निर्माता कम्पनियां फिल्म भज सकती है ।
प्रबेश-पत्र
5. भाग लेने वालों से यह अनुरोध है कि संलग्न प्रवेश पत्र वो प्रतियों में पूरा भर दे । यह पत्र हर हालत में पूरे ब्यौरे के साथ भरकर मार्च , 1983 तक फिल्म समारोह निदेशालय पहुच जना चाहिए ।
6. फिल्म समारोह में प्रविष्ट कथा चित्र तथा लघु फिल्म रो संबंधित निम्नलिस्थित सामग्री प्रवेश पत्र के साथ निदेशालय मे मार्च, 1983 तक पहुंच जानी चाहिए ।
कथा चित्र
(क) अंग्रेजी में कथासार की 40 प्रतियां ,
(ख) फिल्म की मूल भाषा में संवाद की 5 प्रतियां तथा अंग्रेजी में अनुवादित की 5 प्रतियां ।
(ग) निर्माता , निर्देशक , पटकथा लेखक , मुख्य कला- कार , छाणकार , ध्वनि आलेख्क, एम्पादक , कला निर्देशक , संगीय निर्देशक तथा पागायकों की संक्षिप्त जीवनियां तथा हरेक के दो- दो चि ঙ্গ ।
(घ) 6 पोस्तर एवं स्टिल चित्रों के छः सैट्स ।
लघु चित्र
(क) 15 प्रतियां मूल भाषा में कमेन्टरी के साथ तथा 15 अंग्रेजी में अनुवाद सहित ।
(ख) निर्माता , निर्देश , एनीमेटर (कार्टून फिल्म को लिए) छायाकार (न्यूजरील के लिए) की संक्षिप्त जीनिगां दो-दो चित्र सहित ।
प्रवेश शुल्क
7. 35 मि. मी. छाली 1,000 मीटर तथा 16 मि . मी . गली 400 मीटर से अधिक लम्बी फिल्मों की प्रत्येक के साथ 100 रुप्ये और उससे कम लम्बाई की फिल्मों की प्रत्येक प्रविष्टि के साथ 50 रुपये प्रवेश शुल्क भेजना होगा ।
प्रमेश शल्क की राशि फिल्म समारोह निदेशालय , नई दिल्ली के नाम डिशन्ड ड्राफ्ट द्वारा भेजी जानी है जो सैन्ट्रल बैंक आफ इंडिया , खान मार्केट , नई दिल्ली को देय हो। शुल्क वापस नही किया जाएगा ।
8. फिल्मों के प्रिंट माह 1983 तक फिल्म समारोष्ठ निदेशालय में अवश्य पहुंच जाने चाहिए । फिल्म भेजने का ब्यौरा जिसमे फिल्म का शीर्षक , रीलों की संख्या इत्यादि का उल्लेख हो , निदेशालयों को तार द्वारा तुरन्त सूचित करें ताकि उसकी निकासी सुनिश्चित हो सके ।
निर्णायक मण्डल
9. वो निर्णायक मंडल गठित किए जाएंगे- एक कथा चित्रों के लिए एवं दूसरा लघु फिल्मों के लिए ।

