विषय: 1983-84 के दौरान जीवित भैंस और जीवित भेड़ों की निर्यात नीति की शर्तें ।
मि० सं ० 34 ( 4) /83-ई-2.-अप्रैल 1983 मार्च 1984 की आयात-निर्यात नीति ( जिल्द-2 ) की पृष्ठ सं ० 8 पर के नीति विवरण की क्रम सं ० 2 और 3 के सामने यथा संकेतित जीवित भैंस और जीवित भेड़ों की निर्यात नीति की ओर ध्यान दिलाया जाता है ।
2 इस बात का सुनिश्चय करने के लिये कि केवल स्वस्थ पशु ही निर्यात किय जाते है , निश्चय किया गया है कि जीवित भैस और जीवित भेडो के वास्तविक निर्यात से पूर्व उन्हें न्यूनतम 21 दिन तक के लिये संघरोधन अवस्था में रखा जायगा और इस अवधि के दौरान पशुओ का निरी- क्षण किया जायगा और टीके ( वैक्सिनेशन ) लगाये जाएगें । इस अवधि के दौरान भेडों को पशु-प्लेग , खुर और मुंह की बीमारी और भेड़ों को होने वाली चेचक से बचाने के

लियें टीके लगाये जायेंगे । इसी प्रकार से भैंस को भी पशु प्लेग खुर और मुंह की बीमारी से बचाने के लिये टीके लगाये जायेंगे और तपेदिक और ब्रूसेलोसिस के लिए भी उनकी जांच की जाएंगी ।
3. तदनुसार , 1983-84 के लिये आयात -निर्यात नीति (जिल्द 2) की पृष्ठ सं ० 8 पर के नीति विवरण की क्रम सं० 3 के सामने के कालम-3 में निम्नलिखित उप- शर्त ( 4 ) को जोड़ा जायगा :--
" ( 4) न्यूनतम 21 दिन की अवधि के लिये भेड़ों का संघरोधन और इस अवधि के दौरान भेडों को पशु-प्लेग , खुर और मुंह और भडों को होने वाली चेचक के लिये निरीक्षण किये जायेगे और टीके लगवाये जायेंगे । "
4. जहां तक जीवित भैंस का संबंध है, उपर्युक्त कंडिका- 2 में उल्लिखित गर्ने निर्यात ( नियंत्रण ) , संशोधन आवेश सं० ई ( सी) ओ ० 1977/ एएम ( 271 ) , दिनांक 19 सितंबर, 1983 के अनुसार खुले सामान्य लाइसेंस 3 में निद्दिष्ट कर दी गयी है ।

5. जीवित भैस और भेड़ों के निर्यात के लिये निम्न- लिखित क्रियाविधि अपनाई जायेगी :--
( 1 ) जीवित भैंस और भेडों के निर्यात की अनुमति केवल बम्बई और कांडला के पन्ननों से दी जायेगी ।
( 2 ) भारत सरकार के संपूर्ण पर्यवेक्षण के अधीन संघरोधन किया जायेगा । बम्बई से निर्यात की जाने वाली जीवित भैम और भेड़ों और कान्डला पत्तन से निर्यात की जाने वाली भैंस और भेड़ो के संबंध में जीवित पशुओं के निर्यात की अनुमति देने म पूर्व संगरोध के संबंध में भारत सरकार की ओर से प्रमाणपत्र जारी करने के लिये क्रमशः निदेशक, पशुपालन , महाराष्ट्र और निदेशक , पशुपालन , गुजरात प्राधिकृत होंगे । राजस्थान राज्य के भीतर संगरोधन में रखी गयी भेड़ों के संबंध में प्रमाण- पत्त्र निदेशक, भेड़ तथा ऊन विभाग, राजस्थान द्वारा जारी किया जाएगा ।
( 3) जीवित भैस और भेड़ों के निर्यात करने वाले इच्छुक निर्यात मंगरोधन के प्रयोजन के लिये आहाता प्रदान करेंगे । विशाल संरचना से संबंधित सुविधाओं के प्रयोजन के लिये आहाते का निरीक्षण पशुपालन एवं पशु चिकित्सा सेवा के राज्य निदे- शक द्वारा किया जायेगा और आहाते के निरीक्षण के पश्चात् ही उसे निर्यात से पूर्व संगरोधन के कार्य के प्रयोजन के लिये अनुमोदित संघरोधन स्टेशन घोषित किया जाएगा ।
(4) संघरोधन के अधीन सभी पशुओं की पहचान "कान पर लगे टैग" से की जायेगी । प्रमाणन प्राधिकारी द्वारा जारी किये गये संघरोधन प्रमाण- पत्त्र में " कान पर लगाने वाले टंग" की संख्या का उल्लेख किया जायेगा ।
( 5) पशुओं को टीका लगाने के लिये टीका द्रव्य की कीमत निर्यातक देंगे ।
6. उपर्युक्त कंडिका 5 में निर्धारित संघरोधन की क्रिया- विधि उन मामलों में बाध्यकर नही होगी , जहां पर संघरोधन की सुविधाओं के बिना ही निर्यात के लिये उन विदेशी क्रेताओ ने विशेष म्प से संविदायें कर ली हैं । इस संबंध मे निर्यातक लाइसेंस प्राधिकारी को संविदा ( गा प्रति ) प्रस्तुत करेगे ।
7. भेड़ों के निर्यात के सबध भ नरिवर्तन से पूर्व किये गये सौदे केवल उम मात्रा के लिये श्रीकार कर लिये जायेंगे, जिसके लिये लाइसेंस प्राधिकारियो द्वारा पहले में ही लाइसेंम जारी कर दिये गये है और वे अपरिवर्तनीय साखपत्न से सथित हैं । जीवित भैस के मामले में परिवर्तन से पूर्व किये गये सौदे 1983-84 के लिये आयात-निर्यात क्रियाविधि पुस्तक की कंडिका-226 के अनुमार स्वीकार किये जायेंगे ।
8. जीवित बकरियों के निर्यात की अनुमति अब तक किसी भी संघरोधन और टीके से संबद्ध औपचारिकताओं के बिना दी जाती रहेगी किन्तु वह सामान्य चिकित्सा निरीक्षण और प्रमाणन के अधीन होगी ।

