विषय -निकृष्ट भैस, भारतीय भेड के मास और भारतीय बकरी के मास की निर्यात नीति की शर्ते ।
सार्वजनिक सूचना सं ० 58- ई० डी ० सी० पी० एम ० )/ 83:- 1983-84 के लिए आयात-निर्यात नीनि (जिल्द-2 ) के नीति विवरण की क्रम म ० के अधीन यथा सकेतित निकृष्ट भैस , भारतीय भेड और भारतीय बकरी के मास की निर्यात नीति की और ध्यान विलाया जाता है ।
2 इम बान का सुनिश्चत करने के लिए कि स्वास्थ्य वेः मानदंड के अनुसार ही मास का निर्वान किया जाता है, यह निश्चय किया गया है कि उपर्धक्त पशुओं के मास के संबंध में लदान से पूर्व अनिवार्य गुण नियत्रण निरीक्षण आरम्भ किया जाए ।
3. तद्नुसार , 1983-84 के लिए आयात-निर्यात नति (जिल्द-2 ) के नीति विवरण म निर्धारित की गई निर्यात नीति में निम्नलिखित मशाधन किए जाएणे
( 1) क्रम स० 6 (ख ) के अन्तर्गत कालम 3 में शर्न मख्या ( 5 ) के बाद निम्नलिखित को जोडा जाएगा
"( 6 ) --शोलित/जमाए हुए मास के निर्यात की अनुमति पशुपालन के राज्य निवेशक या उनकी और ये प्राधिकृत किसी भी पशुचिकित्सक द्वारा इस सबंध में जारी किए गए लदान से पूर्व निरीक्षण प्रमाण- पत्र प्रस्तुत करने पर दी जाएगी
( 1 ) कि मास निर्धारित क्रियाविधि के अनुसार अनुज्ञप्त अहाते मे वध किए गए स्वस्थ पशुओं से प्राप्त कियागया है और वह मारने से पूर्व और माग्ने के बाद निरोक्षण के अधोल है ।
( 2 ) वि माम स्वास्थ्यकर पुष्टिकार अवस्थाओ को ध्यान में रखते हुए तैयार किया गया है और वह मानव के उपभोग के लिए उपयुक्त है ।

(3) कि मांस परजीवो जन्तुबाधा से मुक्त है ।
( 7) बम्बई , दिल्ली और मंगलौर से जमाए हुये मांस के निर्यात की अनुमति राज्य सरकारों के पशुपालन निदेशक या उनकी ओर से प्राधिकृत किसी भी अन्य अधिकारी द्वारा इस संबंध में जारी किए गए लदान से पूर्व का निरीक्षण प्रमाण-पत्र प्रस्तुत करने पर दी जाएगी । कोबीन और मद्रास से किए गए सभी निर्यातों के मामले में निरीक्षण क्रमणः निर्यात निरीक्षण अभिकरण , कोचीन और मद्रास द्वारा किया जाएगा । सत्यापन इस संबंध में किए जाएंगे:
( 1) कि मांस/लोयड़े वैयोजेनिक माइक्रोआर्गेनिज्म से मुक्त होगा ।
(2) मांस/लायड़े निम्नलिखित जीवाणु भाव विशिष्टि- करण के अनुसार होंगे
( 1 ) कुल बैक्टीरियल काउट प्रतिग्राम 1 से 10 मिलियन की सीमा के भीतर होंगे ।
( 2 ) ई ० कोलि बैक्टोरियल काउन्ट प्रति ग्राम 100 से 1000 की सीमा के भीतर होंगे ।
(3) यह सालमोनेला से मुक्त होगा । "
2. क्रम सं० 6( ग) के अन्तर्गत कालम 3 में शर्त सं ० ( 4) के बाद निम्नलिखित को जोड़ा जाएगा:-
" ( 5 ) शीतित/ जमाए हुए मांस के निर्यात की अनुमति पशुपालन के राज्य निदेशक या उनकी ओर से प्राधिकृत किती भी पश्चिकित्सक द्वारा इस संबंध में जारी किए गए लदान से पूर्व निरीक्षण प्रमाण-पत्न प्रस्तुत करने पर दी जाएगी:--
( 1 ) कि मांस निर्धारित क्रियाविधि के अनुसार अनुज्ञप्त अहाते में बध किए गए स्वस्थ पशुओं से प्राप्त किया गया है और वह मारने से पूर्व और मारने के बाद निरीक्षण के अधीन है ।
( 2) कि मास स्वास्थ्यकर, पुष्टिकर अवस्थाओं को ध्यान में रखते हुए तैयार किया गया है और वह मानव के उपभोग के लिए उपयुक्त है ।
( 3 ) कि मांस परजीवी जन्तुबाधा से मुक्त है । "

