Subject.—Import & Export Policy for April
1983—March 1984.
F. No. IPC|4|8|37|34|83-84.—Attention is in- vited to the Import & Export Policy for April 1983—March 1984, published under the Ministry of Commerce Public Notice No. 10-ITC(PN)/83 dated the 15th April 1983. "
2. Import of mutton tallow is allowed under the import policy for Registered Exporters, in Appendix 17 of the Import & Export Policy (Volume-I) for 1983-84, against export of toilet soaps etc. falling under S.N.O. B.20.2 and against exports of fatty acids|fatty amines falling under S.No. B. 20.15, subject to the conditions laid down in the Ministry of Commerce Public Notice No. 3O-ITC(PN)|83 dated the 9th August, 1983. It has been decided that direct import of mutton tallow will not be allowed under these provisions. The eligible manufacturer of the product exported will be granted Release Order to obtain mutton tallow from the State Trading Corporation of India Ltd., on a request made to the licensing authority, with- in the overall entitlement admissible for mutton tallow. The Release Order for mutton tallow shall be non-transferable. It shall also be subject to Actual User condition as already laid down in the policy and such other restrictions or conditions as may be imposed regarding the use of mutton tal- low.
3. It has also been decided that Advance licences, Imprest licences and Special Imprest licences issued for export production, shall not be gi anted for direct import of tallow, fat and | or oils rendered, unrendered or otherwise of any ani- mal origin. The eligible Registered Exporters will be granted non-transferable Release Orders, sub- ject to Actual User condition, for obtaining the required material only from State Trading Cor- poration of India exclusively for export produc- tion. (In pursuance of he Ministry of Commerce Import Trade Control Order No. 27)83 dated the 24th August, 1983, beef, buffalo and pig tallow shall not be allowed even for export production).
4. import licences already issued in respect of the categories referred to in paias 2 and 3 above shall cease to be valid for direct import of the items referred to in this Public Notice. The licence holders may approach the licensing autho- rity for issue of Release Order in lieu of the licence, for obtaining supplies from the State Trad- ing Corporation of India Ltd. This restric- tion on direct import will not, however, apply to the extent the shipment from the country of orign, if otherwise permissible has been made before the date of this Public Notice or the date upto which shipment could otherwise be made against the licence, in question, in terms of the conditions applicable to the licence and the policy in force, whichever date is earlier. All material thus imported shall be used exclusively for export production or it shall be subject to such conditions as may be imposed regarding its use. (It may be clarified that clearance of beef, buffalo and pig tallow shall not be allowed by the customs autho- rities in pursuance of the Ministry of Commerce Import Trade Control Order No. 27|83 dated the 24th August, 1983).