10. कथा चित्रों के लिए निर्णायक मंडा में एक अध्াধ্য होगा और सिनेमा, अन्य संबद्ध कलाओं और मानव्शास्त्र के क्षेत्र ये विशिष्टता रखने वाले अधिक से अधिक 24 सदस्य होगे जिनमे फिल्मों के कलात्मक और तकनीकी गुण-दोष परहने की पोग्यत। हो ।
11. अध्यक्ष, अपनी इच्छानुसार , विभिन्न भाषाओं के कथा चित्रों एवं बाल फिल्मों की परख के लिए कथा चित्रों के लिए निर्णायक मंडल के सदस्यो में से निल गठित कर सकता है । प्रत्येक पैनल , श्रेष्ठता क्रम का उल्लेख किए बगैर प्रत्येक भाष। में पुरस्कार के लिए उपयुक्त पायी गयी अधिक से अधिक तीन फिल्मों की सिफारिश करेगा । लेकिन पैनल निर्णायक मंडल के विचारार्थ विनियम19 (1 ) (8) से (20) के अन्तर्गत किसी व्यक्ति विशेष की उपलब्धियों को प्ररकृत करने के लिए सिफारिशें करने का स्वतन्त्र हैं ।
12. तथ कथा चित्रों के लिए निर्णायक मण्डल पैनल द्वारा सिफारिश की गयी सभी फिल्मों को देलेगा तथा नियम 19 (1) के अन्तर्गत विभिन्न श्रेणियों के पुरस्कारों के लिए निर्णय लेगा ।
13. निर्णायक मण्डल गर्वप्रथम सर्वोत्तम कथा चित्र , द्वितीय ग्वर्वोत्तम कथा पित्र , राष्ट्रीय एकता पर सर्वोत्तम कथा चित्र , परिवार कल्णण पर सर्वोत्तम कथ्ण चित्र , निर्देशक की सर्वोत्तम पहली फिल्म और सर्वोत्तम बाल फिल्म के लिए पुरस्कार विजेताओं का चयन करेगा । जो फिल्मे इन पुरस्कारों के लिए चुनी जाएंगी , वे नियम 19 ( 1) (20) के अन्तर्गत प्रत्येक प्रादेशिक भाषा में सर्वोत्तम कथा चित्र को दिए जाने वाले पुरस्कार के लिए पात्र नही होंगी ।
14. लघु चित्रों के लिए निर्णायक मंडल में एक अध्यक्ष होगा और अधिक से अधिक तीन सदस्य होगे जो सिनेमा के क्षेत्र में विख्यात हो , और एक रावस्य जो मानवशारत्र के क्षेत्र में विख्यात हो । यह निर्णायक मण्डल विनियम 19 (2) के अन्तर्गत आने वाली श्रेणियों के लिए पुरस्कारों की सिफारिश करेगी ।
15. राष्ट्रीय फिल्म सम्गरोह में सम्मिलित किसी भी फिल्म से प्रत्यक्ष या परोक्ष रूप से सम्बन्ध रखने वाला व्यक्ति कथाचित्रों के लिए निर्णायक मंडल और लघु फिल्मों के लिए निर्णायक मण्डल का जो भी हो , सदस्य नहीं हो सकेगा ।
16. निर्णायक मंडल फिल्मों को परखने हेतु अपनी अपनी प्रक्रिया स्वयं निर्धारित करेगा । दोनो निर्णायक मंडलों का "कोरम" मनोनीत सदस्यों की संख्या के आधे से कम नही होगा ।
17. दोगों निर्णायक मंडल अपने व्वेिक से यह सिफारिश कर सकेंगे कि किसी विशिष्ट श्रेणी में पुरस्कार नहीं दिया जाए , अगर उन्हें लगे कि प्रविष्ट फिल्म समुचित स्तर की नहीं है ।
18. कार्यकारी निदेशक , फिल्म समारोह निदेशालय या उनके द्वारा मनोनीत कोई भी व्यक्ति राष्ट्रीय फिल्म समारोह योजना के बारे में आवश्यक जानकारी दौर स्पष्टीकरण देने हेतु दोनों निर्णायक मंडलों की बैठक में भाग ले सकता है ।

