का० आ० 875 (अ) यनः केन्द्रीय सरकार इस मत की है कि फिल्म प्रमाणन बोर्ड द्वारा यथा प्रमाणित " दि एनटिटि" (अंग्रेजी) नामक फिल्म में आतंक और क्रूरता के दृश्य हैं, जिनका दर्शकों पर घृणित प्रभाव पड़ता है तथा महिलाओं के नग्न दृश्य और यांन-क्रिया के दृश्य है जो मानविक संवेदनशीलता को ध्ध करते हैं और यतः यह फिल्म इस मंत्रालय की अधिसूचना संख्या एफ० 5/ 5 / 77 -एफ (मी० ) , दिनांक 7-1-78 ( यथा संशोधित ) के अन्तर्गत जारी किए गए मार्गदर्शी सिद्धांतों के पैरा 2 ( 3 ) और 2 ( 4 ) में उल्लिखित हिंसा , क्रूरता,

आसके, अश्विष्टता और अभद्रता से संबंधित मार्गदर्शी सिद्धांतों की अवहेलना करती है और इस प्रकार चलचित्र अधिनियम , 1952 ( 1952 का 37 ) ( इसके बाद इसको उक्त अधिनियम कहा गया है ) की धारा ( 5ख ) के अर्थ के अन्दर " शिष्टता या नैतिकता " और " किसी अपराध को करने के लिए उद्दीपन " से संबंधित उपबन्धों का उल्लंघन करती है ।
अतः उक्त अधिनियम की धारा 6 की उप धारा ( 2 ) के खण्ड (क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार एतद्वारा यह निर्देश देती है कि "दि एनटिटि" ( अंग्रेजी ) नामक फिल्म को जिसकी केन्द्रीय फिल्म प्रमाणन बोर्ड , बम्बई द्वारा " ए " प्रमाणपत्र संख्या -5063 , दिनांक 27-5-83 प्रदान किया गया था , इस अधिसूचना के जारी होने की तारीख से समूचे भारत में अप्रमाणीकृत फिल्म समझा जायगा ।

NOTIFICATION
New Delhi , the 2nd December , 1983
S. O. 875 ( E) .---Whereas the Central Government is of the opinion that the film " THE ENTITY " (English ) as certified by the Board of Film Certification contains scenes of horror and cruelty having an unsavoury impact on the viewers and scenes of nudity of female body and sexual scenes which are offensive to human sensibilities and whereas the film offends the guidelines relating to violence , cruelty, horror , vulgarity and obscenity mentioned in para . 2 (iii ) and 2 ( iv ) of the guidelines issued under this Ministry's notification No. F. 5/ 5 / 77 - F(C) dated 7-1-78 ( as amended) and thus contravenes the provisions relating to "dec ency or morality " and " incitement to the commission of any offence" within the meaning of section 5B ( 1 ) of the Cinemato- graph Act 1952 ( 37 of 1952 ) ( hereinafter called the said Act ):

Therefore , in exercise of the powers conferred by clause ( a ) of sub- section (2 ) of section 6 of the said Act, the Central Gov- ernment hereby directs that the film entitled "THE ENTITY " (English ) which was granted "A " certificate No. A- 5063 dated 27-5-83 by the Central Board of Film Certification , Bombay , shall be deemed to be an uncertified film in the whole of India with effect from the date of issue of this Notification .
