2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(iiiflupon the members of the Legislative Assembly of Assam State to elect to the Council of States two members from that State; And whereas, the Commission will have to commence the process of election de novoin pursuance of the notification issued on 21st May, 1983 in terms of section 12 of the Re- presentation of the People Act, 1951 by the President and for that purpose its notification No. 318/83(1), dated the 10th March, 1982 so far as it was applicable to the State of Assam and also its subsequent notification No, 318/AS/S2(2). dated the 26th March, 1982 making changes in the date of poll and of completion ;
Now, therefore, In exercise of poweis conferred by sub- section (1) of section 39 of the Representation of the People Act, 1951 and in supersession of its above said notifications, the Election Commission hereby appoints afresh with respect to the said election—
(a) 28 May, 1983 (Saturday), as the last date for making
nominations ;
(b) 30 May, 1983 (Monday), as the dale for the sciutiny
of nominations;
(c) 1 June, 1983 (Wednesday), as the last date for the
withdrawal of candidatures;
(d) 8 June, 1983 (Wednesday), as the date on which a
poll shall, if necessary, be taken; and
(e) 10 June, 1983 (Friday), as the date before which
the election shall be completed.

O.N. 52(E).—In exercise of the powers conferred by sec- tion 56 of the Representation of the People Act. 1951, the Election Commission hereby fixes ihe hours from 10.00 a.m. to 2.00 p.m. as the hours during which the poll shall, if necessmy, be taken at the biennial elections to the Council of States from the State of Assam to be held in pursuance of the President's notification published in the Gazette of India on the 21st May, 1983
[No 318/AS/K3(2)] O.N. 53(E).—In pursuance of the provisions of section 21 of the Representation of the People Act, 1951 the Election Commission, in consultation with the Government of Assam hereby designates Secretary, Assam Legislative Assembly, Dispur to be the Returning Officer in respect of the biennial election to the Council of Stales to be held in the State in pursuance of the President's notification published in the Gazette of India on 21st May, 1983.

O.N. 54{E).—In exercise of the powers conferred by sub- section (1) of section 22 of the Representation of the People Act, 1951, the Election Commission hereby appoints Shri N. Deuri Bora, Dy. Secy. Assam Legislative Assembly, Dispur, to assist the Returning Officer, appointed vide Commission's Notification No. 3ft8/AS/(83(3), dated the 21st May, 1983 for the State of Assam, in the performance of his functions.