19. फिल्म निम्नलिखित पुरस्कारों के लिए प्रतियोगी
होंगी:-
कथा चित्र
1. सोसम कथा धित्र
निर्माता को रवर्ण कमल और 50,000 रुपये का नकद पुरस्कार ,
निर्देशक को स्वर्ण कमल और 25,000 रुपये का नकद पुरस्कार ,
2. द्वितीय सोसम कथा चित्र
निर्माता को रजत कमल और 30,000 रुपये का नकद पुरस्कार ,
निर्देशक को रजत कमल और 15,000 रुपये का नकद पुरस्कार ,
3 . रराष्ट्रीय एकता पर सर्वोसम कथा चित्र के लिए भगिस बस पुरस्कार
निर्माता को रजत कमल और 30,000 रुपये का नकद पुरस्कार ,
निर्देशक को रजत कमल और 15,000 रुपये का नकष पुरस्कार , यह पुरस्कार न केवल उन फिल्मों के लिए दिए जाएगे जिन्हें साम्प्रदायिक सद्भाव का चित्रण हो बल्कि उन फिल्मों के लिए भी दिए जाएंगे जिनमें दलित वगों के उत्थान , विभिन्न क्षेत्रों के भीच एकता की भावना आदि को दिखाया गया है ।
4. परिवार कल्याण पर सर्वोसम कथाचित्र
निर्माता को रजत कमल और 30,000 रुपये का नकद पुरस्कार ,
निर्देशक को रजत कमल और 15,000 रुपये का नकद पुरस्कार ।
5 . निर्देशक की पहली सर्वोत्तम फिल्म
निर्माता को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
6. सर्वोसम बाल फिल्म
निर्माता को स्वर्ण कमल और 20,000 रुपये का नकष पुरस्कार ।
निर्देशक को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
7 . सषोत्तम निर्देशन
निर्देशक को रजल कमल और 20,000 रुपये का नकद पुरस्कार ।
8. सर्वोत्तम पट कथा
पटकथा लेखक को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
9 . सर्वोत्तम अभिमय
(क) अभिनेता को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
(ख) अभिनेत्री को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
(ग) बाल अभिनेता या अभिनेत्री को (जिसकी आयु 14 वर्ष से अधिक न हो) को रजत कमल और 5,000 रुपये का नकद पुरस्कार ।
10 . सर्वोत्तम छायांकन (रंगीन)
कैमरामंन को रजत कमल और 10,000 रुण्ये का नकद पुरस्कार ।
11. सर्वोत्तम छायांकन (साथी)
कैमरामैन को रजत कमल और 10,000 रुपये का नकव पुरस्कार ।
12. सर्वोत्तम ध्वनि आलेखन
ध्वनि आलेखन या आलेखकों को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
13. सर्वोत्तम सम्पादन
सम्पादक को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
14. सर्वोत्तम कला निर्देशम
कला निर्देशक को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
15 . सर्वोत्तम संगीत निर्देशक
संगीत निर्देशक को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
16 . सोसम पार्श्वगायक
पार्श्वगायक को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
17 . सर्वोसम पाश्र्वगायिका
पार्कगायिका को रजत कमल और 10,000 रुपये का नकद पुरस्कार ।
18 . निर्णायक मण्डल का विशेष पुरस्कार
निर्णायक मण्डल ऐसे व्यक्ति या व्यक्तियों को , जिसने पहले पुरस्कार प्राप्त नहीं किया हो , रजत कमल और 5,000 रुपये का नकद पुरस्कार अपने विवेक के अनुसार दे सकता है जो कि फिल्म के किसी महत्वपूर्ण पहलू का जिम्मेवार हो ।
19 . प्रत्येक प्रावेशिक भाषा के सर्वोत्तम कभा चित्र के लिए पुरस्कार
निम्नलिखित भाषाओं में सर्वोत्तम निर्मित कथा चित्र के निर्माता को रजत कमल और 15,000 रुपये का नकद पुरस्कार और निर्देशक को रजत कमल और 7,500 रुपये का नकद पुरस्कार , हिन्दी [PART II Sec. 3 (i ) ]

