सं ०: 101/4/84. अन्तर्राष्ट्रीय विमानपत्तन प्राधिकरण अधिनियम 1971 ( 1971 का 43) की धारा 37 की उप- धारा ( 1 ) तथा धारा 37 को उप -धारा ( 2 ) के खंड ( अ) और ( ढ़ ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा भारत अन्तर्राष्ट्रीय विमानपत्तन प्राधिकरण ( सामान्य प्रबंध विमान परिवहन सेवाओं का भूमि पर संचलन) विनियम 1982 का अधिक्रमण करते हुए भारत अन्तर्राष्ट्रीय विमानपत्तन प्राधि- करण केन्द्रीय सरकार की पूर्वानुमति से एतद्वारा निम्नलिखित विनियम बनाता है अर्थात्:---
1. संक्षिप्त नाम तथा प्रारंभ ( 1 ) इन विनियमों को भारत अंतर्राष्ट्रीय विमानपत्तन प्राधिकरण ( सामान्य प्रबंध, विमान परिवहन सेवाओं का भूमि पर संचलन हेतु प्रवेश ) विनियम, 1984 कहा जाएगा ।
( 2) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना: ये विनियम बंबई ( सांताक्रूज ) कलकत्ता (दमदम) दिल्ली (पालम ) तथा मद्रास ( मीनंबाकम ) स्थित्त अन्तर्राष्ट्रीय हवाई अड्डों तथा केन्द्रीय सरकार द्वारा उक्त अधिनियम की धारा -1 की उप-धारा ( 3 ) के अधीन अधि- सुचित किए गए किसी अन्य हवाई अड्डे पर लागू होंगे ।
3. परिभाषाएं: इन विनियमों में जब तक संदर्भ से अन्यथा अपेक्षित न हो
(क) " एप्रन" का अभिप्राय यात्रियों तथा/ अथवा सामान को चढ़ाने तथा/ अथघा उतारने, ईंधन लेने , पार्किंग अथवा अनुरक्षण के प्रयोजनों के लिए विमान को खड़ा करने हेतु विमानक्षेत्र के विनिदिष्ट क्षेत्र से है;
(ख) " सक्षम प्राधिकारी" का अभिप्राय अध्यक्ष तथा इस संबंध में अध्यक्ष द्वारा प्राधिकृत किसी अन्य अधि- कारी से है;
(ग) "युक्ति चालन क्षेत्त" का अभिप्राय एप्रन को छोड़- कर , हवाई अड्डे के उस भाग से है जिसे विमानों के उड़ान भरने और उतरने तथा उड़ान भरने और उतरने से संबंद्ध विमानों के संचलन के लिए प्रयोग किया जाता है;

(घ) "संचलन क्षेत्र ' का अभिप्राय युक्तिचालन क्षेत्र एवं एप्रनों उसहित हवाईअड्डे पर विमान के सतही चालन के लिए निर्धारित क्षेत्र में है;
(ङ) "भू-संचलन" का अभिप्राय रैम्प संचलन प्तथा यातायात मंचलन से है ।
4. विनियम-5 में की गई व्यवस्था को छोड़कर कोई भी व्यक्ति हवाई अड्डोंपर किसी विमान के भू संचलन के संबंध में किसी वाहन अथवा अन्य उपकरण को परिचालित करने के लिए संचलन क्षेत्र में न तो प्रवेश करेगा और न ही मौजूद रहेगा ।
5. किसी भी हवाई अड्डे पर यथास्थिति निजी अथवा किसी विमान कंपनी के विमान के भू संचलन के संबंध में किसी वाहन अथवा अन्य उपकरण को परिचालित करने के लिए संचलन क्षेत्र में प्रवेण तथा मौजूदगी निम्नलिखित तक ही सीमित रहेगी ।
(क ) भारत अन्तराष्ट्रीय विमानपत्तन प्राधिकरण के के कर्मचारी;
(ख ) ऐसे विमान का परिचालक अथवा मालिक अथवा उसका सदाशयी पूर्णकालिक कर्मचारी बशर्ते कि वह उन नभी शर्तों को पूरा करता हो जो कि सक्षम प्राधि- कारी द्वारा बचाव सुरक्षा और हवाईअड्डे के उपयुक्त तथा कारगर प्रबंध सहित सभी पहलुओं का ध्यान में रखते हुए समय समय पर विनिदिष्टं की जाएं ;
(ग ) कोई अन्य परिचालक जथवा अभिकरण जो ऐसा परिचालक अथवा अभिकरण होने के नाते 18 जनवरी 1972 में तुरन्त पहले किमी विमान के ऐसे संचलन कार्य में लगा रहा हो तथा जिसे स कार्य में लगे रहने के लिए सक्षम प्राधिकारी द्वारा विशेष रूप से अनुमति प्रदान की गई हो बशर्ते कि वह उन सभी शर्तों को पूरा करता हो जो सक्षम प्राधिकारी द्वारा लाइसेंग शुल्क के भुगतान बचाव सुरक्षा और हवाईअड्डे के उपयुक्त तथा कारगर प्रबंध जैसे सभी पहलुओं को ध्यान में रखते हुए ममय -समय पर विनिर्दिष्ट की गई हों;
स्पष्टीकरण: 18 जनवरी 1972 के बाद ऐसे कार्य के अंतर्गत होने वाली गतिविधियां यथास्थिति केवल उस कार्य और विमान कम्पनी तक ही मीमित रहेंगी जो परिचालक अथवा अभिकरण द्वारा पहले किया गया हो ।
(घ ) एयर इंडिया और इडयिन एयलाइंस के कर्मचारी बशत कि ये उन सभी शर्तों को पूरा करते हों जो सक्षम प्राधिकारी द्वारा लाइसेंस शुल्क के भुगतान बचाव सुरक्षा और हवाईअड्डे के उपयुक्त तथा कारगर प्रबंध सहित सभी पह लुओं को ध्यान में रखते हुए समय -समय पर विनिदिष्ट की गई हों ।
परंतु यह कि इस में ऊपर कही गई किसी बात से यथास्थिति किसी परिचालक मालिक अभिकरण अथवा विमान कंपनी को किसी हवाई- अड्डे पर किसी विमान के भू संचलन का कार्य करने का अधिकार नहीं होगा जब तक कि लिखित रूप में सक्षम प्राधिकारी की स्पष्ट पूर्वानुर्मात न ली गई हो.
परंतु यह और कि यदि किसी हवाई अड्डे पर किसी विमान के भू संचलन संबंधी सभी अथवा कोई कार्य भारत अन्तराष्ट्रीय विमानपत्तन प्राधि- करण द्वारा अपने हाथ में ले लिया जाए तो उस भू संचलन के संबंध में कोई भी परिचालक मालिक अभिकरण विमान कंपनी अथवा उसके कर्मचारी संचकन क्षेत्र में प्रविष्ट अथवा मौजूद नहीं होंगे ।
6. उनमें में किमी भी त्रिनित्रम का उल्लंघन जुर्माने के रूप में दंडनीय होगा जी 500 रुपए तक हो सकता है तथा निरंतर उल्लंघन की दशा में पहले ऐसे उल्लंघन के सबंध में दोषसिद्धि के बाद ऐसे उल्लंघन जारी रहने की अवधि में 20 रुपए प्रतिदिन तक का अतिरिक्त जुर्माना किया जा सकता है ।

