आ००१9 ( अ).-श्री खुर्शीद आलम खाँ के कार्यकाल की तारीख 15-4-80 को समाप्ति पर हुई उनकी निवृति के कारण हुई रिक्ति ही भरने के लिये राष्ट्रपति ने तारीख 1 नवम्बर , 1983 को भारत के राजपक्ष में प्रकाशित अधि- सूचमा द्वारा दिल्ली संघ राज्यक्षेत्र के निर्वाचकगण के सदस्यों से यह अपेक्षा की है कि वे राज्य सभा के लिये उस राज्यक्षेत्र से एक सदस्य निर्वाचित कर दें ;
अतः अब, निर्वाचन आयोग, लोक प्रतिनिधित्व अधिनियम , 1951 श्री धारा 39 की उपधारा ( 1 ) द्वारा प्रवत्त शक्तियों का प्रयोग करते हुए उक्त निर्वाचन के बारे में--
(क) मामनिर्देशन करने के लिये अन्तिम तारीख 8 नवम्बर , 1983 (मंगलवार)
(ब) नामनिर्देशनों की संवीक्षा की तारीख 9 नवम्बर , 1983 (बुधवार)
(५) अभितायें भापस लेने की अन्तिम तारीच 11 नवम्बर, 1983 (शुक्रवार)
( २) वह तारीख जिसको यवि आवश्यक हो 18 नवम्बर, 1983
तोमतदान होगा।

ELECTION COMMISSION OF INDIA NOTIFICATIONS
New Delhi , the 1st November , 1983
Ο.Ν. 99 ( Ε) . Whereas the President has , by notification published in the Gazette of India on the 1st November, 1983 called upon the members of the electoral college for the Union Territory of Delhi to elect to the Council of States a member from that Territory to fill the vacancy in that House caused due to the retirement of Shri Khur- sheed Alam Khan on 15-4-1980, on the expira- tion of his term of office;
Now, therefore , in exercise of powers conferr- ed by sub- section ( 1 ) of section 39 of the Repre- sentation of the People Act , 1951 , the Election Commission hereby appoints with respect to the said election-
(a) the 8th November , 1983 (Tuesday) , as the last date for making nominations;

(b) the 9th November , 1983 ( Wednesday ) , as the date for the scrutiny of nomina- tions;
(c) the 11th November , 1983 ( Friday ) , as the last day for the withdrawal of can- didatures;
(d) the 18th November , 1983 ( Friday ) , as the date on which a poll shall , if neces- sary , be taken ; and
(e) the 21st November , 1983 ( Monday ) , as the date before which the clection shall be completed .

आ ० अ ० 100 (अ ) .- श्री चरण जीत चानना की कार्यकाल की तारीख 2-4-85 को ममाप्नि पर हुई उनकी निवृति के कारण हुई रिक्ति को भरने के लिये राष्ट्रपति ने तारीख 1 नवम्बर , 1983 को भारत के राजपक्ष में प्रकाशित अधिसूचना द्वारा दिल्ली गंघ राज्यक्षेत्र के निर्वाचकगण के सदस्यों से यह अपेक्षा की है कि वे राज्यसभा के लिये उभ राज्यक्षेत्र से एक सवस्य निर्वाचित कर दें;
अत. अब, निर्वाचन आयोग, लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 39 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए उक्त निर्वाचन के बारे में:--
(क ) नामनिर्देशन करने के लिये अतिन्म तारीख 8 नयम्बर, 1982 (मंगलवार)
(ख) नामनिर्देशनों की संवीक्षा की तारीख 9 नवम्बर, 1983 (बुधवार)
(ग) अभ्यथित्रायें तापस लेने की अन्तिम तारीख 11 नवम्बर , 1983 (शुक्रवार)
( र्थ) बह तारीख जिमको यदि आवश्यक हो, 18 नवम्बर , 1983 सो मतदान होगा (शुत्रवार)
(ङ) वह तारीख जिस के पूर्व निर्वाचन पूरा कर 21 नवम्बर, 1983 लिया आयेगा (सोमवार)
एतद्वारा नियत करता है ।

Whereas the President has , był notification published in the Gazette of India on the 1st November , 1983 called upon the mem- bers of the electoral college for the Union Terri- tory of Delhi to elect to the Council of States a member from that Territory to fill the vacancy in that House caused due to the retirement of Shri Charanjit Chanana on 2-4-1982 , on the expirа- tion of his term of office ;
Now, therefore, in exercise of powers conferr- ed by sub - section ( 1 ) of section 39 of the Repre- sentation of the People Act , 1951 , the Election Commission hereby appoints with respect to the said election--

आ ० अ ० 101 ( अ):-निर्वाचन आयोग, लोक प्रतिनिधित्व अधिनियम , 1951 की धाग 56 के द्वार। प्रदत्न शक्तियों का प्रयोग करते हुए, भारत के राजपत्त में । नवम्बर , 1983 को प्रकाशित राष्ट्रपति की अधिसूचना के अनुसरण में विल्ली संघ राज्यक्षेत्र से राज्यसभा के लिये होने वाले द्विवार्षिक निर्वाचनो के लिये 10.00 बजे पूर्वाहून से 3.00 बजे अप- राहून तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि आवश्यक हुआ तो मतदान होगा ।

Ο.Ν. 101 ( Ε ) . In exercise of the powers con- ferred by section 56 of the Representation of the People Act , 1951 , the Election Commission here- by fixes the hours from 10.00 a.m. to 2.00 p.m. as the hours during which the poll shall , if neces- sary, be taken at the two biennial elections to the Council of States from the Union Territory of Delhi to be held in pursuance of the President's two notifications published in the Gazette of India on the 1st November , 1983 .

आ ० अ ०102 (अ):-निर्वाचन आयोग लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 21 के उपबन्धों के अनुसरण में विल्लो संघ राज्यक्षेत्र के प्रशासन के पर मर्ण से, भारत के राजपत्र में मारीख 1 नवम्बर , 1983 को प्रकाशित राष्ट्रपति की अधिसूचना के अनुसरण में राज्यसभा के लिये उक्त संघ राज्यक्षेत्र में होने वाले द्वियांषिक निर्वाचनों के लिये मविव (विधि और न्यायिक ) , दिल्लीः प्रणांमन को रिटर्निग आफिसर के रूप में एतद्वारा पद्मभिहित करतः है ।

the Ο.Ν. 102 ( Ε ) .---In pursuance of the provisions of section 21 of the Representation of the People Act, 1951 , the Election Commission , in consul- tation with the Administration of Union Terri- tory of Delhi hereby designates Secretary ( Law and Judicial ) , Delhi Administration to be Returning Oflicer in respect of two biennial elec- tions to the Council of States to be held in the Union Territory in pursuance of the President's two notifications published in the Gazette of India on 1st November , 1983 .

Representation of the People Act , 1951 , the Elec- tion Commission hereby appoints Deputy Secre- tary ( Litigation ) , Delhi Administration , to assist the Returning Officer , appointed vide Commis- sion's Notification No. 318 DL 83 (4 ) , dated the 1st November , 1983 for the Union Territory of Delhi , in the performance of his functions .