(राट्रीय महत्व जैसे राष्ट्रीय एकता , सामाजिक, न्याय , सहकारिता बश्वत , कृषि कार्य , सहित विकास की प्रगतिशीलता आदि विषयों पर सर्वोत्तम प्रेरक फिल्म या सर्वोत्तम व्यावसायिक विज्ञापन फिल्म) निर्माता और निर्देशक को रजत कमल प्रत्येक को ।
4. परिवार कल्याण पर सर्वोत्तम फिल्म
निर्माता और निर्देशक को रजत कमल और 5,000 रुपये का नकद पुरस्कार प्रत्येक को ।
5. सर्वोत्तम प्रयोगात्मक फिल्म
निर्माता और निर्देशक को रजत कमल और 5,000 रुपये का नकद पुरस्कार प्रत्येक को ।
6. सर्वोत्तम कार्टून फिल्म
निर्माता और निर्देशक और कार्टूनकार " ऐनिमेटर" को रजत कमल और 5,000 रुपये का नकद पुरस्कार प्रत्येक को ।
1. सर्वोत्तम म्यूजरील कैमरामैन
सर्वोत्तम न्यूजरील कैमरामैन का रक्त कमल और 5,000 रुपये का नकद पुरस्कार ।
8 . सर्वोत्तम भारतीय समाचार चित्र
निर्माता को रजत कमल और 5,000 रुपये का नकद पुरस्कार ।
स्पष्टीकरण
*प्रत्येक श्रेणी में पुरस्कार विजेता से अभिप्राय क्रमशः उनसे है जिनके नामों का उल्लेख प्रविष्ट फिल्म के शीर्षको में होगा और अन्य कोई भी दावा दर्ज नही किया जाएगा ।
*यदि कोई फिल्म विनियम 19(1) (1) से (8) और (20) के अन्तर्गत एक से अधिक पुरस्कार पाती है तो उसके निर्माता और निर्देशक को केवल वही एक पुरस्कार विया जाएगा जिसकी राशि सर्वाधिक होगी तथापि उसी निर्माता और निर्देशक को विभिन्न श्रेणियों में विभिन्न फिल्मों के लिए एक से अधिक पुरस्कार दिए जा सकते है ।
*कोई एक पुरस्कार एक से अधिक व्यक्तियों के पास जाता है तो केवल एक कमल ही दिया जाएगा और नकद पुरस्कार को प्राप्तकर्ताओ में बराबर - बराबर बाट दिया जाएगा बशत कि विनियम 19 के अन्तर्गत व्यवस्था न हो ।
बावा सहिय फाल्के पुरस्कार
20. विनियम19 में उल्लिखित पुरस्कारो के अतिरिक्त भारतीय सिनेमा के क्षेत्र में सर्वोत्कृष्ट योगदान के लिए भारत सरकार अपने विवेक से एक विशेष पुरस्कार देगी । यह पुरस्कार एक स्वर्ण कमल , 40,000 रुपये का नकद पुरस्कार और एक शाल के रूप में होगा ।
उप-शीर्षक ( सब-टाइटल)
21. विनियम19 (1) (1) से (8) और (20) के अन्तर्गत पुरस्कार जीतने वाले कथाचित्र के निर्माता को अपनी फिल्म के उप-शीर्षक मूल भाषा से किसी भारतीय या विदेशी भाषा में करवाने पर 5,000 रुपये की अतिरिक्त राशि दी जायेगी ।
सामान्य
22. निदेशालय को यह अधिकार होगा कि वह पुरस्कारों के लिए प्रविष्ट उस फिल्म के एक प्रिन्ट को जिसे पुरस्कार मिला हो, अपने पास रख सकेगा । उस फिल्म की लागत अर्थात कच्च माल की लागत और उसके परिष्करण के खर्च की प्रतिपूर्ति निर्माता को दी जायेगी बशते कि प्रिन्ट बिल्कुल नया है। तथा पुरस्कार की घोषणा के तीन माह के भीतर दे दिया जाए । यदि पुरस्कार घोषणा के तीन माह के भीतर नया प्रिन्ट निदेशालय को नहीं दिया जाता तो निर्माता को किसी भी प्रकार की प्रतिपूर्ति नहीं दी जाएगी तथा राष्ट्रीय फिल्म समारोह में सम्मिलित प्रिन्ट की किसी क्षतिपूर्ति के बगैर निदेशालय अपने पास रख सकेगा ।
23. पुरस्कार विजेयता फिल्म निर्माता को निर्धारिन संलग्न प्रोफार्मा में प्रतिज्ञा भी लेनी पड़ोगी कि भारत का राष्ट्रीय फिल्म अभिलेखागार पूना को यह अधिकार होगा कि अभिलेखागार के खर्च पर अभिलेखागार के परिक्षण तथा रिकार्ड के लिए प्रिन्ट का पोजीटिव प्राप्त करे ।
24. राष्ट्रीय फिल्म समारोह में शामिल फिल्म के निर्माता को उस फिल्म के निर्णायक मण्डल या उनके किसी भी नामिका के सामने या निदेशालय द्वारा आयोजित सार्वजनिक प्रदर्शन या किसी विशेष प्रदर्शन पर कोई आपत्ति नही होगी । यदि इससे कोई आय होगी तो वह सरकार के राजस्व खाते में जमा करवाई जाएगी ।
25. फिल्म और प्रचार सामग्री के लाने व ले जाने पर जो सर्च होगा वह सारा प्रतियोगी को देना होगा ।
26. पुरस्कारो और इन विनियमों की सही व्याख्या के सन्दन्ध में भारत सरकार के निर्णय अन्तिम होगे और उनके विरुद्ध कोई भी अपील नहीं की जा सकेगी ।
27. जो व्यक्ति राष्ट्रीय फिल्म समारोह मे भाग लेगा तो यह समझा जाएगा कि उसे ये नियम स्वीकार है ।

G.S.R. 281 (E) . The Ministry of Information and Broad- casting , Government of India , hereby notify the regulations for the 30th National Film Festival of India, 1983 .

