विषय: 1983-84 के दौरान जीवित भैंस और जीवित भेड़ों की निर्यात नीति के संबंध में शतं ।
सार्वजनिक सूचना सं ० 59-ईटीसी(पीएन )/ 83.-अप्रेल 1983 -मार्च 84 को आयात- निर्यात नीति ( जिल्द-2 ) की पृष्ठ सं० 8 पर के नीति विवरण की क्रम सं० 2 और 3 के सामने यथा संतित जीवित भैंस और जोविन भेड़ों की निर्यात नीति की ओर ध्यान दिलाया जाता है ।
2. इस बात का सुनिश्चिय करने के लिए कि केवल स्वस्थ श्रणु ही निर्यात किए जाते हैं निश्चय किया गया है कि जीवित भैंस और जीवित भेड़ों के वास्तविक निर्यात से पूर्व उन्हें न्यूनतम 21 दिन तक के लिए संगरोधन अवस्था में रखा जाएगा और इस अवधि के दौरान पशुओं का निरीक्षण किया जाएगा और टीके ( वैक्सिनेशन ) लगाए जाएंगे । इस अवधि के दौरान भेड़ों को पशु प्लेग , खुर और मुह की बीमारी और भेड़ों को होने वाली चेचक से बचाने के लिए टीके लगाए जाएंगे । इसी प्रकार से भैंस को भी पशु -प्लेग खुर और मूंह की बीमारी से बचाने के लिए टीके लगाए जाएंगे और तपेविक और ब्रूसेलिनेसिस के लिए भी उनको जांच को जाएगा ।
3. तदनुसार, 1983-84 के लिए आयात-निर्यात नीति (जिल्व-2 ) की पृष्ठ सं० 8 पर के नीति विवरण की क्रम सं० 3 के सामने के कालम-3 में निम्नलिखित उप- शतं ( 4) कोजोड़ा जाएगा ।
" ( 4) न्यूनतम 21 दिन की अवधि के लिए भेड़ों का संगरोधन और इस अवधि के दौरान भेड़ों को पशु-प्लेग खुर और मुंह और भेड़ों को होने वाली चेचक के लिए निरीक्षण किए जाएंगे और टोके लगवाये जाएंगे ।
4. जहां तक जोवित भैंस का संबंध है उपर्युक्त कंडिका-2 में उल्लिखित शर्ते निर्यात (नियंत्रण ) संशोधन आदेश सं ० ई(सी)

ओ 1977/ एएम ( 279 ) दिनांक 1 दिसम्बर 198: के अनुसार खुले सामान्य नाहमेंण 3 में निविष्ट कर श्री गई है ।
5. जीवित भैस और भेड़ों के निर्यात के लिए निम्नलिखित क्रियाविधि अपन्नाई जाएगी
( 1 ) जीवित भैंस और भेड़ो के निर्यात की अनुर्मात केवल बंबई और काडना के पत्तनों से दी जाएगी ।
( 2 ) भारत सरकार के संपूर्ण पर्यवेक्षण के अधीन संग- रोधन किया जाएगा । बंबई से निर्यात की जाने वाली जीवित भैंस और भेड़ों और कांडला पत्तन से निर्यात की जाने वाली भैंस और भेड़ो के संबंध में जीवित पशुओं के निर्यात की अनुमति देने से पूर्व संगरोध के संबंध में भारत सरकार की ओर मे प्रमाणपत्र जारी करने के लिए क्रमशः निदेशक, पशुपालन, महाराष्ट्र या उनकी ओर से प्राधिकृत अन्य प्राधिकारी और निदेशक , पशुपालन, गुजरात या उनकी और से प्राधिकृत अन्य प्राधिकारी प्राधिकृत होंगे । राजस्थान राज्य के भीतर संग- रोधन में रखी गई भेड़ों के संबंध में प्रमाणपत्न निदेशक , भेड़ तथा ऊन विभाग , राजस्थान द्वारा जारी किया जाएगा ।
( 3 ) जीवित भैंस और भेड़ों के निर्यात करने वाले इच्छुक संगरोधन के प्रयोजन के लिए आहाता प्रदान करेंगे । विणाल संरचना से संबंधित सुधि- धाओं के प्रयोजन के लिए आहाते का निरीक्षण पशुपालन एवं पशु चिकित्सा सेवा के राज्य निदेशक द्वारा किया जाएगा और आहाते के निरीक्षण के पश्चात् ही उसे निर्यात से पूर्व संगरोधन के कार्य के प्रयोजन के लिए अनुमोदित संगरोधन स्टेशन घोषित किया जाएगा ।
( 4 ) संशोधन के अधीन सभी पशुओं की पहचान "कान पर लगे टैग में की जाएगी । प्रमाणन प्राधिकारी द्वारा जारी किए गए संगरोधन प्रमाण पक्ष में "कान पर लगाने वाले टैग" की संख्या का उल्लेख किया जाएगा ।
( 5 ) पशुओं का टीका लगाने के लिए कर्ण टंगों और टीका द्रव्य की कीमत निर्यातक देंगे ।
6. उपर्युक्त कंडिका 5 मे निर्धारित संगरोधन की क्रिया- विधि उन मामलों में बाध्यकर नही होगी , जहां पर संगरोधन की सुविधाओं के बिना ही निर्यात के लिए विवेशी क्रेताओं ने विशेष रूप से संविदाएं कर ली हैं । इस संबंध में निर्यातक- पत्तन पर सबंध सीमा-शुल्क प्राधिकारी का संविदा ( मूल प्रति) प्रस्तुत करेंगे ।
7. भेड़ो के निर्यात के संबंध में परिवर्तन से पूर्व किए गए सौद केवल उस मात्रा के लिए स्वीकार कर लिए जाएंगे, जिसके लिए लाइसेंस प्राधिकारियों द्वारा पहले से ही लाइसेंस जारी कर दिए गए हैं और वे परिवर्तन माख पत्र से मर्थित हैं । जीविन जैन के मामले में परिवर्तन से पूर्व किए गए सौदे 1983-84 के लिए आयात-निर्यात क्रियाविधि पुस्तक की कंडिका-226 के अनुसार स्वीकार किए जाएंगे ।
8. जीवित बकरियों के निर्यात की अनुमति अब तक किसी भी मंगरोधन और टीके से संबंद्ध औपचारिकताओं के बिना दी जाती रहेगी किंतु वह सामान्य चिकित्मा निरीक्षण और प्रमाणन के अधीन होगी ।