INTERNATIONAL AIRPORTS AUTHORITY OF INDIA
NOTIFICATION New Delhi , the 5th June, 1984
Sectt, 101/4/84 . In exercise of the powers con- ferred by sub - section ( 1 ) of section 37 and clause (j ) and (n) of sub- section (2) of section 37 of the In- ternational Airports Authority Act , 1971 (43 of 1971 ) , and in supersession of International Airports Autho- rity of India (General Management , Ground Handling of Air Transport Services ) Regulations , 1982 the International Airports Authority of India, with the previous approval of the Central Government, hereby makes the following regulations , namely:-
1. Short title and commencement . ( 1 ) These re- gulations may be called the International Airports Authority of India ( General Management , Entry for Ground Handling of Air Transport Services) Regula- tions, 1984 .
(2) They shall come into force on the date of thejr publication in the Official Gazettee .
2. Application. These regulations shall apply to the International Airports at Bombay (Santa Cruz ) , Calcutta (Dum Dum) , Delhi ( Palam) and Madras (Meenambakam ) and any other aerodrome notified by the Central Government under sub - section ( 3 ) of section 1 of the said Act .

3. Definitions . In these regulations , unless the con- text otherwise requires ,
(a) " apron" means a defined area of the airport intended to accommodate aircraft for pur- poses of loading and or unloading of passengers and/ or cargo , refueling , parking or maintenance ;
the 18th day of Junuary , 1972 and who or which has been specially permitted by the competent authority to carry on with such performance subject to such terms and conditions as may be specified from time to time by the competent authority having regard to all aspects including pay- ment of licence fee , safety , security and proper and efficient management of the Airport;
(b) " competent authority " means the Chairman and, includes any other officer authorised by the Chairman in this behalf;
Explanations-
(c) "manoeuvring area" means the part of the airport to be used for take-off and landing , of aircraft and for movement of aircraft associated with the take - off and landing , excluding apron;
The activities under the continuance of such performance after 18th Junuary, 1972 shall remain limited to the exact job and to the airline , which was per- formed earlier by the operator or agency, as the case may be , (d) "movement area" means part of an airport intended for the surface movement of air- craft including the manoeuvring area and aprons;
(e) " ground handling " means . ramp handling and traffic handling .
(d) employees of Air India and Indian Air- lincs subject to such conditions as may be specified from time to time by the com- petent authority having regard to all aspects including payment of licence fee, safety, security and proper and efficient management of the airport .
4. No person shall enter into or remain in the movement area for operating any vehicle or other equipment for ground handling of any aircraft at the airports except regulat- ion 5. provided inas
Provided that nothing contained hereinabove shall confer any right on any operator, owner , agency or airlinc, as the case may be, to carry on the business of ground handling of any aircraft at any airport unless specific prior permission of the competent authority has been obtained in writing:
5. Entry into and remaining in the movement area for operating any vehicle or other equipment for ground handling of any aircraft whether private or belonging to any airline , as the case may be , at any of the airports shall be restricted to,
(a) the employees of the International Airports" Authority of India;
Provided further that in case all or any ground handling of any aircraft at any airport it is taken over by the International Airports Authority of India, no operator, owner agency, airline employees shall enter into or remain in the movement area in connection with such ground handling . or its.
(b) the operator or the owner of such aircraft or his bona- fide wholetime employee sub- ject to such condition as may be specified from time to time by the competent authority having regard to all aspects including safety, security and proper and efficient management of the airport ;
6. Contravention of any regulation shall be punish- able with a fine which may extend to five hundred rupees and in the case of a continuing contravention with an additional fine which may extend to twenty rupees every day during which such contravention continues after conviction for the first such travention. con-