The Festival is being organised by the Directorate of Film Festivals , National Film Development Corporation Limited, on behalf of the Government of India .
REGULATIONS
Aims
1. The Festival aims at encouraging the production of films of aesthetic excellence and social relevance ; contribut- ing to the understanding and appreciation of the film cultures of different regions ; and promoting the integration and unity of the nation .
Eligibility
2. ( a) Any film produced in India, received by the Central Board of Film Censors for certification in 1982 and certified not later than the 31st January, 1983 , is eligible for entry into competition . Any film produced in 1982 by a Film Institute recognised by the Government is eligible with or without certification by the Censors . However , this will not exempt the Institute films from censorship for public screen- ings.
(b ) Any film produced during 1982 cither by Doordarshan itself or by others but which has been accepted by Door- darshan will be eligible for entry without Certificate by Cen- tral Board of Film Censors . The fact of acceptance of any film by Doordarshan will have to be established by the pro- duction of a certificate to that effect from Doordarshan .
3. Films entered should be in 35 mm or 16 mm . Short films should ordinarily not exceed 1000 meters in length if they are in 35 mm and 400 meters in length if they are in 16 mm .
4. Films can be entered by government departments , gov- ernment recognised institutes and individual producers and production companies .
Entry Form
5. Participants are requested to complete the enclosed entry forms in duplicate . These forms must be filled in full detail and reach the Directorate of Film Festivals latest by the 10th April, 1983 .
Synopsis , Scripts , etc.
6. The following material pertaining to both features and shorts entered in the festival should be sent along with the entry forms to reach the Directorate latest by the 10th April, 1983.
Features
(a) Forty copies of the synopsis in English
(b) Five copies of the dialogue list in the original lan- guage of the film along with five copies of the English translation.
(c) Short biographical sketch of the producer. director screenplay writer, leading artistes , cameraman , audio- grapher, editor , art director , music director and play- back singers along with two photographs each
(d) Six posters and six sets of stills .
Shorts
(a) Fifteen copies of the text of the commentary in the original language along with fifteen coples of the translation in English.
(b) Short biographical sketch of the producer, director , animator (in the case of animation films ) and cameraman (In the case of a newsreel) along with two photographs cach.
Entry Fee
7. Every application for entry must be accompanied by an entry fee of Rs . 100 in the case of films exceeding 1000 meters in length in 35 mm and 400 meters in length in 16 mm. In the case of films shorter than these, the entry fee is Rs . 50 ,

The entry fees are to be remitted by Demand Draft in favour of "The Directorate of Film Festivals " , payable at the Central Bank of India, Khan Market, Now Delhi , The fees will not be refunded .
Prints
8. The prints of films entered must reach the Directorate of Film Festivals latest by the 10th April, 1983. The des- patch details . of the films , mentioning the title and the num- ber of reels, mode of transport, consignment number , etc. should be telegraphed to the Directorate immediatlev to ensure clearance .
Jury
9. Two juries will be constituted, one for judging feature films and one for judging short films .
10. The jury for feature films will be composed of a chairman and not more than 24 members distinguished in the field of cinema, other allied arts and humanities who are qualified to judge the artistic and technical merits of films .
11. The Chairman can, at his discretion , constitute panels out of the members of the jury for feature films to examine feature and children's films in the various languages . Each panel will recommend not more than three films in each language, considered suitable for awards , without indicating the order of merit . However , the panel is freeto indicate its recommendations for awards for individual achievement under regulation 19. I (vii ) to ( xvii ) for consideration of the jury.
12. The jury for feature films will then view all the films recommended by the panels and decide on the awards for the various categories under regulation 19.1.
13. The jury will first select the award winners for the Best Feature Film, Second Best Feature Film , Best Feature film on National Integration , Best Feature Film on Family Welfare , Best First Film of a Director and Best Children's Film. The films selected for these awards will not be eligible for the awards given to the Best Feature Film in each regio- nal language under regulation 19.I(xix) .
14. The jury for short films will be composed of a chair- man, not more than three members distinguished in the field of cinema and one member distinguished in the field of humanities . This jury will recommend films for awards in the categories under regulation 19.11 .
15. Any person directly or indirectly associated with a film entered in the National Film Festival will not be eligible to serve on the jury for feature films and the jury for short films, as the case may be .
16. The juries will determine their own procedure for the examination of films . Tht quorum of the two juries will not be less than half of the members nominated.
17. Both the jurics have the discretion to recommend that an award in any particular category should not be given if they feel that the films entered do not come up to the required standard .
18. The Executive Director , Directorate of Film Festivals, or his nominee will attend the deliberations of both the juries in order to provide information and clarification re- garding the National Film Festival scheme .

