विषय : -निकृष्ट भैंस , भारतीय भेड के मांस और भारतीय बकरी के मांस की निर्यात नीति की शर्तें ।
मि० सं० 1/ 5/ 83/ -1-1983-84 के लिए आयात-निर्यात नीति ( जिल्द 2 ) के नीति विवरण की क्रम सं० 6 के अधीन यथा संकेतित निकृष्ट भैंस, भारतीय भेड़ और भारतीय बकरी के मांस की निर्यात नीति की ओर ध्यान दिलाया जाता है ।
2. इस बात का सुनिश्चय करने के लिए कि स्वास्थ्य के मानदण्ड के अनुसार ही मांस का निर्यात किया जाता है, यह निश्चय किया गया है कि उपर्युक्त पशुओं के मांस के सम्बन्ध में लदान से पूर्व अनिवार्य गुण नियंत्रण आरम्भ किया जाए ।

3. तदनुसार, 1983-84 के लिए आयात-निर्यात नीति (जिल्द-2) के नीति विवरण में निर्धारित की गई निर्यात नीति में निम्नलिखित संशोधन किए जाएंगे:--
( 1) श्रम मं० . 6 ( ख ) के अन्तर्गत कालम 3 में शर्म संख्या ( 5 ) के बाद निम्नलिखित को जोडा जाएगा:-
" ( 6 )-- शतित/जमाए हुए मास को निर्यात की अनुर्मात पशुपालन के राज्य निदेशक या उन की ओर से प्राधिकृत किगी भी पशुचिकि सक द्वारा सम्बन्ध में जागे किए गए बदान से पूर्व निरीक्षण प्रमाण-पत्र प्रस्तुत करने पर दी जाएगी: - इस
( 1 ) कि मांस निर्धारित क्रियाविधि के अनुसार अनुज्ञप्त अहाते में वध किए गए स्वस्थ पशुओं से प्राप्त किया गया है और वह मारने से पूर्व और मारने के बाद निरीक्षण के अधोन है ।
( 2) कि मांस स्वास्थ्यकर , पुष्टिकर अवस्थाओं को ध्यान में रखते हुए तैयार किया गया है और वन् मानव के उपभोग के लिए उपर्युक्त है

( 3 ) कि मांस परजीवी जन्तुवाधा से मुक्त है ।
(4) मांस वध होने से 12 ( बारह) घंटे के भीतर जमाया गया है और यह इसी अवस्था में रहेगा ।
( 7) बम्बई और कोचीन से जमाए हुए मांस के निर्यात की अनुमति पशुपालन निदेशक , महाराष्ट्र द्वारा या बम्बई से मभी निर्यातों के निए उन की ओर से प्राधिकृत किसी भी अन्य अधिकारी द्वारा और कोचोन से सभी प्रकार के निर्यातों के लिए निर्यात निरीक्षण अभिकरण द्वारा इस सम्बन्ध में जागे किए गए लदान से पूर्व और निगेक्षण प्रमाण-पत्र प्रस्तुत करने पर दी जाएगी:--
( 1) कि मांस/लोथड़े पथोजनिक माइक्रोआर्गेनिज्म मे मुक्त होगा ।
(2) मांस/लोथडे निम्नलिखित जीवाणु मात्रा विशिष्ट- करण के अनुमार होगे --
( 1 ) कुल बेक्टोरियन काउन्ट प्रतिग्राम 1 में 10 मिलियम की सोमा के भीतर होंगे ।
( 2) ई ० सेलि बेक्टोरियल काउन्ट प्रति ग्राम 100 मे 1000 की सीमा के भीतर होंगे ।
( 3) यह सालमोनेला से मुक्त होगा ।
II. क्रम सं ० 6 ( ग) के अन्तर्गत कालम 3 में शर्त सं० ( 4 ) के बाद निम्नलिखित जोड़ा जाएगा:--
" ( 5 )--शीतित/जमाए हुए मांस के निर्यात की अनुमति पशुपालन के राज्य निदेशक या उनकी ओर से प्राधिकृत किसी भी पशुचिकित्सक द्वारा इस सम्बन्ध में जारी किए गए लदान से पूर्व निरीक्षण प्रमाण-पत्त्र प्रस्तुत करने पर दी जाएगी:--
( 1 ) कि मांस निर्धारित क्रियाविधि के अनुसार अनुज्ञप्त आहाते में वध किए गए स्वस्थ पशुओं में प्राप्त किया गया है और वह मारने से पूर्व और भारने के बाद निरीक्षण के अधीन है ।
( 2 ) कि मास म्वास्थ्यकर, पुष्टिकर अवस्थाओं को ध्यान में रखते हुए तैयार किया गया है और वह मानव के उपभोग के लिए उपर्युक्त है ।
( 3 ) कि मांस परजीवी जन्तुबाधा से मुक्त है ।
(4) माम वध होने से 12 ( बारह ) घन्टे के भीतर जमाया गया है और वह इसी अवस्था में रहेगा ।
" ( 6 ) बम्बई और कोचीन से जमाए हुए मांस के निर्यात की अनुमति पशुपालन निदेशक , महाराष्ट्र द्वारा या बम्बई से सभी निर्यातकों के लिए उन की ओर से प्राधिकृन क्रिमी भी अन्य अधिकारी द्वारा और कोचीन से सभी प्रकार के निर्यातों के लिए निर्यात निरीक्षण अभिकरण द्वारा इस संबंध