( 1 ) कि मांस/लोबड़े पैथोजेनिक माइक्रोआर्गे निज्म से मुक्तहोगा ।
(2) मांस/लोथड़े निम्नलिखित जीवाणु मात्र विशिष्टि- करण के अनुसार होंगे ।
(1 ) कुल बैक्टीरियल काउन्ट प्रतिग्राम 1 से 10 मिलियन की सीमा के भीतर होंगे ।
( 2) ई ० कोलि बैषटोरियल काऊन्ट प्रति ग्राम 100 से 1000 की सीमा के भीतर होंगे ।
(3 ) यह सालमोनेला से मुक्त होगा । "
4. जहां तक निकृष्ट भैंस के मांस का संबंध है, उपर्युक्त कंडिका 3 में दर्शाई गई वही शर्ते खुले सामान्य लाइसेंस 3 में समाविष्ट की गई हैं, देखिए निर्यात नियंत्रण संशोधन आदेश सं ० ई० ( सी ० ) ओ , 1977/ ए, एम० ( 278 ) दिनांक 1 दिसम्बर, 1983
5. जहां तक निकृष्ट भैंस के मांस , भारतीय भेड़ के मांस , भारतीय बकरी के मांस का संबंध है उपर्युक्त प्रावधान उन प्रेषणों के संबंध में लागू नहीं होंगे । जहां पर पोतलदान बिल इस अधिसूचना के जारी होने की तारीख से तीन विनों के भीतर सीमा शुल्क प्राधिकारियों द्वारा पास कर दिए जाते हैं । ऐसे मामलों में इस सूचना से पूर्व सभी वर्तमान शर्तें लागू रहेंगी ।

Subject : Export Policy of Meat of culled Buffaloes, meat of Indian Sheep and meat of Indian Goat-Conditions regarding.
Public Notice No. 58 - ETC ( PN) 83.-Attention is invited to Export Policy of meat of culled Buffaloes , meat of Indian Sheep and meat of Indian Goats as industrial under S. No. 6 of the Policy State- ment of Import and Export Policy , 1983-84 (Vol . II) .
2. In order to ensure that only meat conforming to health standard is exported , it has been decided to introduce compulsory Quality Control Pre-ship- ment Inspection, in respect of meat of above animals .

3. Accordingly the following amendments to the Export Policy shall be made in the Policy State- ment of Imports and Export Policy , 1983-84 ( Vol . II).
(I) Under S. No. 6 (b) after condition No. ( v)
in Col. 3. the following shall be added :----
"(vi) 1. Exprt of chilled frozen meat shall be allowed on furnishing pre-shipment inspection certificate issued by the office of State Directorate of Animal Husbandry or any other Veterinarian authorised on their behalf to the effect that :-
1. The meat has been obtained from healthy animals slaughtered in licens- ed premises and subjected to ante- mortem and post- mortem inspection according to the prescribed procedures .
2. The meat has been prepared under hy- gienic conditions , wholesome and fit for human consumption.
3. The meat is free from parasitic infesta- tion.
(vii ) Export of Frozen meat shall be allowed from Bombay , Delhi and Mangalore on furnishing further pre - shipment inspec- tion certificates issued by Director of Animal Husbandry , State Governments or any other officer autrorised on his behalf. In case of all exports from Cochin and Madras the inspection would be by Export Inspection Agency, Cochin and Madras respectively. The certifica- tion would be to the effect that :----
1. The meat carcass shall be free from pathogenic micro - organism .
2. The meat carcass shall confirm to the following bacteriological quality speci- fications :-
(1) Total Bacterial count shall be within limit of 1 to 10 million per gram .
(2) E. Colibacterial count shall be with- in limit of 100 to 1000 per gram .
(3) It shall be free from Salmonella. "
(II) Under S. No. 6 , ( e) after condition No. (iv) in Col. 3 , the following shall be added :--
"(v) Export of chilled frozen meat shall be allowed on furnishing pre - shipment ins pection certificate issued by Directorate ofAnimal Husbandry or any other Vete- rinarian authorised on their behalf to the effect that :
(1 ) The meat has been obtained from healthy animals slaughtered in licens- ed premises and subjected to anti- mortem and post- mortem inspection according to the prescribed proce- dures.
(2) The meat has been prepared under hygienic conditions , wholesome and fit for human consumption .
(3 ) The meat is free from parasitic infesta- tion ."
"(vi ) Export of frozen meat shall be allowed from Bombay, Delhi and Mangalore on furnishing further pre-shipment inspection certificates issued by Directorate of Ani- mal Husbandry, State Governments or any other officer authorised on his behalf. In case of all exports from Cochin and Madras , the inspection would be by the Export Inspection Agency , Cochin and Madras respectively. The certificate would be to the effect that :-
( 1 ) The meat carcass shall be free from pathogenic micro -organisms .
(2) The meat carcass shall confirm to following bacteriological quality spe- cifications: ---

(2) E. Coli bacterial count shall be within limit of 100 to 1000 per gram.
(3) It shall be free from Salmonella ."
4. As regards meat of culled buffaloes , similar condition mentioned in paragraph 3 above , has been incorporated under OGL-3 vide Eports (Cont- rol ) Amendment Order No. E(C) O, 1977 | AM (278 ), dated the 1st December, 1983 .
5. In respect of meat of culled Buffaloes , meat of Indian Sheep , meat of Indian Goat , the above pro- visions shall not be applicable in respect of the consignments where the shipping bills have already been passed by the Customs authorities within three days from the date of issue of this notification . In such cases all conditions existing prior to this notification shall continue to be applicable .
