ORDER
New Delhi, the 2nd May, 1983

, 1. In paragraph 1 of the said Order :—
(i) In sub-paragraph (1) in clause (b), after the word "Orfcsa", the word, "Sikkim" shall be inserted ;
(ii) For sub-paragraph (2) of the said Order, the fol- lowing sub-paragraph shall be substituted, namely :—
(2) (a) The, Regional Council for each zone shall consist of —
(i) the Secretary for the time being in charge of Sals* Tax and State Excise Duties, or where different Secretaries are in charge of sales-tax and Stato Excise Duties, each of these Secretaries in each of the States or Union territories con- cerned;
(ii) the Commissioner or Commissioners of sales tax and Siate excise dudes, or where there arc different Commissioners for sales tax and State excise duties, each of these Commissioners or where there is no such Commissioner or Com- missioners, the hewl or heads of the sales tax and excise department or departments, each of the States or Union territories concerned;
(iii) Additional Secretary in charge of sales tax in the Ministry of Finance, Department of Revenue;
(iw) Member, Central Jloiird of Excise and Customs and ex.-oifidi> Add tionai Secretary, Miinstry of Finance, Department of Revenue, who is for tho time heing m tharge of Medirinal and Toilet Pre- parations (Excw Duties) Act, 1955;
(v) Joint Secretary (Plan Finance) in tho Ministry of Finance, Department of Expenditure :
Provided that tho Joint Secretary (Plan Finan e) may. when hi: considers it nec-ianry bo to do, authorise th1 Diiectoi (Plnn rir.nnctj in the Ministiy of Finance, Department of F\- pcndihirc to act on bis behalf as member;
(vi) the Adviser (Finjpcial Re-iouri-en), Planning Commission or his representative;
(vli) Additional Secretaiy, Ministry of Convneice, Department of Commerce or his representative;
(viil) an officer of the Legislative. Department of Ministry of Law, Justice and Company Affairs of a rank cot below that of an Additional Leeis- lative Counsel;
(ix) loint Secretary/Additional Legal Adviser, Minis- try of Law, Justice and Company Affairs, Depart- ment ol Legal Affairs.
(b) the Deputy Secretary to the Government of India in the Ministry of Home Affairs who is for the time, being in charge of the Union territory of Delhi, shall, in addition to the members referred to in clause (a), be a member of the Regional Council for tha Northern Zone;
(c) the Director or as the ca"e may be Deputy Secre- tary to the Government of India, in the Ministry of Finance, who is for the lime being. In charge of sales tax, shall function as the Member-Secretary of every Regional Council;
(iii) In sub-paragraph (3)(a), for tbe words, "The Director or as the case may be Deputy Secretary to the Government of India, in the Ministry of Finance, who in for tht time being, in charge of sales tax, shall function as the Secretary of every Regional Council and", the words, "Member Sec- retary shall" shall be substituted.
