"In exercise of the powers conferred upon me by clause (1) of article 85 of the Constitution, I hereby sum- mon the Rajya Sabha to meet at 11.00 A.M. on Thursday, the 23rd February, 1984, at New Delhi.
The 30th January, 1984. ZAIL SINGH PRESIDENT."
