मख्या बी-24010/14/ 83- डब्ल्यू० बी गैर-पत्त्रकार समाचार पत्न कर्मचारियों और श्रमजीवी पत्रकारों के सबध मे मजदूरी की दरों को नियत या पुनरीक्षिप्त करने के लिए केन्द्रीय सरकार को सिफारिश करने को समर्थ बनाने हेतु , भारत सरकार , श्रम मंत्रालय ने श्रमजीवी पत्रकार और अन्य समाचार पत्न कर्मचारी ( सेवा की शर्तें) और प्रकीर्ण उपबन्ध अधिनियम , 1955 ( 1955 का 45) के उपबन्धो के अधीन अधिसूचना संख्या का ० आ० 81 (अ) और का ० आ ० 82 (अ) दोनों तारीख 9 फरवरी , 1979 द्वारा बो अधिकरण नियुक्त किए थे,
और पूर्वोक्त अधिकरणो ने 13 अगस्त, 1980 को केन्द्रीय सरकार को अपनी सिफारिशे प्रस्तुत की थी;
और केन्द्रीय सरकार ने उक्त अधिकरणो की शिफारिशो को कुछ सशोधनो के साथ स्वीकार किया है और निर्णयो को भारत के राजपत में प्रकाशित कर दिया है ;

और राज्य सरकारे ऐमी कार्यवाही करने के लिए सबधित सरकारे है जो बेन्द्रीय सरकार के पूर्वोक्त आदेशों के कार्यान्वयन के लिए आवश्यक समझी जाए ,
और मामले पर उचित विचार करने के पश्चात्, केन्द्रीय सरकार के पूर्वोक्त आदेशो के कार्यान्वयन के मामले पर नजर रखने के लिए, न हल्प सख्या वी-24040/13/ 81- डब्ल्यू०वी० दिनाक 22 अप्रैल , 1981 द्वारा मंत्रियो की समिति गठित की गई थी,
और मामले पर पुनर्विचार करने के पश्चात् केन्द्रीय सरकार ने मत्त्रियों की समिति के स्थान पर एक विपक्षी समिति गठित करने का निर्णय किया है , जिसका गठन और विचारार्थ विषय निम्नलिखित होगा:

II. विधारार्थ विषय :
1. श्रमजीया पत्रकारों और गैर पत्त्रकार समाचार पत्न कर्मचारियों के पालेकर अधिकरणों की सिफारिशों, जिन्हें सरकार ने स्वीकार किया है और जिन्हें आदेश संख्या वी-24040/6/ 80 डब्ल्यू० बी० , दिनांक 26 दिसम्बर, 1980 और 9 जनवरी 1981 तथा संख्या-वी-24040/12/ 81-डब्ल्यू० बी० , दिनांक 20 जुलाई , 1981 द्वारा अधिसूचित किया गया के कार्यान्वयन की प्रगति की पुनरीक्षा करना ।
2. अधिकरणों की सिफारिशों को कार्यावित न करने या गलत कार्यान्वित करने की शिकायतों तथा समाचार- पत्त्र कर्मचारियों जिनमें अंशकालिक कर्मचारी शामिल हैं , की छटनी आदि की शिकायतों की जांच करना ।
3. सिफारिशों के कार्यान्वयन के मामलों के बारे में राज्य सहकारों को परामर्ण देना ।
4. पूर्वोक्त विषयों से सम्बद्ध अन्य मामलों पर विचार करना ।
III . इस समिति का मुख्यालय नई दिल्ली में होगा ।

RESOLUTION
the No. V-24040 /14 / 83 - WB .-Whereas Government of India, Ministry of Labour had appointed two Tribunals by Notification No. S.O. 81 (E) and S.O. 82 ( E) both dated the 9th Feb- ruary , 1979 under the provisions of the Working Journalists and Other Newspaper Employees (Conditions of Service ) and Miscellaneous Pro- visions Act , 1955 ( 45 of 1955 ) to make recom- mendations to the Central Government to enable it to fix or to revise rates of wages in respect of non - journalist newspaper employees and working journalists ;
And whereas the aforesaid Tribunals submitted their recommendations to the Central Government on the 13th August , 1980 ;
And whereas the Central Government have accepted the recommendations of the said Tribunals with certain modifications and have published the decisions in the Gazette of India ;
And whereas the State Governments concerned are the appropriate Governments to take such action as may be deemed necessary for implemen- tation of the aforesaid orders of the Central Government;
And whereas , after due consideration of the matter , a Committee of Ministers was constituted vide Resolution No. V-24040 13 / 81 -WB dated the 22nd April , 1981 to oversee the matter of imple- mentation of the aforesaid orders of the Central Government ;
And whereas after re - consideration of the matter , the Central Government has decided to constitute a Tripartite Committee in place of Committee of Ministers with the following composition and terms of reference :-

2. Additional Secretary to the Government of India, Ministry of Labour -Member
3. Joint Secretary to the Government of India , Ministry of Information and Broad- casting. Member

II. Terms of Reference :
as 1. To review the progress of implementation of the recommendations of Palekar Tri- bunals for Working Journalists and non- journalist newspaper employees accepted by the Government and notified vide Orders No. V- 24040/ 6'80-WB . dated the 26th December, 1980 and 9th January , 1981 and No. V-24040 12 81 -WB dated the 20th July , 1981 .
2. to look into the complaints of non - imple- mentation or wrong implementation of the recommendations of the Tribunals and complaints of retrenchment etc. of newspaper employees including part-time employecs .
3. to advise the State Governments on matters relating to implementation of the recom- mendations .
4. to consider other matters germane to the foregoing subjects .
III . The headquarters of the Committee shall be at New Delhi .
