सं ० ए०-21021/ 7/ 83-प्रशा ० III ख -२१ ष्ट्रपति जी, स्वतन्त्रता दिवम , 1983 के मुअवसर पर केन्द्रीय उत्पादन शुल्क समाहर्त्तालय , चण्डीगढ के सीमा शुल्क तथा केन्द्रीय उत्पादन शुल्क निरीक्षष श्री गुरुदेव मिह को उनके द्वारा अपने जीवन को भी जोखिम में डालकर किये गये अनाधारण सराहनीय सेवाओ के लिए प्रशस्ति प्रमाण-पत्न प्रदान करते है ।
जिन सेवाओं के लिए प्रमाणपत्र प्रदान किया गया है उनका विवरण
एक सूचना के अनुसार कि तस्कर पाकिस्तान में चोरी- छिपे निषिद्ध सामान लेकर विराम टी० क्रामिग को पार करेंगे , सीमा शुल्क निवारक दल ने, जिसमे श्री गुरदेव सिंह भी एक सदस्य थे , 30-5-1981 को लगभग 13.50 बजे वहां नाकाबन्दी आरम्भ कर दी । नाकाबन्दी दल ने दो व्यक्तियो को पाकिस्तान की ओर से मोटर साइकिल पर

पूरी स्पीड में आते हुए देखा । जब उक्त व्यक्ति नाका-स्थल के नजदीक आये तो उन्हें रुकने के लिए इशारा किया गया । परन्तु रुकन के लिए गति धोमी करने के बजाय उन मोटर माइकिल सवारों ने मोटर साइकिल की गति और तेज कर दी तथा नःका स्थल को पार कर गये । ज्योही उन्होने नाका- स्थल पार किया, श्री गुरदेव सिह, निरीक्षक नत्काल अपनी मोटर साइकिल की ओर दौडे और उसे स्ट्रार्ट किया तथा दल के अन्य सदस्यों को मोटर साइकिल की पीछे की गद्दी पर बैठने के लिए कहा । तत्पश्चात् उन्होंने उन दो संदिग्ध व्यक्तियो का तीव्र गति से पीछा किया तथा थोडी ही देर में उनके निकट पहुंच गये । जब कथिन तस्करो ने देखा कि उनका पीछा किया जा रहा है तो उन्होनें बच निकलने के उद्देश्य से मोटर साइकिल की गति को और तेज कर दिया । अपने बच निकलने के प्रयास में उन्होंने उसी गति से विरूम गाव की ओर मुड़ने की कोशिश की परन्तु वे उसमें मफल नहीं हो सके । परिणामतः वह गाडी अर्थात् मोटर साइ- किल जिस पर वे सवार थे/ जिसे वे चला रहे थे उलट गई । उन्होने तुरन्त ही मोटर साइकिल को वही पर छोडकर पैदल ही नजदीक के खेतो में भागना शुरू कर दिया । निरीक्षक , श्री गुरदेव मिह भी, उस स्थान पर पहुंचकर अपनी मोटर साइकिल को वही खडा करके, नथा अन्य साथियो को अपने पीछे-पीछे आने के लिए, वही छोडकर , सदिग्धा के