Swaran Kamal and a cash prize of Rs . 50,000 to the producer and Swaran Kamal and a cash prize ofRs . 25,000 to the director .
(if) Second Best Feature Film :
Rajat Kamal and a cash prize of Rs . 30,000 to the producer and Rajat Kamal and a cash prize of Rs. 15,000 to the director .

N.B.-I. The award winners in every category will be those whose names are on the credit titles of the film and no other claims will be entertained .
II . If the same film qualifies for more than one award under regulation 19.I( i ) to ( vii ) and ( xix) the producer and the director of the film will receive the award only in one capacity carrying tlse higher cash prize . However, more than one award can be given to the same producer and director for different films under different categories .
III . If any one award gones to more than one person, only one kamal will be given and the cash prize will be equally divided between the recipients , unless otherwise specified under regulation 19 .
Dada Saheb Phalke Award
20 , In addition to the competitive awards mentioned in regulation 19 , the Government at its discretion will give a special award for outstanding contributionto the cause of Indian Cinema . The award will consist of a Swaran Kamal , a cash prize of Rs . 40,000 and a shaw¹
Subtitling
21. Tise producer of a feature film which wins award under categories 19.1( i ) to ( vii ) and ( xix) of these regulations will be granted an additional sum of Rs . 5,000 on his getting that film sub -titled from its original to any other Indian or foreign language.
General
22. The Directorate will be entitled to retain one print of every film which receives an award. The cost of the print , viz. , the cost of raw material and processing charges , will be reimbursed to the producer , if a brand new print is made 8

1. सूचना और प्रसारण मंत्रालय भारत सरकार मिनेमा पर सर्वोत्तम पुस्तक के लिए 1983 का राष्ट्रीय प्रस्कार - एतद्वारा विनियमावली घोगिन करता है । पुरस्कार का आयोजन भारत सरकार की ओर से फिल्म समारोह निदेशालय , राष्ट्रीय फिल्म विकास निगम लिमिटेड द्वारा किया जा रहा है ।
पात्रता
2 भारत गं प्रकाशित 1 जनवरी और 31 दिसम्बर , 1982 के बीच मिनेमा पर कोई भी पम्तक इस प्रतियोगिता में भाग ले रुकती है ।
3 अनुवाद संग्रह संक्षेप और मम्पादित या समीक्षा गम्बन्धी कार्य इस पुरस्कार में भाग नहीं ले सकते ।
4. राष्ट्रीय फिल्म विकास निगम लिमिटेड के कैर्मचारी द्वारा लिखी गई पुस्तक पुरस्कार के लिए भाग नहीं ले मकनी ।

12 निर्णायक मण्डल प्रस्कार में प्रविष्ट पुस्तकों के गुणों को परम्बने हेतु अपनी प्रक्रिया स्वयं निर्धारित करेगा , निर्णा- यक मण्डल का ' कोरम ' मनोनीत सदस्यों की संख्या के आधे से कम नही होगा ।
13 निर्णायक मण्डल अपने विवेक से यह सिफारिश कर सकेगा कि कोई पुरस्कार नहीं दिया जाए अगर उन्हें लगे कि प्रविष्ट पुस्तक समुचित स्तर की नहीं है ।
14 कार्यकारी निदेशक , फिल्म समारोह निदेशालय या उनके द्वारा मनोनीत कोई भी व्यक्ति पुरस्कार की योजना के बारे में आवश्यक जानकारी और स्पष्टीकरण देने हेतु निर्णायक मंडल की बैठक में भाग ले सकता है ।
15. लेखक को रजत कमल और 5000/- रुपये का नकद प्रस्कार दिया जाएगा ।
स्पष्टीकरण न्यवि संयुक्त लेखक है तो केवल एक कमल ही दिया जाएगा और गशि नकद पुरस्कार पाने दालों. को बराबर - बराबर बांट की जाएगी ।
16. सरकार प्रकाशन विभाग द्वारा पुरस्कार विजेता पुस्तक का प्रकाशन किमी दूसरी भाषा/भाषाओं में अनुवावित करने पर विचार कर सकती है ।