Subject : Export Policy of Live Buffaloes and Live Sheep during 1983-84 - Conditions regarding.
F. No. 34 (4) 83 - EII . Attention is invited to ex- port policy of Live Buffaloes and Live Sheep as indicated against S. No. 2 and 3 of the Policy Statement at page 8 of Import and Export Policy April , 1983 - March , 1984 , ( Vol . II ) .
2. In order to ensure that only healthy animals are exported it has been decided that Live Sheep and Live Buffaloes before actual export, will be kept in Quarantine for a minimum period of 21 days during which period the animals will be sub- jected to inspection and vaccination . During this period the Sheep will be vaccinated for Rinderpest , Foot and Mouth disease and Sheep Pox Similarly, buffaloes will be vaccinated for Rinderpest , Foot and Mouth disease and will also be tested for Tu- berculosis and Brucellosis .
3. Accordingly in col . 3 , against S. No. 3 of the Policy Statement at page 8 of Import and Export Policy Book 1983-84 ( Vol . II ) the following sub- condition No. ( iv ) shall be added : ---
" ( iv) Quarantine of Sheep for a minimum period of 21 days during which period the Sheep will be subjected to inspection and vaccination for Rinderpest , Foot and Mouth disease and Sheep Pox" .
4. As regards export of Live Buffaloes , condi- tions mentioned in paragraph 2 above have been incorporated in OGL- 3 vide Exports ( Control ) Amendment Order No. E ( C ) O , 1977 AM ( 271 ) dated the 19th September , 1983.
5. The following procedure will be followed for export of Live Buffaloes and Sheep :-
( i ) Export of Live Buffaloes and Sheep shall be allowed from Bombay and Kandla ports only.
( ii ) The Quarantine would be done under the overall supervision of Government of India. The Director of Animal Hus- bandry , Maharashtra for Live Buffaloes and Sheep intended to be exported from 3

Bombay and the Director of Animal Husbandry , Gujarat for Live Buffaloes and Sheep to be exported from Kandla port respectively are authorised to issue a certificate on behalf of Government of India in respect of quarantine , before export of live animals is allowed Direc- tor, Department of Sheep and Wool Rajasthan, would issue certificate in res- pect of sheep put up in quarantine within the State of Rajasthan,
( iii ) The exporters interested to export Live Buffaloes and Sheep would offer pre- mises for purpose of quarantine . The premises would be inspected by the State Directors of Animal Husbandry and Ve- terinary service for the purpose of in- frastructure facilities and after examina- tion of the premises , the same will be declared as approved quarantine sta- tions for the purpose of undertaking quarantine prior to export .
( iv) All animals subjected to quarantine would be identified by 'Ear Tag' . The number of 'Ear Tags ' shall be men- tioned in the certificate of the quaran- tine issued by the certifying authority (v) The exporters would pay the cost of the vaccines used for the vaccination of the animals .
6. Quarantine procedure laid down in para- graph 5 above may not be insisted upon where the foreign buyers have specifically contracted for ex- port without quarantine formalities . Exporters chall produce contract ( in original ) to this effect to the licensinge authority
7. Pre- change commitment in respect of sheep shall be honoured only for the quantities for which the export licences have already been issued by the licensing authorities and is backed by the irrevocable letter of credit . In respect of Live Buffaloes pre - change commitment shall be honour- ed in terms of paragraph 226 of the Hand Book of Import and Export Procedure 1983-84 . In case of pre - change commitment, quarantine pro- cedure shall not be applicable .
8. Export of Live Goats shall continue to be allowed without any quarantine and vaccination formalities , and would be subjected to general Veterinary Inspection and certification as hitherto .