to Shri Gurdev Singh , Inspector of Customs and Central Excise , Collectorate of Central Excise , Chandigarh for exceptionally meritorious service rendered by him when undertaking a task even at the risk of his life .
Statement of services for which the Certificate has been awarded
बच निकलने के प्रयास को असफल बनाने के उद्देश्य में उन दो संदिग्ध व्यक्तियों के पीछे दौड़े । एक एथेलिट होने के कारण श्री गुरदेव सिंह थोड़े ही समय में उन दो संदिग्ध व्यक्तियो के पास पहुंच गये । उनमे से एक व्यक्ति के पास 12 बोर की डबल वैग्ल वालो बन्दूक थो तथा दूसरे के पास एक छोटा पैकेट था । बदमाशों ने , गड़बड़ी का आभास होने तथा पकड़े जाने से बचने के लिए श्री गुरदेव सिह पर गोलियां चलायी । भाग्यवश श्री गुरदेव सिंह बाल- बाल बच गये । इस घटना से निडर होकर तथा बदमाशों के प्राणघातक अस्त्रों की परवाह किये बिना ही श्री गुरदेव सिंह ने अपने जीवन की परवाह किये बिना उनका पीछा करना जारी रखा । अधिक गड़बड़ों का आभास होने पर दूसरे व्यक्ति ने, वह पैकेट जिसे वह लिये हुए था जमीन पर फेंक दिया और अपने बचाव के लिए पूरी गर्गात से भाग गया । इसीबीच दूसरा संदिग्ध व्यक्ति अपनी बन्दूक को पुनः भरने लगा । परन्तु बन्दूक की परवाह किये बिना श्री गुरदेव सिंह उसे पकड़ने के प्रयास में उसके और निकट पहुंच गये । क्योंकि गुरदेव सिंह उसे पकड़ने ही वाले थे कि बन्दूक धारी ने पुनः उन पर गोली चलाई । इस बार निशाना नहीं चूका और गुरदेव सिंह को कारतूस के कई छर्रे लगे जोकि उसके सारे शरीर में घुस गये । परिणामतः शरीर पर कई जख्मों के कारण वह जमीन पर गिर गये । दोनों संदिग्ध व्यक्तियों ने इसका पूरा लाभ उठाया और नाका पार्टी के अन्य सदस्यों के घटनास्थल पर पहुंचने से पहले ही खेतों और जंगल की झाड़ियों में भाग कर बच निकलने में सफल हो गये । श्री गुरदेव सिंह ने, अपने शरीर पर कई गहरे जख्मों के बावजूद भी अपना मानसिक सन्तुलन नहीं खोया और फेंके गये पैकेट को ढूंढ़ निकालने में पार्टी के अन्य सदस्यों की मदद की , जिसे खोलने पर 9 कि ० ग्रा० अफीम बरामद हुई । स्मग्लरों द्वारा छोड़ी गई मोटर माइकिल कोभी, सीमा शुल्क कानून के अन्तर्गत कार्यवाही करने के लिए , कब्जे में ले लिया गया था । श्री गुरदेव सिंह को उपचार के लिए नजदीक के प्राथमिक स्वास्थ्य केन्द्र पर ले जाया गया । डाक्टरी परीक्षा रिपोर्ट से पता चला कि शरीर के अलग-अलग हिस्सो पर उसे कम से कम 17 ( सत्रह) घाव थे । इस प्रकार , श्री गुरदेव सिह ने अपनी जान के जाखिम पर अनुकरणीय साहस, निश्चय और कर्तव्य निष्ठा का प्रदर्शन किया ।

No. A- 21021 / 7/ 83-Ad . III-B. The President is pleased , on the occasion of the Independence Day, 1983 , to award an Appreciation Certificate
In pursuance of an information that smugglers with contraband smuggled from Pakistan would cross Viram T. Crossing , the Customs Preventive party of which Shri Gurdev Singh was a member conducted nakabandi there on 30th May, 1981 at about 13.50 hours . The naka party noticed two persons riding a motor cycle coming from Pakistan side at top speed . When the said persons came near the naka point they were signalled to stop . But instead of speedingdown to stop , the two motor cyclists rather accelerated the speed of the motor cycle and crossed the naka point . As soon as they crossed the naka point , Shri Gurdev Singh , Inspector , immediately rushed towards his motor cycle , started it and asked other members of the party to sit behind on the pillion of the motor cycle . Thereafter he gave a hot chase to the two suspects and in a short while approached near them. The alleged smugglers also noticed the chase and accelerated the speed even higher in order to escape. In their attempt to escape they tried to negotiate a turn towards Virum village at the same speed which they could not manage and resultantly the vehicle i.e. motor cycle , they were ridingdriv- ing , over- turned . They immediately abandoned the motor cycle there and started running in the fields nereby . Shri Gurdev Singh , Inspector , after reach- ing this point also parked his motor cycle and ran after the two suspects leaving behind others to follow him in order to foil the bid of the sus- pects to escape . Being an athlete , Shri Gurdev Singh approached the two suspects after a short while . One of them was carrying a 12 bore double barrel gun and the other a small package . The miscreants sensing trouble and in a bid to avoid caputre fired at Shri Gurdev Singh. Fortunately, Shri Gurdev Singh narrowly escaped . Undeterred by this incident and without caring for the lethal weapon the miscreants possessed , Shri Gurdev Singh continued the chase without caring for his life. The second person sensing more trouble threw the packet he was holding in the fields and ran at top speed for his safety . In the meanwhile the other suspect with the gun was again loading it . But without caring for the gun Shri Gurdev Singh approached nearer to him in a bid to apprehend him. When Shri Gurdev Singh was about to ap- prehend him, the gun- man again fired . This time the aim did not miss and Shri Gurdev Singh was hit with several sprinkles of the cartridges which pierced through his entire body . Consequently he fell down on the ground with several injuries on his body. The two suspects took full advantage 3

of this and managed to escape in the fields and wild growth before the other members of the naka party reached on the spot. Inspite of several grievi- ous injuries on his body, Shri Gurdev Singh did not lose his senses and helped other members of the party in locating the thrown package which when opened was found to contain opium weigh- ing 9 kgs . The motor cycle abandoned by the smugglers was also taken into custody for taking action under the Customs law. Shri Gurdev Singh was taken to nearby Primary Health Centre for treatment . The medical examination report re- vealed that he had received atleast 17 ( Seventeen) wounds on different parts of his body. Shri Gurdev Singh thus displayed examplary courage , determi- nation and devotion to duty at the risk of his own life.