17. फिल्म समारोह निवेशालय पुरस्कार में प्रविष्ट पुस्तकों की प्रतियों को अपने पास रख सकेगा ।
18. प्रतियोगिता में प्रविष्टि के लिए लाने व ले जाने का सम्पूर्ण डाक खर्च प्रतियोगी को ही देना होगा ।
19. पुरस्कारो और इन विनियमों की सही व्याख्या के सम्बन्ध में भारत सरकार के निर्णय अन्तिम होंगे और उनके विरुद्ध कोई भी अपील नही की जा सकेगी ।
20. जो व्यक्ति प्रतियोगिता में भाग लेगा तो यह ममझा जाएगा कि उसे ये नियम स्वीकार हैं ।
21. पुरस्कार में प्रविष्ट पुस्तकों की प्रतियां दूसरी सामग्री और उनसे सम्बन्धित सभी पत्राचार इस पते पर किया जाना चाहिए

The Ministry of Information and Broadcasting , Ciovern- ment of India , hereby notify the regulations for the National Award for the Best Book on Cinema , 1983. The Award will be organised by the Directorate of Film Festivals . National Film Development Corporation Limited , on behalf of the Government of India . The Award will be given at the same time as the National Film Awards .
Eligibility
2. Any book on cinema published in India between the 1st January , and the 31st December , 1982 is eligible for entry into competition .
3. Translations , anthologies , abridgments and edited or annotated works are not eligible for the award .

4. Books written by employees of the National Film De- Velopment Corporation I.imited would not be eligible for the award.
5. Books can be entered by the author or the publisher , but the award will be given to the author . The Directorate also reserves the right to invite eligible books for the com- petition.
Entry Form
6. Entrants are requested to complete the enclosed entry forms in duplicate . These forms must be filled in full detail and reach the Directorate of Film Festivals , National Film Development Corporation Limited , New Delhi Intest by the 10th April , 1983 ,
Copies of books , etc.
7. Five copies of the book entered for the award together with the following material should be sent along with the entfy forms to reach the Directorate of Film Festivals latest by the 10th April, 1983 .
( i ) Twenty copies of brief summary in English .
( ii) Short biographical sketch of the author with two photographs .
( iii ) Six sets of publicity material , if any.
Jury
8. A jury will be constituted by the Government for judg- ing the merits of the entries .
9. The jury will be composed of a chairman and not more than 30 members distinguished in the field of literature . journalism and cinema, depending upon the number of languages in which books are entered . There will be at least two members specialising in each language in which books are entered.
10. The Chairman can , at his discretion , entrust to certain members to go into the merits of the books entered, before the jury takes a decision as a whole .
11. Any person directly or indirectly associated with the writing or publication of a book entered for the award will not be eligible to serve on the jury.
12. The jury will determine its own procedure for judging . the merits of the books entered . The quorum of the jury will not be less than half of the members nominated.
13. The jury will have the discretion to recommend that no award should be given if the books entered do not come up to the required standard.
14. The Executive Director , Directorate of Film Festivals , or his nominee will attend the deliberations of the jury in order to provide information and clarification regarding the scheme of the award,
Awards
15. The awards will consist of a Rajat Kamal and a cash prize of Rs . 5,000 to the author.
N.B. In case of joint authors , only one Kamal will be given and the cash prize will be equallydivided between the recipients .
16. The Government may consider publication of the award-winning book by its Publication Division , translated into any other language( s) .
General
17. The Directorate of Film Festivals will be entitled to retain the copies of books entered for the award .
18. The entire freight/ postal charges for the entries will be borne by the entrants ,
19. The decision of the Government of India in respect of the award and of the interpretation of these regulations will be final and no appeal will lic against them,
20. A person who participates in the competition for the award will be deemed to have accepted these regulations .
