का० आ ० 541 का ० आ० 489 ( अ) भारत सरकार के उद्योग मवालय ( ओद्योगिक विकास विभाग) के आदेश स ० का ० आ० ३87 ( अ) तारीख 7 जुलाई, 1979, फा० आ ० 497 (अ ) तारीख 5 जुलाई , 1980, (अ) तारीख 6 जुलाई, 1991 , का० आ० 480 (अ) तारीख 7 जुलाई , 1982 और स० क१० आ० 497 ( अ) तारीख 7 जुलाई , 1983 के साथ पठित भारत सरकार के भूतपूर्व औद्यागिक विकास मंत्रालय के आदेश स० का ० आ ० 426 ( अ) तारीख ४ जुलाई , 1974 द्वारा ( जिसे इसमे इसके पश्चात उक्त आदेश कहा गया है ) मैसर्स एसोसिएटेड इंडस्ट्रीज ( असम) लिमिटेड, चन्द्रपुर नामक औद्योगिक उपक्रम के रसायनिक एकक का प्रबध उद्योग ( विकास और विनियमन) अधिनियम, 1951 ( 1951 का 65 ) की धारा 18 कक की

उपधारा ( 1 ) के खण्ड ( ख ) के अधीन 7 जुलाई , 1984 तक, जिसमे यह तारीख भी सम्मिलित है के लिए ग्रहण कर लिया गया था और मैसर्स असम इडस्ट्रीयल डेवलपमेट कारपोरेशन लिमिटेड को उक्त औद्योगिक उपक्रम का प्रबंध ग्रहण करने के लिए प्राधिकृत किया गया था;
और केन्द्रीय सरकार की यह राय होने पर कि लोकहित मे यह समीचीन है कि उक्त औद्योगिक उपक्रम का प्रबंध मैसर्स असम इंडस्ट्रियल डेवलपमेंट कारपोरेशन लिमिटेड के पास 31 दिसम्बर , 1984 तक , जिसमे यह तारीख भी सम्मिलित है , के लिए बना रहे ,
अतःअथ , केन्द्रीय सरकार उद्योग ( विकास और विनियमन) अधिनियम, 1551 ( 1951 का 65) की धारा 18 कक की उपधारा ( 2 ) द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए , यह निदेश देती हैं कि उक्त आदेश 31 दिसम्बर, 1984 तक को जिसमे यह तारीख भी सम्मिलित है , प्रभावी बना रहेगा ।

New Delhi , the 6th July . 1984
S.O. 489 ( E ) .-Whereas by the Order of the Government of India in the late Ministry of In- dustrial Development No. S.O. 426 ( E ) , dated the 8th July, 1974 (hereinafter referred to as the said Order ) , read withwith the Orders of the Gov- ernment of India in the Ministry of Industry (Department of Industrial Development ) , Nos . S.O. 387 ( E ) , dated the 7th July , 1979 , S.O. 497 (E) , dated the 3th July , 1980 , S.O. 541 ( Ε ) , dated the 6th July, 1981. S.O. 480( E ) , dated the 7th July, 1982 and S.O. 497 ( E ) , dated the 7th July , 1983 , the management of the chemical unit of the industrial undertaking known as Mes- SIS Associated Industries ( Assam ) Limited, Chadrapur, was taken over under clause ( b ) of sub - section ( 1 ) of section 18AA of the Industries (Development and Regulation ) Act, 1951 (65 of 1951 ) upto and inclusive of the 7th July , 1984 , and Messrs Assam Industrial Development Corporation Limited was authorised to take over the management of the said industrial undertak- ing;
And whereas , the Central Government is of opinion that it is expedient in the public interest that the said industrial undertaking should conti- nue to be under the management of Messrs Assam Industrial Development Corporation Limited up- to and inclusive of 31st December , 1984 ;
Now, therefore , in exercise of the powers con- ferred by sub - section ( 2 ) of section 18AA of the Industries (Development and Regulation ) Act , 1951 ( 65 of 1951 ) , the Central Government hereby directs that the said Order shall continue to have effect upto and inclusive of the 31st December , 1984.

