विकास परिषद के निम्नलिखित काम होंगे
1. उद्योग की वर्तमान प्रास्थिति , इसकी आगामी प्रगति के परिप्रेक्ष्य का, श्रांतरिक और निर्यात मांग को प्राक्कलन का पुर्वावलोकन करना और उत्पादन में संवर्धन करने और उत्पादन-मिश्र को नानाविधि बनाने को सिफारिश करना ।
2. प्रोद्यौगीकी की प्रास्थिति का मूल्यांकन करना और उसे बाछिन स्तर तक लाने के लिए इसको प्रोन्नत करने के उपायों का सुझाव देना और आधुनिकीकरण के लिए उपाय का सुझाव देना ।
3. उत्पादन तकनीकों और उपस्करों जैसे साइकिल और माइकिल संघटकों के लिए एकल प्रयोजन मशीनों में नए विकास को लागू करने केके उपायों का सुझाव देना ।
4. विकास के स्तर के बारे में विचार करना और स्वदेशी बाजार ' और साथ ही दिदेशी बाजार के लिए नए डिजाइनों और अभिनामों के विकास के लिए उपायों का सुझाव देना ।
5. उर्जा और कच्चे माल की जिसके अन्तर्गत इस्पात , निकिल , क्रोमियम , ब्रास आदि है, एकक खपत में कटौती करने के उपायों का पुनर्विलोकन करना और सुझाव देना , और उद्योग में उसकी दक्षता और उत्पा- दकता में सुधार करने के उपायों की सिफारिश करना ।
6. परम्परागत और साथ ही नई किस्म के उपयुक्त आकार के निर्यात के संवर्धन के लिए किए जाने वाले विशेष उपायों की सलाह देना ।
7. उत्पादन के आर्थिक मापमानों को प्राप्त करने के विचार से कच्चे, माल , संघटकों और उद्योग में प्रयुक्त खपने वाले सामान के सुव्य- स्थीकरण के लिए उपायों का सुझाव देना ।
3. उद्योग के विभिन्न सैक्टरों के लिए उत्पादन के लिए उत्पादन के आर्थिक मापमानों के संबंध में सलाह देना ।
9. बाजार केन्द्रों, स्थानीय कुशलता आदि को ध्यान में रखते हुए, उद्योग के प्रादेशिक विकास और प्रगति के पैटर्न के संबंध में सलाह देना ।
10. कोई अन्य पहलू जिसे परिषद् उद्योग की प्रगति विकास के हित मे महत्वपूर्ण समझे ।

TERMS OF REFERENCE :
The following shall be the terms of reference of the Develop- ment Council :
1. To review the present status of the bicycle industry , pers- pectives for its future growth , estimate the internal and export demand, and recommend steps to augment production and diveafy the product- mix .
2. To evaluate the status of technology and suggest measures for upgrading the same to bring it up to the desired level , and to suggest measures for modernisation .
3. To suggest measures for incorporating new developments in production techniques , and equipments like single purpose machines for Cycle and Cycle Components .
4. To consider the level of development and suggest measures for development of new designs and styles for domestic markets as well as markets abroad .
5. To review and suggest measures for reduction in the unit consumption of energy and raw materials including steel , nickle , chromium, brass etc. , and to recommend measures for improvement of efficiency and productivity in the industry.
6. To advise on special steps to be taken for promoting sizeable exports , both of the conventional , as well as the new varie- lies .
7. To suggest measures for rationalisation of raw materials , components and consumables used in the industry , with a view to achieve economical scales of production .
8. To advise on the economic se les of production for different sectors of the industry .
9. To advise on the pattern of regional development and growth of the industry , taking into account the market centres , local skills etc.
10. Any other aspect which the Council deems important in the interest of the growth and development of the industry.