Subject :-Export Policy of Live Buffaloes and Live Sheep during 1983-84- Conditions regarding.
Public Notice No. 59 - ETC (PN) 83 .--Attention is invited to export policy of Live Buffaloes and Live Sheep as indicated against S. No. 2 and 3 of the Policy Statement at page 8 of Import and Export Policy April , 1983-March, 1984 , (Vol . II) .
2. In order to ensure that only healthy animals are exported it has been decided that Live Sheep and Live Buflaloes before actual export will be kept in Quarantine for a minimum period of 21 days during which period the animals will be subjected to inspection and vaccination . During this period the Sheep will be vaccinated for Rinderpest . Foot and Mouth disease and Sheep pox. Similarly, buffaloes will be vaccinated for Rinderpest . Foot and Mouth disease and will also be tested for Tuberculosis and Brucellosis .
3. Accordingly in col . 3 , against S. No. 3 of the Policy Statement at page 8 of Import and Export Policy Book 1983-84 (Vol . II) the following sub- condition No. ( iv ) shall be added :
"( iv)-Quarantine of Sheep for a minimum period of 21 days during which period the Sheep will be subejced to inspection and vaccination for Rinderpest , Foot and Mouth disease and Sheep Pox " .
4. As regards export of Live Buffaloes , condi- tions mentioned in paragraph 2 above have been incorporated in OGL- 3 vide Exports ( Control ) Amendment Order No. E(C ) O , 1977 /AM( 279) dated the 1st December , 1983 .

5. The following procedure will be followed for export of Live Buffaloes and Sheep :-
( i ) Export of Live Buffaloes and Sheep shall be allowed from Bombay and Kandla ports only.
( ii ) The Quarantine would be done under the overall supervision of Government of India . The Director of Anmal Husband- ry , Maharashtra or any other officer authorised on his behalf for Live Buffa- loes and Sheep intended to be exported from Bombay and the Director of Ani- mal Husbandry , Gujarat or any other officer authorised on his behalf for Live Buffaloes and Sheep to be exported from Kandla port respectively are authorised to issue a certificate on behalf of Gov- ernment of India in respect of quaran- tine, before export of live animals is allowed . Director , Department of Sheep and Wool Rajasthan, would issue certi- ficate in respect of sheep put up in quarantine within the State of Rajasthan.
( iii) The exporters interested to export Live Buffaloes and Sheep would offer premi- ses for purpose of quarantine . The pre- mises would be inspected by the State Directors of Animal Husbandry and Veterinary service for the purpose of infrastructure facilities and after examination of the premises , the same will be declared as approved quarantine stations for the purpose of undertaking quarantine prior to export .
( i ) All animals subjected to quarantine would be identified by Ear Tag' . The number of 'Ear Tags ' shall be mention- ed in the certificate of the quarantine issued by the certifying authority.
( v ) The exporters would pay the cost of the Lar Tags and vaccines used for the vac- cination of the animals .
6. Quarantine procedure laid down in paragraph 5 above may not be insisted upon where the foreign buyers have specifically contracted for export without quarantine formalities . Exporters shall produce contract (in original) to this effect to the concerned customs authority at the ports .
7. Pre- change commitment in respect of sheep shall be honoured only for the quantities for which the export licences have already been issued by the licensing authorities and is backed by irrevoca- ble letter of credit. In respect of Live Buffaloes pre- change commitment shall be honoured in terms of paragraph 226 of the Hand Book of Import and Export Procedure 1983-84 . In case of pre- change commitment quarantine procedure shall not be applicable .
8. Export of Live Goats shall continue to be allowed without any quarantine and vaccination formalities , and would be subjected to general Veterinary Inspection and certification as hither- to.