और उक्त आदेश की अवधि को 31 दिसम्बर 1984 तक, जिसमें यह तारीख भी सम्मिलित है , समय-समय पर वढ़ाया गया था;
और केन्द्रीय सरकार का यह समाधान हो गया है कि उक्त औद्योगिक उपक्रम के संबंध में अनुसूचित उद्योग, अर्थात रसायन उद्योग में उत्पादन को मात्रा में कमी को रोकने की दृष्टि से जनसाधारण के हित में ऐसा करना आवश्यक है;
अतः, अब , केन्द्रीय सरकार उक्त अधिनियम की धारा 18 वख की उपधारा ( 2 ) के परन्तुक के खंड ( ख) के साथ पठित उपधारा ( 1 ) के खण्ड ( ख) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , यह घोषणा करती है कि इस आदेश के जारी किए जाने की तारीख से ठीक पहले प्रवृत्त सभी संविदाओं, सम्पत्ति के हस्तान्तरणपत्त्रो करारों, परिनिर्धारणों, पंचातों स्थायी आदेशों या अन्य लिखतो का ( जो उनसे भिম हैं, जो बैंकों और वित्तीय संस्थाओं के प्रति प्रतिभुत दायित्वो से सम्बन्धित है ) जिनका उक्त औद्योगिक उपक्रम या एसे औद्योगिक उपक्रम का स्वामित्व रखने वाली कंपनी पक्षकार है याजोऐसे औद्योगिक उपक्रम या कम्पनी को लागू है, प्रवर्तन 31 दिसम्बर , 1984 तक, जिसमें यह नारीख भी सम्मिलित है, के लिए निलम्बित रहेगा और उक्त तारीख में पहले उनके अधीन प्रोद्भूत था उद्भूत सभी अधिकार, विशेषाधिकार बाध्यताएं और दायित्व उक्त अवधि के लिए निलम्बित रहेंगे ।

का० बा० 490 ( अ) - भारत सरकार के भूतपूर्व औद्योगिक विकास मंत्रालय के आदेश स ० का ० आ ० 136(अ) तारीख 8 जुलाई, 1974 द्वारा मैसर्स एसोसिएटेड इन्डस्ट्रीज (असम) लिमिटेड, चन्द्रपुर नाम के औद्योगिक उपक्रम के (जिसे इसमें इसके पश्चात उक्त औद्योगिक उपक्रम कहा गया है ) रसायनिक एकक का प्रबन्ध उद्योग ( विकास और विनियमन) अधिनियम, 1951 ( 1951 का 65) की धारा 18 कक की उपधारा ( 1 ) के खण्ड (ख ) के अधीन 7 जुलाई, 1979 तक की, जिसमें यह तारीख भी सम्मिलित है अवधि के लिए ग्रहण कर लिया गया था;
S.O. 490(E) . Whereas by the Order of the Government of India in the late Ministry of In- dustrial Development No. S.O 426 ( E ) , dated the 8th July, 1974 , the management of the che- mical unit of the industrial undertaking known as Messrs Associated Industries (Assam ) Limited, Chandrapur (hereinafter referred to as the said industrial undertaking ) was taken over under clause (b ) of sub- section ( 1 ) of section 18AA of the Industries ( Development and Regulation ) Act, 1951 ( 65 of 1951 ) , for a period upto and inclusive of the 7th July , 1979 ;
And whereas, the duration of the said Order has been extended from time to time up to and inclusive of the 31st December , 1984 ;
And whereos , the Central Government is satis- fied that in relation to the said industrial under- taking it is necessary so to do in the interests of the general public with a view to preventing fall in the volume of production of the scheduled in- dustry, namely, the chemical industry;

Now, therefore , in exercise of the powers con- ferred by clause (b ) of sub- section ( 1) , read with clause (b ) of the proviso to sub- section ( 2 ) of section 18FB of the said Act, the Central Govern- ment hereby declares that the operation of all contracts , assurances of property, agreements , settlements , awards , standing orders or other ins- truments in force immediately before the date of issue of this Order ( other than those relating to secured liabilities to banks and financial institu- tions) to which the said industrial undertaking

or the company owning such industrial undertak- ing is a party or which may be applicable to such industrial undertaking or company shall remain suspended for a period upto and inclusive of 31st December , 1984 and all the rights , privileges , obligations and liabilities accruing or arising thereunder before the said date shall remain sus- pended for the said period .
