सा. का. नि. 223 (अ) केन्द्रीय सरकार , स्नातकोत्तर आयुर्विज्ञान शिक्षा और अनुसंधान संस्थान , चण्डीगढ़ , अधि- नियम, 1966 (1966 का 51 ) की धारा 31 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , स्नातकोत्तर आयुर्विज्ञान शिक्षा और अनु- संधान संस्थान , चण्डीगढ़ से परामर्श करने के पश्चात, स्नात- कोत्तर आयुविज्ञान शिक्षा और अनुसंधान संस्थान , चण्डीगढ़ , नियम , 1967 का और संशोधन करने के लिए निम्नलिखित नियम बनाते है , अर्थात्:-
1. (1) इन नियमों का संक्षिप्त नाम स्नातकोत्तर आयु- विज्ञान शिक्षा और अनुसंधान संस्थान , चण्डीगढ़ (संशोधन) नियम , 1984 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
उक्त नियम कहा गया है) नियम 3 के स्थान पर निम्नपिखित नियम रखा जाएगा , अर्थात-
" 3. मायुविज्ञान संकायों के प्रतिनिधियों का नाम- निर्देशन :
धारा 5 के खण्ड ( च) के अधीन सदस्यों के नाम- निर्देशन के प्रयोजनों के लिए , प्रत्त्येक ऐसे भारतीय विश्वविद्यालय का , जिमका कोई आयविज्ञान संकाय है , कुलपति विश्वविद्यालय के आयुषिज्ञान संकाय में से एक व्यक्ति की सिफारिश कर मकेगा । केन्द्रीय सरकार इस प्रकार सिफारिश किए गए व्यक्तियों में से , विभिन्न विद्या शाखाओं को सम्यक् ध्यान मे रखते हुए , चार व्यक्तियों को संस्थान के सदस्य के रूप में नाम- निर्देशित करेगी । "
३. उक्त नियमों के नियम 6 में , -
(1) उप-नियम ( 1) मे , "भवन समिति " शब्दों के स्थान पर ' सम्पदा समिति " शब्द रखे जाएगे ; और
(2) उप-नियम (2) मे , " तीन " शब्द के स्थान पर , "चार " शब्द रखा आएगा ।
2. स्नातकोसर आयुर्विज्ञान शिक्षा और अनुसंधान , संस्थान , चण्डीगढ़ , नियम ,1967 में , (जिसे इसमें इसके पश्चात् (1)

4. उक्त नियमों के नियम 7 के स्थान पर निम्नलिखित नियम स्खा जाएगा , अर्थात:-
"7 पदों का सृजन और उन पर नियुक्तियां: --
6. उक्त नियमों के नियम 10 में , " उसकी पचास अति- रिक्त प्रतियों सहित , आगामी 31 दिसम्बर तक , न कि उसके पश्चात" शब्दो और अंको के स्थान पर " उसकी उतनी अति- रिक्त प्रतियों सहित जितनी केन्द्रीय सरकार समय - समय पर अपेक्षा करे , आगामी 31 दिसम्बर , तक न कि उसके पश्चात्" १.ज्द और अंक रखे आएगे ।
) संस्थान' , बजट के विनिर्दिष्ट उपबन्ध के अधीन रहते हुए , पदो का सृजन , ऐसे वेतनमानों पर , जो केन्द्रीय सरकार द्वारा अनुमोदित है , उनका श्रेणियों में वर्गीकरण और उनके पदनाम विनिर्दिष्ट कर सकेगा :
7. उक्त नियमों के नियम 11 में , " उसकी पचास ति- रिक्त प्रतियों सहित , 31 दिसम्बर तक न कि उसके पश्चात्" , शब्दों और अंकों के स्थान पर " उतनी प्रतियों सहित जितनी केन्द्रीय सरकार अपेक्षा करे , आगामी 31 दिसम्बर , तक न कि उसके पश्चात" शब्द और अंक रखे जाएगे ।
हु-आचार्य के स्तर से ऊपर के किमी पद का सुजन केन्द्रीय सरकार के पूर्व अनुमोदन के सिवाय नहीं किया आएगा ;
8. उक्त नियमों की अनुसूची का लोप किया जाएगा ।
(2) स्वाम्थ्य सेवाओं का महानिदेशक , संकांय पदो पर भर्ती के लिए , संस्थान द्वारा गठित सभी प्वयन समितियों का सदस्य होगा ;
टिप्पण :-मूल नियम , अधिसूचना सं . सा. का. नि. 460 , तारीख 29-3-1967 द्वारा प्रकाशित किए गए थे ।
पश्चात्वती संशोधन निम्नलिखित द्वारा किए गए :-
(3) निदेशक के पद पर नियुक्ति , संस्थान , द्वारा , केन्द्रीय सरकार को पूर्व अनुमोदन से की जाएगी ;
1. अधिसूचना सा. का. नि. 2480 , हारीख 13-6-1969 ;
2. अधिसूचना सं. सा. का . नि. 1626 तारीख 3-7-1969 ;
3. अधिसूचना सं . 13-3-1978 1 सा. का . नि . 404 , हारील (4) निदेशक के छुट्टी पर जाने या त्याग -पत्र देने , सेवा-निवृत्ति होने या अन्यथा पद रिक्त होने की दशा में , किसी नए निदेशक की नियुक्ति की जाने के समय तक , सभापति ज्येष्ठतम भाचार्य , को , निदेशक को कृत्यों की देख-भाल करने के लिए छः मास से अनधिक अवधि के लिए , नियुक्त कर सकेगा ;
[सं. वी-17011/1/82- एम ई (पी जी) 1 पी. पी . चौहान , संयुक्त सचिव वरन्तु संस्थान उसके लिए जो कारण हैं उन्हे लेसबद्ध करके , किसी अन्य व्यक्ति को निदेशक के रूप में छः मास में अनधिक अवधि के लिए नियुक्त कर सकेंगा :