में जारी किए गए लदान से पूर्व और निरीक्षण प्रमाण-पत्त्र प्रस्तुत करने पर दी जाएगी:--
( 1) कि मांस/लोथड़े पैथोजैनिक माइक्रोआर्गेनिज्म से मुक्त होगा ।
(2) मांस लोथड़े निम्नलिखित जीवाणु मात्रा विशिष्टि- करण के अनुसार होंगे
( 1) कुल बेक्टोरियम काउन्ट प्रति ग्राम 1 मे 10 मिलियन की सीमा के भीतर होंगे ।
(2 ) ई ० सेलि बेक्टोरियल काउन्ट प्रति ग्राम 100 मे 1000 की सीमा के भीतर होगे ।
( 3 ) यह मालमोनेला से मुक्त होगा ।
4. जहां तक निकृष्ट भैंस के मास का सम्बन्ध है , उपर्युक्त कंडिका 3 में दर्शाई गई वही शर्तें खुले मामान्य लाइसेंस 3 में ममाविष्ट का गई है देखिए निर्यात नियंत्रण संशोधन आदेश सं ० ई ( सी) ओ. 1977 ए० एम ( 273 ) , दिनाक 19 मिनम्बर , 1983 ।
5. जहां तक निकृष्ट भैंस के माम , भारतीय भेड़ के माम, भारतीय बकरी के मांस का सम्बन्ध है उपर्युक्त प्रावधान उन प्रेषणों के सम्बन्ध में लागू नहीं होंगे जहां पर पोतल दान बिल इस अधिसूचना के जारी होने की तारीख मे तीन दिनों के भीतर सोमा- शुल्क प्राधिकारियों द्वारा पास कर दिए जाते हैं । ऐसे मामलों में इस सूचना से पूर्व सभी वर्तमान शर्ते लागू रहेंगी ।

Subject :-Export Policy of meat of culled Buffa- loes , meat of Indian Sheep and meat of Indian Goat- Conditions regarding .
F. No. 1/ 5/ 83 / E.I.--Attention is invited to export policy of meat of culled Buffaloes , meat of Indian Sheep and meat of Indian Goats as indica- ted under S. No. 6 of the Policy Statement of Im- ports and Export Policy, 1983-84 (Vol . II) .
2. In order to ensure that only meat conforming to health standard is exported , it has been decided to introduce compulsory Quality Control Pre-ship- ment Inspection, in respect of meat of above ani- mals.
3. Accordingly the following amendments to the export policy shall be made in the Policy State ment of Import and Export Policy, 1983-84 (Vol. II) .

(I) Under S. No. 6 (b ) after condition No. (v ) in Col. 3 , the following shall be added :--
"(vi)-Export of Chilled frozen meat shall be allowed on furnishing pre- shipment ins- pection certification issued by the office of State Directorate of Animal Husban- dry or any other Vaterinarian autho- rised on their behalf to the effect that :-
1. The meat has been obtained from healthy animals slaughtered in licensed premises and subjected to antemortem and post-master inspection according to the prescribed procedures .
2. The meat has been prepared under hygienic conditions , wholesome and fit for human consumption.
3. The meat is free from parasitic infestation .
4. The meat has been chilled within twelve ( 12 ) hours of slaughter and shall continue to remain in this condition .
(vii) Export of frozen meat shall be allowed from Bombay and Cochin on furnishing further pre- shipment inspection certifi- cate issued by Director of Animals Hus- bandry Maharashtra or any other offi- cer authorised on his behalf for all ex- ports from Bombay and by Export Inspection Agency, Cochin , in case of all exports from Cochin to the effect that :-
1. The meat carcass shall be free from patho- gonic microorganism .
2. The meat carcass shall confirm to following bacteriological quality specifications :--
(1) Total Bacterial count shall be within limit of 1 to 10 million per gram .
(2) E. Coli bacterial count shall be within limit of 100 to 1000 per gram .
(3) It shall be free from Salmonella .
II. Under S. No. 6( c) after condition No. ( iv) in Col. 3 , the following shall be added :--
" (v) Export of Chilled forozen meat shall be allowed on furnishing pre - shipment ins- pection certificate issued by Directorate of Animal Husbandry or any other vete- rinarian authorised on their behalf to the effect that :-
1. The meat has been obtained from healthy animals slaughtered in licensed premises and subjected to antemortem and post-mortem inspection according to the prescribed procedures .
2. The meat has been prepared un- der hygienic conditions , wholesome, and fit for human consumption.
3. The meat is free from parasitic infestation.
4. The meat has been chilled within twelve ( 12) hours of slaughter and shall continue to remain in this condition .
"(vi ) Export of frozen meat shall be allowed from Bombay and Cochin on furnishing further pre- shipment inspection certi- pection ficate issued by Director of Animal Hus- bandry Maharashtra or any other officer authorised on his behalf for all exports , from Bombay and by Export Inspection Agency, Cochin , in case of all exports from Cochin to the effect that :--
1. The meat carcass shall be free from patho- genic microorganism.
2. The meat carcass shall confirm to following bacteriological quality specifications :-
(1) Total Bacterial count shall be within limit of 1 to 10 million per gram.
(2) E. Coli bacterial count shall be within limit of 100 to 1000 per gram.
(3) It shall be free from Salmonella .
4. As regards meat of culled buffaloes , similar condition mentioned in paragraph 3 above, has been incorporated under OGL- 3 vide Exports Control Amendment Order No. E( C) O , 1977 AM (273) dated the 19th September, 1983 .
5. In respect of meat of culled buffaloes meat of Indian Sheep , meat of Indian Goat , the above provisions shall not be applicable in respect of the consignments where the shipping bills have al- ready been passed by the Customs authorities with- in three days from the date of issue of this notifi- cation. In such cases all conditions existing prior to this notification shall continue to be applicable .
