S.O.' 639|E..—In exercise of the powers con- ferred by the clause (2) of article 11" of the Constitution, the President hereby makes the fol- lowing rules further to amend the authentication

1. (1) These rules may be called the Authen- tication (Orders and other Instruments) Third Amendment Rules, 1983.
(2) They shall come into force on the date
of their publication in the Official Gazette.
2. In the Authentication (Orders and other
Instruments) R,ules, 1958,—
(a) in rule 2, for the existing entries, the fol-
lowing entries shall be substituted, namey :—
d) by the signature of a Secretary, Special Secretary, Additional Secretary, Joint Secretary, Deputy Secretary, Under Secretary or an Assistant Secretary to the Government of India; or
(2) by the signature of Director, Section Officer (Special) or Desk Officer in the Ministries, Departments, Secretaries and Offices specified in the First Schedule to the Government ot India (Alloca- tion of Business) Rules, 1961; or
(3) by the signature of a Head of a Depart- ment as defined in the Delegation of Financial Powers Rules, 1978, other than a Head of Department in any Union Territory\ or -,
(4; in the cas6 of orders and other instru- ments relating to a Department, Direc- torate, Commission, Board, Office or an Organisation specified in Column 1 of the Schedule to these rules by an Officer specified against that Depart- ment, Directorate, Commission, Board, Office or Organisation in Column 2 of the said Schedule; or
(5) in the case of orders and other instru- ments relating to the Fertiliser Division of the Department of Agriculture, by the Deputy Commissioner (Part Opera- tions and Projects) and Deputy Com- missioner (Movement) in the Fertili- ser Division of that Department, and in the case of those relating to the Ac- counts Wing of the Fertilizer Division of the Department of Agriculture, by the Deputy Director of Accounts in that Wing ; or
(6) in the case of orders and other instru- ments relating to the Department of Education, by the Joint Educational Ad- viser, Deputy Educational Adviser, Assistant Educational Adviser or a Deputy Director in that Department ; or
(7) in the case of orders and other instru- ments relating to the Ministry of Ex- ternal Affairs, by an Attache or an Administrative Officer in that Ministry ; or
(8) in the case of orders and other instru- ments relating to the Department of Eco- nomic Affairs, by a Controller or a Deputy Controller of Capital Issue, a Joint Director (Stock Exchange) or a Senior Accounts Officer or an Ac- counts Officer in that Department; pr
(9) in the case of orders and other instru- ments relating to the Organisation oi the Controller General of Accounts in the Department of Expendi ure by the Controller General of Accounts, Joint Controller General ot Accounts, or the DepuLy Controller General of Ac- counts in that Organisation; or
(10) in the case of orders and other instru- ments relating to the Tax Credit Certi- ficate (Exports) Scheme, 1965 (pub- lished vide notification No. 3(1) |65- TCC(S) vide GSR 1183, dated the 17th August .1965) in the Department of Revenue, by a Deputy Director pf Tax Credit (Exports) or an Assistant Director or Tax Credit (Exports) ap- pointed under paragraph 4 of the said Scheme, or by a Director in the Central Board of Exciss and Customs, or by a Director in the Central Board of Direct Taxes ; or
(11) in the case of orders and other instru- ments relating to the Ministry of Fin- ance (Defence Division), by a Finan- cial Adviser, Additional Financial Ad- viser, Deputy Financial Adviser or As- sistant Financial Adviser in that Minis- try ; or
(12) in the case of cancellation of assign- ments of policies of life assurance, fin- anced from a Provident Fund, which have been assigned in favour of the President of India, by the Accounts Officer of the Fund as defined in the Rules relating to the Fund ; or
(13) in the case of orders and other instru- ments relating to the Department of Food, by tfief Chief Director of Pur- chase, Deputy Chief Director of Pur- chase, Assistant Chief Director of Pur- chase, Deputy Director General or a Deputy Director in that Department, and in the case of orders and other ins- truments relating to the Food and Nut- rition Board Division in the Department
7of Food, by the Senior Analyst in that Division ; or
(14) in the case of orders and other instru- ments relating to the Ministry of Irri- gation, by the Deputy Director (En- gineering) functioning as Branch Offi- cer in the Joint Rivers Commission Whig hi that Department; or
(15) in the case of orders and other instru- ments relating to the office of the Chief Controller of Imports; and Exports, by the Chief Controller of Imports and Exports or the Additional Chief Con- troller of Imports and Exports ; or
(16) in the case of orders and other instru- ments relating to the Administrative Vigilance Unit in the Ministry of Works and Housing, by an Assistant Vigilance Officer in that Unit; or
(17) in the case of orders and other instru- ments relating "to the Ministry of Home Affairs, by a Deputy Director or a Deputy Financial Adviser, and in the case of orders and other instruments re- lating to the Secretariat Security Orga- nisation including Reception Wing, by the Chief Security Officer in that Minis- try ; or
(18) in the case of orders and other instru- ments relating to the Department of Industrial Development, by the Com- missioner (Industrial Cooperatives) or the Deputy Director (Industrial Co- operatives) in that department; or
(19) in the case of orders and other instru- ment renting to the Department of Rehabilitation, by the Joint Director or the Finance and Budget Officer in that Department; or
(20) (i) In the case of authoritative text in Hindi of any order, rule regulation or bve-law issued under the Constitution or under anv Central Act, where such text is publish *d in Section 3A of Part TT of the Ga/ette of India, by the Joint S^c-etarv and Draftsman, an Additional Draftsman, a Peputv D e s m an or an Assistant Draftsman, Official Langu- ages Winjr.