परन्तु यह और कि यदि ऐसी नियुक्ति की अवधि , छः मास से अधिक होने की संभावना है तो , ऐमी नियुक्ति को छः मास से अधिक बढ़ाए जाने की मंजूरी देने से पूर्व केन्द्रीय सरकार का पूर्व अनुमोदन प्राप्त किया जाएगा ।

(5) संस्थाग में विभिन्न पदो पर नियुक्ति से सम्ब- न्धित , भसी की पद्धति , आय- सीमा , शैक्षिक अहताए और अन्य मामले , विनियमों द्वारा उपबन्धिन रीति से अवधारित किए जाएगे ।
5. उक्त नियमों के नियम में , 一
(1) उप- नियम (1) के स्थान पर निम्नलिखित उप- नियम रखा जाएगा , अर्थात-
G.S.R. 223 ( E) . In exercise of the powers con- ferred by Section 31 of the Post- Graduate Insti- tute of Medical Education and Research , Chandigarh , Act, 1966 ( 51 of 1966 ) , the Cent- ral Government , afte " consultation with the Post- Graduate Institute of Medical Education and Research , Chandigarh , hereby makes the follow- ing rules further to amend the Post-Graduate Institute of Medical Education and Research , Chandigarh , Rules , 1967 , namely :--
1. ( 1) These rules may be called the Post- Graduate Institute of Medical Educa- tion and Research , Chandigarh (Amend- ment ) Rules , 1984 .
" ( 1) संस्थान की निधि में जमा किए जाने वाले सभी धन , छण्डीगढ़ स्थित भारतीय स्टेट बैंक की किसी शाखा या किमी राष्ट्रीयकृत बैंक की किसी शाखा में जमा किए जाएंगे । " ;
(2) उप-नियम ( 3) के स्थान पर निम्नलिखित उप- नियम रखा जाएगा , अर्थात्:-
1 ( 2) They shall come into force on the date of their publication in the Official Gazette.
"( 3) भुगतान के सभी बिलों की , संस्थान के किमी लेखा अधिकारी द्वारा पूर्व जाच पड़- ताल की जाएगी । "
2. In the Post Graduate Institute of Medical Education and Research , Chandigarh , Rules , 1967 ( hereinafter refened to as the said rules) , 3

for rule 3 , the following rule shall be substituted , namely :-
approval of the Central Government shall be taken before granting extension of such appcint- ment beyond six months .
(5) The method of recruitment , the age limit , the educational qualifications and other matters relating to the appointments to various posts in the Institute shall be determined in the manner provided for by regulations .
5. In rule 2 of the said rules ,
(i ) for sub - rule ( 1), the following sub - rule shall be substituted , namely :-
"3. Nomination of representatives of medi- cal faculties . For the purposes of nomination of members under clause (f) of Section 5 , the Vice- Chancellor of every Indian University, having a medi- cal faculty, may recommend one per- son from the medical faculty of the University. From among the persons so recommended, the Central Govern- ment shall nominate four persons to be members of the Institute having due regard to different disciplines .'
3. In rule 6 of the said rules ,
"(1) All moneys credited to the Fund of the Instiinte shall be deposited in any branch of the State Bank of India, or any branch of a nationalised bank , Chandigarh . " ; at (i ) in sub - rule ( 1 ) , for the words "Building Committee " , the words " Estate Com- mittce " shall be substituted ; and
(ii) for sub - rule ( 3 ) , the following sub - rule shall be substituted , namely :-- (ii) in sub - rule (2) , for the word " three" , the word " four" shall be substituted .
"(3 ) All bills for payment shall be pre- checked by an accounts officer of the Institute."
4. For rule 7. of the said rules , the wollowing rule shall be substituted , namely :-
" 7. Creation of posts and appointments thereto. ( 1 ) The Institute may create posts , subject to specific provision in the budget, on such scales of pay as are approved by the Central Government, classify them into grades and specify their designations :
6. In rule 10 of the said rules , for the words and figures " together with fitty spare copies thereof not later than the 31st December following " , the words and figures " together with such number of spare copies thereof as may be required by the Central Government from time to time not later than the 31st December following " shall be subsituted.
Provided that no post above the Associate Professor level shall be created except with the prior approval of the Central Government ;
7. In rule 11 of the said rules , for the words and figures " fifty spare copies thereof , not later than the 31st December " , the words and figures , "such number of copies as may be required by the Central Government not later than he 31st December following" shall be substituted.
(2) The Director General of Health Services shall be a member of all Election Committees constituted by the Institute, for recruitment to faculty posts;
8. The Schedule to the said rules shall omitted. be (3) Appointment to the post of Director shall be made by the Institute with the prior approval of the Central Government;

Principal rules published vide Notification No. G.S.R. 460 dt . 29-3-67 .
Subsequently amended by :
(4) In the event of the Director proceeding on leave or resigning , retiring or the post otherwise falling vacant , till such time a new Director is appointed , the President may appointt the senior- most Professor to look after the functions of the Director for a period not exceeding six months :
(i) Notification G.S.R. 2480 dt . 13-6-69
(ii ) Notificaion No G.S.R. 1926 dt . 3-7-69
(iii) Notification No. G.S.R. 404dt. 13-3-78 .
Provided that the Institute may appoint , for reasons to be recorded in writing , any other per- son as Director for a period not exceeding six months :
